New Delhi, Sep 6: The BJP and the Congress together saw more than 77 per cent, or Rs 646.82 crore, of their total income coming from "unknown sources" in 2015-16, says a report.

Voluntary contributions and coupon sales were the key income sources for the ruling BJP and the Congress (INC) while the two parties' cumulative total income amounted to Rs 832.42 crore in fiscal 2016, according to the Association for Democratic Reforms (ADR).

A non-government organisation that works for electoral reforms, ADR said the total declared income of the BJP and the Congress stood at Rs 570.86 crore and Rs 261.56 crore, respectively, in 2015-16.
The findings are based on an analysis of the two parties' income and expenditure data submitted to the Election Commission of India.

In 2015-16, the BJP's income from unknown sources was Rs 460.78 crore while that of INC was Rs 186.04 crore.

Income from "unknown sources" refers to those where the source is not declared for donations below Rs 20,000. Such income includes those from sale of coupons, relief fund, miscellaneous income, voluntary contributions and contribution from meetings or morchas, stated the report.

The contribution statements, submitted by the political parties declaring names and other details of donors who contribute above Rs 20,000, are the only known sources of income parties, ADR said.

Among the unknown sources of funding, maximum funds were collected under "voluntary contributions" by the BJP, which amounted to Rs 459.56 crore in fiscal 2016, it said.

The total amount of voluntary contributions, including donations of over Rs 20,000, received by the BJP was Rs 536.41 crore in 2015-16.

As for the Congress, the report said the party collected Rs 167.96 crore from "sale of coupons" during the same period.

"Total income of seven national parties for 2015-16 was Rs 1,033.18 crore, of which the parties spent Rs 754.45 crore and declared an unspent amount of Rs 278.73 crore (26.98 per cent unspent of total income)," the report added.

Among the seven national parties, the report said the BJP had the highest total income at Rs 570.86 crore in 2015-16, followed by the Congress at Rs 261.56 crore, the CPM (Rs 107.48 crore), the BSP (Rs 47.39 crore), the Trinamool Congress (Rs 34.58 crore), the NCP (Rs 9.14 crore) and the CPI (Rs 2.18 crore).

According to the analysis for 2015-16, 23 per cent of BJP's total income remained unspent whereas it was 26 per cent in the case of the Congress.

Compared to its total income of Rs 970.43 crore in 2014- 15, the BJP saw the amount fall 41 per cent to Rs 570.86 crore in 2015-16.

The Congress saw total income drop 56 per cent to Rs 261.56 crore in 2015-16, from Rs 593.31 crore in the year-ago period.

The report further said the contribution statements submitted by the political parties declaring names and other details of donors who contribute above Rs 20,000 are the only known sources of income parties.

Funds from "known sources (donations above Rs 20,000)" accounted for Rs 97.27 crore of the two parties' total income in 2015-16 put together.

Of the BJP's total income, Rs 76.85 crore came from such sources whereas the same stood at Rs 20.42 crore in the case of the Congress.

Apart from known and unknown sources, the total income includes "other known income" -- which include sale of moveable and immoveable assets, old newspapers, membership fees, delegate fee, bank interest, sale of publications and levy. In 2015-16, the BJP and the Congress received Rs 33.23 crore and Rs 55.10 crore, respectively, by way of "other known income".

Income from bank interest accounted for Rs 19.617 crore and Rs 44.67 crore for the BJP and the Congress, respectively.

"The BJP declared a total income from donations above Rs 20,000 of Rs 76.85 crore, a mere 14.33 per cent of total donations, from donors whose details are available," the report said.

Eminent river engineer and former professor of civil engineering at IIT in the Banaras Hindu University (BHU) Prof. U.K. Choudhary has said that the judicious use of river technology can help resolve the Coronavirus crisis as well as the plight of Ganga river.

Choudhary, who is also founder of Ganga Research Centre at IIT (BHU), said: "The Ganga water contains a significantly higher proportion of bacteriophages - a kind of virus that kill bacteria. Our ancient scriptures like Vedas, Puranas and Upanishads say that Ganga jal is medicinal water. Scientists later found that Ganga water has bacteriophages capable of killing pathogens."

Explaining further, he said, "Let us analyze the source of bacteriophages. If we take three rivers of Himalayan origin having sources at different heights -the Ganga (Gomukh), Yamuna (Yamunotri) and the Sone river, we find the colours of waters are different. The whitish colour of Ganga water, greenish colour of Yamuna water and the brownish colour of Sone water is also indicative. As Gomukh is the highest among the three, its water comes from lowest depth of aquifer as compared to Yamunotri and Sone river," he explained.

Thus, the quality of river water is proportional to height of origin point. This defines the genetic character of Ganga water. The balanced flow of this water in entire length of the Ganga defines the medicinal property of Ganga water," he stated.

Prof Chaudhary said that the bacteriophages in the Ganga can curb the spread of coronavirus through soil, water and air.
He suggested that the idea is to preserve the medicinal value of Ganga water and to use it to fight Corona. He said that this can be done by opening the gates of all the dams and barrages in a way that the discharge through each is similar to the water at Gomukh. In this way, the concentration of bacteriophage will be enhanced in Ganga water making it more effective against pathogens.

"With increasing diffusion of bacteriophages in water and soil, the spread of Coronavirus will be impacted and reduced. This methodology and technique can also help maintain the quality of Ganga water later when the problem of Corona ends," he said.

Kashmir, Jan 9: US Ambassador to India Kenneth I Juster along with envoys from 15 other countries arrived in Srinagar on a two-day visit to Jammu and Kashmir on Thursday, the first visit by diplomats since the abrogation of the erstwhile state's special status in August last year.

The Delhi-based envoys arrived in Srinagar by a special chartered flight at Srinagar's technical airport where top officials from the newly carved out union territory received them, officials said.

Later in the day, they would be going to Jammu, the winter capital of the newly created Union Territory, for an overnight stay. They will meet Lt Governor G C Murmu as well as civil society members, they said.

Besides the US, the delegation will include diplomats from Bangladesh, Vietnam, Norway, Maldives, South Korea, Morocco, and Nigeria, among others.

Brazil's envoy Andre Aranha Correa do Lago was also scheduled to visit Jammu and Kashmir. However, he backed out because of his preoccupation here, the officials said on Wednesday.

Envoys from the European Union (EU) countries are understood to have conveyed that they will visit the union territory on a different date and are also believed to have stressed on meeting the three former chief ministers -- Farooq Abdullah, Omar Abdullah and Mehbooba Mufti -- who are under detention.

Officials said envoys of several countries had requested the government for a visit to Kashmir to get a first-hand account of the situation in the Valley following the August 5 decision to abrogate provisions of Article 370 and bifurcate it into two union territories, Jammu and Kashmir, and Ladakh.

This is the second visit of a foreign delegation to Jammu and Kashmir since August 5. Earlier, Delhi-based think tank International Institute for Non-Aligned Studies, a Delhi-based think tank took 23 EU MPs on a two-day visit to assess the situation in the union territory.

The government had distanced itself from the visit with Minister of State for Home G Kishan Reddy informing Parliament that the European parliamentarians were on a "private visit".

New Delhi, Jun 30: Short video making app TikTok, one of the 59 apps banned by the Central government on Tuesday, has said that it complies with all data privacy and security requirements under the Indian law and has not shared any information of its users in India with any foreign government, including the Chinese Government.

Taking to microblogging site Twitter, Tiktok India posted the statement issued by Nikhil Gandhi, Head of TikTok, India.

"The Government of India has issued an interim order for the blocking of 59 apps, including TikTok and we are in the process of complying with it. We have been invited to meet with concerned government stakeholders for an opportunity to respond and submit clarifications. TikTok continues to comply with all data privacy and security requirements under Indian law and has not shared any information of our users in India with any foreign government, including the Chinese Government," reads the statement.

"Further, if we are requested to in the future we would not do so. We place the highest importance on user privacy and integrity. TikTok has democratized the internet by making it available in 14 Indian languages, with hundreds of millions of users, artists, story-tellers, educators and performers depending on it for their livelihood, many of whom are first-time internet users," the statement further reads.

Amid border tensions with China in Eastern Ladakh, the Centre had on Monday banned 59 mobile apps including Tik Tok, UC Browser and other Chinese apps "prejudicial to sovereignty and integrity and defence" of the country.

A senior official at the IT ministry said the prime reason to block the apps under section 69 A of Information Technology Act is to stop the violation and threat to the security of the state and public order and to plug the data leaks.

"Almost all of them have some preferential Chinese interest. Few are from countries like Singapore. However, the majority have parent companies which are Chinese," the official said.

This move will safeguard the interests of crores of Indian mobile and internet users. This decision is a targeted move to ensure safety and sovereignty of Indian cyberspace, Ministry of Information Technology said.
