2011 aspirants may appear again in civil services exam in 2015

New Delhi, Aug 4: English marks in CSAT-II will not be included for gradation or merit and 2011 candidates may get a second chance to appear for the test next year, government announced in Lok Sabha today seeking to defuse the UPSC row that has seen the aspirants on warpath.Jitendra Singh

"Government is of the opinion that in the Civil Services Preliminary examination, Paper-II, the marks of the question section on 'English Language comprehension skills' should not be included for gradation or merit," MoS Personnel Jitendra Singh said seeking to mollify the agitating candidates.

In a brief statement Singh said, "Candidates, who appeared in Civil Services Examination 2011, may be given one more attempt in 2015."

Parliament has witnessed repeated uproar and several adjournments in the past few days over the issue. Immediately after the statement, B Mahtab (BJD) and Dharmendra Yadav (SP) stood up demanding clarification whether Civil Services Aptitude Test (CSAT) has been done away with.

However, the Minister stood up to say that he has said whatever he wanted to.

Earlier, opposition had demanded in the Rajya Sabha a definite time-frame from government to resolve the issue and served a privilege notice, forcing adjournment of the House.

Raising the issue during Zero Hour, Sharad Yadav (JD-U) accused the government of "going back on its promise" of resolving the issue expeditiously.

The students have been demanding that the pattern of CSAT be changed to give level-playing field to those coming from rural areas.

There are two compulsory papers of 200 marks each in the preliminary examination. These papers are also known as CSAT-I and CSAT-II.

The CSAT-II paper carries questions on comprehension, inter-personal skills including communication skills, logical reasoning and analytical ability, decision-making and problem- solving, general mental ability, basic numeracy, and English language comprehension skills (of Class X level).

Students have been objecting to the level of aptitude and English language questions being asked in the examination claiming they are much above the standard prescribed for the examination. The civil services examination is conducted by the Union Public Service Commission (UPSC) in three stages--preliminary, main, and interview--to choose candidates for Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS), among others.

New Delhi, May 13: Finance Minister Nirmala Sitharaman on Wednesday announced Rs 3 lakh crore collateral-free automatic loan for businesses, including MSMEs.

This will benefit 45 lakh small businesses, she said detailing parts of the Rs 20 lakh crore economic stimulus package.

The loan will have 4-year tenure and will have a 12-month moratorium, she said.

Also, Rs 20,000 crore subordinated debt will be provided for stressed MSMEs, she said adding this would benefit 2 lakh such businesses.

The Finance Minister said a fund of funds for MSME is being created, which will infuse Rs 50,000 crore equity in MSMEs with growth potentials.

Also, MSME definition has been changed to allow units with investment up to Rs 1 crore to be called micro-units in place of Rs 25 lakh now.

Also units with turnover up to Rs 5 crore to be called micro-units, she said, adding a turnover based criteria is being introduced to define small businesses.

The investment and turnover limits for small and medium businesses have likewise been raised to allow them to retain fiscal and other benefits, she said.

Global tenders will be banned for government procurement up to Rs 200 crore, she said, adding this would help MSMEs to compete and supply in government tenders.

Mumbai, Aug 5: A day after the Bihar government requested for a Central Bureau of Investigation (CBI) probe into the death of Sushant Singh Rajput, the Centre has accepted the state’s request. 

The CBI, which falls under the Union Home Ministry, will now take over the probe. Solicitor General Tushar Mehta on Wednesday stated in the apex court that the Centre has accepted the request floated by the Nitish Kumar government recommending a CBI inquiry.

A bench of Justice Hrishikesh Roy observed that truth behind the 34-year-old Rajput's death should come out. "Truth should come out so far as actor's death is concerned," the SC bench said as reported by news agency.

Meanwhile, the Supreme Court is also hearing a petition filed by model-actress Rhea Chakraborty who was in a relationship with the deceased actor. In her plea, she sought the transfer of an FIR lodged in Patna by Rajput's father, K K Singh, who had accused her of abetting his suicide.

The 34-year-old actor was found hanging from the ceiling of his apartment in suburban Bandra in Mumbai on June 14.

New Delhi, Mar 20: Prime Minister Narendra Modi on Monday appealed to state governments to ensure that rules and regulations of the coronavirus lockdown are enforced as he noted that many people are not taking the measure seriously.

"Many people are still not taking the lockdown seriously. Please save yourself, save your family, follow the instructions seriously. I request state governments to ensure rules and laws are followed," he said in a tweet in Hindi.

The Centre and state governments have decided to completely lock down 80 districts across the country where coronavirus cases have been reported.

Uttar Pradesh, Maharashtra, Punjab, Karnataka, Tamil Nadu and Kerala announced lockdown in many districts.

Delhi will be locked down from 6 am on March 23 till midnight on March 31.
