61st Karnataka Rajyotsava: CM pushes for primacy of regional languages

Bengaluru, Nov 1: Pitching for supremacy of regional languages, Karnataka Chief Minister Siddaramaiah today pushed for the state's demand to make it the medium of instruction for primary education.

Speaking at the 61st Karnataka Rajyotsava (state formation day) celebration event here, he urged the Prime Minister to call a meeting of Chief Ministers of all states and bring an amendment to the Constitution to this effect.

"I have written two letters to the Prime Minister.I have also written to all Chief Ministers because the Supreme Court's order is causing a threat to all regional languages," Siddaramaiah said.

The Chief Minister said he had also met the Prime Minister in this regard.

"We have to bring an amendment to the Constitution.It has to get declared in Parliament that regional languages are supreme in states.. amendments should be brought to make changes to the Supreme Court order. So Prime Minister has to call a meeting of Chief Ministers of all states and decide," he said.

"I will continue to make this demand," he said, adding most language and education experts had opined that the mother tongue should be the medium of instruction in primary schools.

Siddaramaiah said it would help in development of regional languages and also mental development of children.

In May 2014, the Supreme Court while hearing the issue before it challenging two Karnataka Government Orders of 1994, making the mother tongue or regional language compulsory to impart education from Class I to IV, had held that the government cannot impose mother tongue on linguistic minority for imparting primary education.

The CM said the state government had announced a language policy in 1994, "which was questioned by unaided educational institutions in courts, where we had to face a setback."

"Despite appealing against it, we did not get justice. We made all possible efforts, but this was an order passed by the Constitution bench. As the Supreme Court is final, we cannot appeal in any other courts," he added.

Pointing out that the state government was taking all steps to protect and encourage Kannada, Siddaramaiah said, "It is our mother tongue; it is language of this land, this soil.

"Showing our Kannadiga pride just on November 1 or in this month is not enough, it should be a continuous process."

Recalling Karnataka's united fight on the Cauvery water issue, Siddaramaiah said, "Power may come or go. It is not permanent, but the land, water, culture and language of this state are paramount."

"It is our responsibility to protect even at the cost of power and the state government is committed to it".

Mr. Siddaramaiah, you are very right. The local languages should be the medium of instruction in primary schools. Karnataka has Kannada, Konkani, and Tulu that are recognized languages of Karnataka state.
With the present trend, children are forced to learn English and Hindi and completely lose interest over their mother tongue. It is high time this matter is addressed. Our neighbouring states of Taml Nadu and Kerala are better placed.

Ban Hindi in Karnataka; it is just anther regional language they are imposing on us leading to Hindi imperialism on Non Hindi speaking states. And those Hindi people do not care to learn any other Indian languages, instead they want others to learn their language for their convenience and comfort. Just ban Hindi in Karnataka permanently before it becomes a predator language.

Mangaluru, Apr 15: For the convenience of the public during the lockdown period, the Department of Posts has been providing essential services to the public at its various branch offices which are functioning from 1000 hrs to 1400 hrs.

Medicines and other essential items can be sent via parcel from any town to any place in Dakshina Kannada and Udupi districts.

Arrangements are also being made to extend this facility to nearby districts. In case of sending medicines and other essentials to other states from Mangaluru, the transportation has to be done via Bengaluru and can be expedited if a request for urgency is made, says a press release from the Senior Superintendent of Posts of Mangaluru Division on Wednesday.

Bengaluru, Aug 2: Bengaluru based Centre for Advanced Research and Development (CARD), the research wing of organisation De scalene has come up with a device called "SHYCOCAN" (Scalene Hypercharge Corona Canon) which neutralizes the coronavirus.

Speaking to news agency Dr Rajah Vijay Kumar, Chairman, Organisation De Scalene said that the device will not kill any bacteria or fungus, however, neutralizes the coronavirus particles.

"The device was tested for its safety and efficacy and is soon going to be manufactured and marketed in the US under the Enforcement Discretion policy of USFDA and in Europe as the device is CE compliant and is CE marked," said Kumar.

He also added the device will cover a volume of 10,000 cubic feet.

The device Scalene Hypercharge Corona Canon (SHYCOCAN) is intended to be used in the residential, industrial and commercial environment and is designed for active containment by attenuation of Corona family of viruses. (Laboratories de Especialidades Immunological S.A. de C.V, Virucidal Activity concludes 99.9 per cent virus elimination), Kumar asserted.

"SHYCOCAN operates on regular 110/240V - 50/60 Hz wall socket and is a plug and play device, that delivers the necessary signals to a photon mediated electrons emitters (PMEE), that produces hypercharge high-velocity electrons by photon mediation that interacts with the negative seeking S-protein of Corona family of viruses thus reducing infectivity and prevent air and surface borne transmission of corona family of viruses," said Kumar.

The device does not use any chemicals, or any other consumables and does not produce harmful ozone gas or any other substances and is completely safe for use in any environment, he added.

"The attack mechanism of the Virus starts with the initial attachment of the virion to the host cell, it is initiated by interactions between the S-protein and its receptor on the "negative" cell membrane. The sites of receptor binding domains (RBD) within the S1 region of a coronavirus S-protein vary depending on the virus. 

The S-protein/receptor interaction is the primary determinant for a coronavirus to infect a host species and governs the tissue tropism of the virus. However, the end result is the fusion and release of the viral genome into the cytoplasm," said Kumar.

He continued saying that the counter mechanism by the device SHYCOCAN is that if negative seeking is the guidance mechanism of the S- Protein, attracted by the transmembrane potential of the host cells, then breaking this mechanism would block the Coronavirus infectivity and spread.

"The device has been in use for more than a year at the S-CARD campus, the headquarters of Scalene," said Kumar.

Bengaluru, Jul 2: Karnataka Health Minister B Sriramulu on Thursday launched the ICU Telecard, developed by CISCO to address the concerns of doctors treating coronavirus patients.

Wi-Fi networks and Cisco Health platform help to protect the entire medical team dealing with the infected person by ensuring that doctors do not have to be inside isolation wards and COVID ICUs.

The ICU Telecard has been installed at Victoria and KC General hospital.

"This technology is a necessity to safeguard health of our doctors and it should be implemented in all hospitals. We will discuss about this in the task force meeting and decide regarding the use of this technology in all COVID hospitals in the state. For now, we have installed one at Victoria and KC General hospital" said the minister.

Addressing the complaints of non-release of dead bodies without coronavirus testing, Sriramulu said: "Experts have discussed the same in a meeting with the Chief Minister yesterday, who has ordered for an increase in the number of testing labs. This should resolve the issue. We are also contemplating the conduct of plasma therapy in all districts."

The minister said that the government has also decided to reserve two ambulances for every ward to address the issue of non-availability and will procure more ambulances on rent if the existing ones are insufficient.

He further informed that those who were seen dumping the bodies in a pit in Ballari have been suspended and notice has also been served to officials in Yadagiri.

"We will ensure such instances do not repeat in the state," he said.
