20 AAP MLAs move HC against disqualification

New Delhi, Jan 23: Twenty AAP MLAs today moved the Delhi High Court challenging their disqualification for holding offices of profit.

The plea for an urgent hearing of the appeal was mentioned before a bench of Justices S Ravindra Bhat and A K Chawla, which listed it for tomorrow.

Advocate Manish Vashisht, appearing for one of the MLAs, submitted before the bench that the matter requires urgent listing in view of the notification disqualifying 20 members of the Delhi Legislative Assembly.

The plea by the MLAs has also sought stay and quashing of the government's notification stating the President had held that the 20 MLAs stand disqualified under the Government of National Capital Territory of Delhi (GNCTD) Act.

The notification came two days after the EC wrote to the President recommending the disqualification of 20 Aam Aadmi Party MLAs for holding offices of profit while serving as Parliamentary Secretaries between March 13, 2015, and September 8, 2016.

The 20 MLAs include Adarsh Shastri (Dwarka), Alka Lamba (Chandni Chowk), Anil Bajpai (Gandhi Nagar), Avtar Singh (Kalkaji), Kailash Gahlot (Najafgarh) -- who is also a minister -- Madan Lal (Kasturba Nagar), Manoj Kumar (Kondli), Naresh Yadav (Mehrauli), Nitin Tyagi (Laxmi Nagar), Praveen Kumar (Jangpura).

The others are Rajesh Gupta (Wazirpur), Rajesh Rishi (Janakpuri), Sanjeev Jha (Burari), Sarita Singh (Rohtas Nagar), Som Dutt (Sadar Bazar), Sharad Kumar (Narela), Shiv Charan Goel (Moti Nagar), Sukhbir Singh (Mundka), Vijendar Garg (Rajinder Nagar) and Jarnail Singh (Tilak Nagar).

The notification with President's assent was issued on January 21 saying "...Having considered the matter in the light of the opinion expressed by the Election Commission, I, Ram Nath Kovind, President of India, in exercise of the powers ...do here hold that the aforesaid 20 members of the Delhi legislative assembly stand disqualified from being members of the said assembly."

Thiruvananthapuram, Mar 8: Five more people from

Kerala have tested positive for coronavirus, Health minister, K K Shailaja said on Sunday.

All the five hail from Pathnamthitta district.

While three of them had returned from Italy on February 29, two others were their relatives, the minister said.

All the five have been isolated in Pathnamathitta general hospital and are under observation.

Their tests were confirmed on Saturday night.

Earlier, India's first three positive cases had been reported from the state.

All the three patients, medical students from Wuhan, have been treated and discharged from hospitals.

New Delhi, Jul 29: The new National Education Policy (NEP) approved by the Union Cabinet on Wednesday is set to usher in a slew of changes with the vision of creating an education system that contributes directly to transforming the country, providing high-quality education to all, and making India a global knowledge superpower.

The draft of the NEP by a panel headed by former Indian Space Research Organisation (ISRO) chief Kasturirangan and submitted to the Union Human Resource Development Minister Ramesh Pokhriyal when he took charge last year. The new NEP replaces the one formulated in 1986.

Some of the key highlights of the New Education Policy are:-

The policy aims to enable an individual to study one or more specialized areas of interest at a deep level, and also develop character, scientific temper, creativity, spirit of service, and 21st century capabilities across a range of disciplines including sciences, social sciences, arts, humanities, among others.

It identified the major problems facing the higher education system in the country and suggested changes such as moving towards multidisciplinary universities and colleges, with more institutions across India that offer medium of instruction in local/Indian languages, a more multidisciplinary undergraduate education, among others. 

The governance of such institutions by independent boards having academic and administrative autonomy has also been suggested.

Under the suggestions for institutional restructuring and consolidation, it has suggested that by 2040, all higher education institutions (HEIs) shall aim to become multidisciplinary institutions, each of which will aim to have 3,000 or more students, and by 2030 each or near every district in the country there will be at least one HEI.

The aim will be to increase the Gross Enrolment Ratio in HEIs including vocational education from 26.3 per cent (2018) to 50 per cent by 2035.

Single-stream HEIs will be phased out over time, and all will move towards becoming vibrant multidisciplinary institutions or parts of vibrant multidisciplinary HEI clusters.

It also pushes for more holistic and multidisciplinary education to be provided to the students.

New Delhi, Jul 11: A notice which claims that a COVID-19 Monitoring Committee has been formed is fake, and no such committee has been set up by the Union Home Ministry, as per Spokesperson, Ministry of Home Affairs (MHA).

The "Fake" MHA order stated, "Pursuant to the official orders received dated: Monday, May 18, 2020, of the Honourable Minister of Home Affairs, passed in the approval of Special Status Advisory Committee for COVID-19, a COVID-19 Monitoring Committee has been constituted in the MHA vide order dated: Friday, June 12, 2020."

MHA Spokesperson also cautioned people to beware of fake news and rumours.

India's COVID-19 case count crossed the eight lakh-mark on Saturday with yet another highest single-day spike of 27,114 new cases in the last 24 hours.
