Washington, Jul 1: America's top spy agency was authorised by a US court in 2010 to carry out surveillance on the BJP along with five other political organisations across the globe, including Egypt's Muslim Brotherhood and Pakistan Peoples Party, according to a classified document.

BJP figures in the list of foreign political parties along with Lebanon's Amal, the Bolivarian Continental Coordinator of Venezuela, Egypt's Muslim Brotherhood, Egyptian National Salvation Front and the Pakistan Peoples Party for whom the National Security Agency (NSA) had sought permission to carry out surveillance, says the document made public by The Washington Post yesterday.

BJP SurveillanceThe document lists the 193 foreign governments as well as foreign factions and other entities that were part of a 2010 certification approved by the Foreign Intelligence Surveillance Court. The list includes India.

"These are the entities about which the NSA may conduct surveillance, for the purpose of gathering foreign intelligence," the paper said, citing documents provided to it by former NSA contractor Edward Snowden.

It said each year a new certification must be approved by the court to permit such surveillance under Section 702 of the FISA Amendments Act.

"Virtually no foreign government is off-limits for the National Security Agency, which has been authorized to intercept information 'concerning' all but four countries, according to top-secret documents," The Post reported.

The four countries are Britain, Canada, Australia and New Zealand.

The certification of surveillance also includes other international organisations like World Bank, IMF, the European Union and the International Atomic Energy Agency.

"The NSA is not necessarily targeting all the countries or organizations identified in the certification, the affidavits and an accompanying exhibit; it has only been given authority to do so," The Post said.

Without specifically responding to questions related to surveillance on India and the BJP in particular, NSA spokesperson Vanee' Vines told PTI that the agency collects foreign intelligence based on specific intelligence requirements set by the President, the Director of National Intelligence, and departments and agencies through the National Intelligence Priorities Framework.

Snowden leaked thousands of classified documents to media uncovering the existence of numerous global surveillance programmes, many of them run by the NSA, triggering an outrage worldwide.

Vines said that section 702 of the FISA Amendments Act authorises targeted intelligence collection.

"Under Section 702, the Foreign Intelligence Surveillance Court reviews annual topical certifications executed by the Director of National Intelligence and Attorney General, and approves procedures to allow the US government to target non- US persons reasonably believed to be located outside the US if a specific intended target possesses, is expected to receive, and/or is likely to communicate foreign intelligence information concerning one of those certifications," she said.

"These FISC-approved procedures are designed to minimise the acquisition, retention, and use of US person information, and provide additional restrictions for certain Section 702 collection where there may be a greater likelihood of inadvertent or incidental collection of such information," she told PTI.

"Moreover, in January 2014, (US) President (Barack) Obama issued Presidential Policy Directive 28, which provides additional policy direction for US signals intelligence activities. Among other things, it states that US signals intelligence activities shall be as tailored as feasible and that sensitive targeting decisions shall be subject to enhanced review by senior US government officials," she said.

"The Directive also instructs the Intelligence Community to afford non-US persons with certain privacy protections comparable to those afforded to US persons to the maximum extent feasible consistent with national security.

"In short, there must be a particular intelligence need, policy approval, and legal authorization for US signals intelligence activities, including activities conducted pursuant to Section 702," Vines said.

Nairobi, Mar 14: Kenya and Ethiopia on Friday announced their first confirmed cases of coronavirus, as East Africa, which has so far been unscathed by the global pandemic, scaled up emergency measures to contain its spread.

In Kenya, a 27-year-old Kenyan woman tested positive for the virus on Thursday in Nairobi, a week after returning from the United States via London.

She was in a stable condition and recovering, Health Minister Mutahi Kagwe told reporters.

"We wish to assure all Kenyans that the government will use all the resources available to fight coronavirus," he said, as the government rolled out a raft of new containment measures.

The government had traced all the contacts of the patient since she arrived back in Kenya on March 5, he said.

"At the moment, there is absolutely no need for panic and worry," he said.

Kenya, with a population of 50 million people, saw a spree of panic buying among the middle-class in Nairobi supermarkets, in the wake of the announcement.

Meanwhile Ethiopia, Africa's second most populous nation with over 100 million people, said a 48-year-old Japanese man who had arrived in the country on March 4 from Burkina Faso was confirmed to have contracted the virus.

"He is undergoing medical follow-up and is in a stable condition. Those who have been in contact with this person are being traced and quarantined," the health ministry said in a statement.

Burkina Faso only confirmed its first case on Tuesday -- a couple returning from France -- and the Japanese patient had been in that country since February 24.

Ethiopian Health Minister Lia Tadesse said three other patients were in isolation.

Ethiopia becomes the 15 country in Africa with a confirmed case of the virus that has swept the globe, infecting more than 130,000 people and killing nearly 5,000 since it first emerged in China.

But to date the continent has been spared the worst of the pandemic.

Only five people have succumbed to coronavirus so far -- all in north Africa -- with the sub-Saharan region recording no deaths and very low numbers of confirmed cases.

But countries in East Africa -- which until the positive case in Kenya, had only recorded negative test results -- have been taking precautions.

Some flights have been restricted, with Kenya Airways suspending its route to Rome, and charter flights from Italy to the Kenyan coast on hold.

It has also suspended international conferences, a top earner in Nairobi, a hub for such events in the region, and non-essential travel abroad for politicians.

The government announced more expansive restrictions on Friday, including a temporary ban on major public gatherings, prison visits and activities between schools.

Other countries in the region have been rolling out their own measures.

In Rwanda, which shares a border with the Democratic Republic of Congo, which has confirmed cases, washing basins with soap and sanitiser have been placed on streets for commuters to use before boarding buses.

Authorities in Kigali, the capital, have also banned concerts, rallies and trade fairs -- although like in Kenya and Uganda, church services have been proceeding and bars, restaurants and entertainment precincts remain open.

Neighbouring Burundi, meanwhile, has quarantined 34 people in a hotel in Bujumbura as a precaution.

Uganda has ordered that visitors from a number of affected countries self quarantine for 14 days, or consider simply not visiting at all.

South Sudan's health ministry said meanwhile that it was "temporarily suspending direct flights between South Sudan and all affected countries".

Kagwe, the Kenyan health minister, also addressed a rumour circulating on social media that people with black skin cannot contract the virus.

"I would like to disabuse that notion. The lady (confirmed with coronavirus in Kenya) is an African, like you and I," he said.

Tehran, Jan 7: The Iranian Parliament on Tuesday ratified a motion dubbed as "harsh revenge", that considers all members of the US Pentagon and those responsible for the death of Major General Qasem Soleimani as "terrorist forces".

The triple-urgency motion is a modification of a previously ratified bill on April 23, 2019, that designated the US Central Command (CENTCOM) as a terrorist organization in retaliation to the same designation imposed on Iran's Islamic Revolutionary Guard Corps (IRGC) by Washington, the Tehran-based Mehr News Agency said in a report.

Parliament Speaker Ali Larijani said in Tuesday's open session that in the previous anti-US law, CENTCOM was designated as a terrorist entity.

"Today, following the cruel US measure in assassinating General Soleimani, the responsibility of which was accepted by the US President, we modify the previous law and announce that all members of Pentagon, commanders, agents and those responsible for the martyrdom of Gen Soleimani will be considered as terrorist forces," Larijani was quoted as saying in the report.

All of Iran nation supports the resistance, he added.

The modified law also allows withdrawal of $223 million to the IRGC's Quds Force from the National Development Fund of Iran for the next two months, added Larijani.

He said that the Supreme Leader Ayatollah Ali Khamenei's permission to withdraw the fund has been obtained, the Mehr report added.

Following its ratification, MPs chanted anti-US slogans at the Parliament.

Soleimani and his son-in-law and Abu Mahdi al-Muhandis, the second-in-command of Iraq's Popular Mobilization Front (PMF), along with eight other people were killed in the January 3 drone attack ordered by US President Donald Trump.

Soleimani, 63, was the elite Quds Force chief in charge of IRGC operations outside Iran, and has been on the ground in Syria and Iraq supervising militias backed by Tehran.

The Quds Force holds sway over a large number of militias across the region ranging from Lebanon to Syria and Iraq.

The attack has led to widespread condemnation in Iran. Supreme Leader Khamenei and President Hassan Rouhani has vowed revenge on the US.

On Sunday, Iranian MP Abolfazl Aboutorabi threatened to attack the heart of American politics.

During an open session of the Iranian Parliament on Sunday afternoon, President Trump was called a "terrorist in a suit" after he threatened to hit 52 Iranian sites hard if Tehran attacks Americans or US assets.

Los Angeles, Apr 30: Los Angeles will begin offering coronavirus">coronavirus testing for free to all citizens regardless of whether they have symptoms, Mayor Eric Garcetti said on Wednesday, adding that LA is the first major US city to take such an initiative.

During the press conference, Garcetti announced that all county residents can now get free coronavirus">coronavirus testing. 

He said the announcement will only apply to city residents for now, but that a similar plan is in development for Los Angeles County,
Garcetti also took to Twitter to announce the same. "Announcing that L.A. is now the first major city in America to offer free COVID-19 testing to all residents. 

While priority will still be given to those with symptoms, individuals without symptoms can also be tested. Sign up at Coronavirus.LACity.org/Testing," he said
Under the new guidelines, priority for the same- or next-day testing will still be given to people with symptoms, such as a fever, cough, and shortness of breath. The free testing will also be prioritized for certain critical frontline workers who interact with the public.

Until now, only residents with symptoms as well as essential workers and those in institutional settings like nursing homes could be tested.

On Wednesday, the LA County reported 1,541 new cases, bringing the total to 22,485 - a seven per cent increase since yesterday.

This includes a backlog of cases that were processed. In the city, there were 683 new cases on Wednesday, bringing the total to 10,380 -- a 7 percent increase since yesterday.
