In Assam, Tezpur recorded 73 per cent voting, Jorhat 75 per cent, Lakhimpur 67, Dibrugarh 70 and Koliabor 72 per cent.

In Tripura, the electoral fates of 13 candidates, including CPI(M)'s Shankar Prasad Dutta, secretary of the state unit of CITU, Congress' Arunoday Saha, former vice-Chancellor of Tripura Central University, Sudhindra Dasgupta, BJP's state unit chief and Chairman of the state unit of TMC and former minister Ratan Chakraborty, were sealed in EVMs.

The CPI(M) had won the Tripura West seat ten out of 15 times between 1952 and 2009. Since 1996 the CPI(M) had consistently won this seat.

In Assam, prominent among the 51 candidates were union ministers and Congress nominees Paban Singh Ghatowar (Dibrugarh) and Ranee Narah (Lakhimpur), besides former union minister and sitting Congress MP Bijoy Krishna Handique (Jorhat).

Others were Chief Minister Tarun Gogoi's son Gaurav Gogoi (Koliabor), Congress rebel and Independent candidate Moni Kumar Subba and BJP state unit president Sabananda Sonowal (Lakhimpur).

In the 2009 Lok Sabha elections in the state, the Congress had won seven of the 14 seats, its alliance partner BPF one, BJP four and AIUDF one.

The seats for which polling was held during the day were Tezpur, Koliabor, Jorhat, Dibrugarh and Lakhimpur.

Assam Chief Minister Tarun Gogoi, his wife Dolly Gogoi and their son and Koliabor constituency Congress candidate Gaurav Gogoi cast their votes in Jorhat.

"There is no Modi magic, but Tarun Gogoi magic in Assam. Earlier, I had said we will win ten seats, but now I am sure the Congress will get more than that, he told reporters after casting his vote.

Speaking in the same vein, Tripura Chief Minister and CPI-M politburo member Manik Sarkar said "In reality there is no Modi wave in the country. It is actually the creation of the corporate media."

Four persons, including a woman, demanding to cast their vote early at a voting centre in Sarupathar Silonijan area of Kaliabor constituency in Assam, received minor injuries in a fracas with CRPF personnel, police sources said.

The state election office web cast the election process at each of the polling stations.

For the first time in the northeast region, all polling booths in the state were declared smoking-free.

In Agartala, Chief Electoral Officer, Ashutosh Jindal told reporters that the polls were incident free and barring a few complaints, EVMs functioned well and in case of minor problems they were either changed or repaired.

The next phase of the LS polls in Assam would be held on April 12 for three Lok Sabha seats of Karimganj (SC), Silchar and Autonomous District (ST).

Polling for the East Tripura (ST Reserve) seat would be held on the same day. There were two LS seats in the state.

Allahabad, Mar 1: Shabista Khan, wife of suspended pediatrician Dr Kafeel Khan, fears that her husband's life is in danger.

In a letter written to the chief justice of the Allahabad High Court and senior government authorities, Shabista has sought security for her husband who is lodged in Mathura jail for allegedly delivering provocative speech during anti-CAA protest at Aligarh Muslim University.

"My husband is being mentally tortured in jail and is being subjected to inhuman behaviour," Shabista wrote in her letter to the chief justice of Allahabad High Court, additional chief secretary (home) and director general (jail), among others.

She said that she apprehended that an attempt could be made on her husband's life in jail and demanded adequate security for him.

She also demanded that her husband should be kept away from active criminals and lodged with common prisoners.

New Delhi, Jan 19: Reacting to a tweet by ace lawyer Indira Jaising urging her to forgive the four men on death row for brutally raping that finally took her life, Nirbhaya's mother said on Saturday: "Even if God asks me, I won't forgive them."

Speaking to news agency, over the phone, the mother who had been fighting for seven long years to send her daughter's killers to the gallows, said, "...even if god comes and asks me to forgive them, I will not. People like these (Jaising) are a blot on the society."

Commenting on Jaising's tweet, she said: "Who is she to tell or suggest to me to forgive them. What relation does she have with me. I have nothing to do with such people. She can be a relative of those (the convicts) that she is having a soft corner for."

"She is an insult to women. She is running a business in the name of human rights. She is a veteran, she should give a message to the society. But she instead will go against her own kind," she added.

Earlier in the day, Jaising had requested Nirbhaya's mother to follow the example of Congress president Sonia Gandhi, who had moved for the clemency of a woman, Nalini Murugan convicted for the assassination of her husband and former Prime Minister Rajiv Gandhi.

"While I fully identify with the pain of Nirbhaya's mother I urge her to follow the example of Sonia Gandhi who forgave Nalini and said she didn't want the death penalty for her. We are with you but against death penalty," Jaising tweeted on Friday.

A Delhi Court on Friday issued fresh death warrants against the four convicts -- Akshay, Pawan, Mukesh and Vinay in the Nirbhaya gang rape and murder case.

Additional Sessions Judge (ASJ) Satish Kumar Arora fixed 1 February as the date of execution of the four death row convicts. They will be hanged at 6am.

The move came after the prosecution moved an application seeking issuance of fresh death warrants following the rejection of the mercy plea of one of the convicts Mukesh by President Ram Nath Kovind.

The 23-year-old victim was brutally gang-raped and tortured on December 16, 2012, which later led to her death.

All the six accused were arrested and charged with sexual assault and murder. One of the accused was a minor and appeared before a juvenile justice court, while another accused committed suicide in Tihar Jail.

Four of the convicts were sentenced to death by a trial court in September 2013, and the verdict was confirmed by the Delhi High Court in March 2014 and upheld by the Supreme Court in May 2017, which also dismissed their review petitions.

New Delhi, May 1: The Centre has finalsed the criteria for delimitation of various zones after May 3. It has identified at least 130 districts as red zones, 284 orange zones and 319 green zones.

According to a letter written by Health Secretary Preeti Sudan to the Chief Secretaries of all States and UTs, all the states have to delineate the containment areas and buffer zones in the identified red and orange zone districts and notify the same.

The letter said, the national capital has at least 11 red zones, Uttar Pradesh 19 red zones, 36 orange zones and 20 green zones while, the state of Haryana has 2 red zones, 18 orange zones and 2 green zones.

The Gautam Buddha Nagar in Uttar Pradesh has been identified as a red zone district while, Ghaziabad has been designated as an orange zone. The national capital has no orange and green zone; there are only red zones according to the letter.

In Maharashtra, Mumbai, Pune, Thane, Nashik come in the red zone.

In West Bengal, Kolkata, Howrah, 24 Parganas -- both North and South have been identified as red zones while Hooghly, Nadia, Murshidabad etc have been marked as orange zones.

In the southern part of India, Kerala has 2 red zones and 10 orange zones, while Tamil Nadu has 12 red zones and 24 orange zones.

The Health Secretary said that the list will be revised on a weekly basis or earlier and communicated to states for further follow-up action in consonance with the directions issued by the Ministry of Home Affairs under the Disaster Management Act, 2005 based on field feedback and additional analysis at state level, states may designate additional red or orange zones as appropriate.

However, states may not relax the zonal classification of districts classified as red or orange as communicated by the Ministry. This classification is multi-factorial and takes into consideration incidence of cases, doubling rate, extent of testing and surveillance feedback to classify the districts.

A district will be considered under green zone, if there are no confirmed cases so far or there is no reported case since the last 21 days in the district.
