Aadhar bill aimed at empowering citizens passed in Lok Sabha

New Delhi, Mar 11: The Aadhaar Bill, aimed at providing a unique identity to the residents, was passed in the Lok Sabha today. The bill also serves the purpose of ensuring that the government's subsidies reach the beneficiaries.aadhar

The Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Bill, 2016, was passed by a voice vote after a brief debate, during which Finance Minister Arun Jaitley assured the house that details provided for the card will not be misused in any manner.

When enacted, the bill intends to empower the government in providing targeted services to the intended beneficiaries by assigning them unique identity numbers, called Aadhaar. It will be given to every person who has stayed in India for 182 days in the year preceding the date of application.

In a discussion with the house earlier in the day, Arun Jaitley insisted that the bill's focus was entirely on the usage of government money for targeted subsidy.

Jaitley also asserted that it was a money bill, overruling Congress' objections that it has been turned into a money bill to avoid voting in the Rajya Sabha where the government does not have a majority.

As the Finance Minister proposed taking up the bill for consideration, BJD's B Mahtab expressed concern over possible "invasion of privacy" if it in its current form becomes a law and sought that it be referred to a standing committee, saying the government should not rush.

Mallikarjun Kharge (Cong) and P Venugopal (AIADMK) supported the BJD leader's demand, with the former saying that they were not against it but there are "flaws".

Jaitley said discussion on the institution of Aadhar has been going on for over seven years after the then UPA government approved a bill in September, 2010 and introduced it in Parliament in December.

"Entire discussion in seven years has now culminated," he said, noting that it was discussed in standing committee and extensive public suggestions were also received, as he stressed that the government had taken note of all this.

He said the proposed law will help in targeting government subsidy at intended beneficiaries which will result in a lot of savings.

Jaitley told the House that similarly, targeted subsidy through Aadhar cards of LPG consumers had resulted in over Rs 15000 crore of savings at the Centre. Four states which had started PDS delivery by a similar exercise on a pilot basis, had saved more than Rs 2300 crore.

"Focus is primarily on the usage of money belonging to Consolidated Fund of India belonging to either the Centre or states," he said as he pushed for its passage.

He also refuted Kharge's criticism for making it a money bill and said the measure is "distinctly different" from the one tabled by the UPA and "the earlier we implement it, it will be better."

Jaitley also sought to allay privacy concerns, saying the bill has made provisions for that.

There will be no sharing of Aadhar data without consent of residents and no biometric data will be shared even with their consent.

He said 97 per cent of adults have Aadhar cards while 67 per cent of minors have it as well. Five to seven lakh people are being added every day, he said.

Mumbai, Jul 16: Poet-activist Varavara Rao has tested positive for Covid-19. The 80-year old, named as accused in the Elgar Parishad case, was shifted to state-run JJ Hospital from Taloja central jail where he was lodged after he complained of dizziness. The hospital conducted tests including one for Covid-19 the results for which confirmed that he is positive.

Dr Ranjit Mankeshwar, the dean of JJ Hospital said, “He has shown no symptoms of Covid-19 so far. He has no breathing difficulty and is stable. We will soon shift him to a Covid hospital.” Rao is likely to be shifted to St George hospital.

Last week, Rao’s family had held a press conference after receiving a call from him from prison. His family had then said that his condition was deteriorating and he should be provided immediate medical aid. He was earlier shifted to the hospital when he fell unconscious in jail in May but was discharged within three days. The family had said that he was not provided proper medical treatment.

Last month, a special court had rejected his interim bail plea where he had cited his susceptibility to the virus due to his age and other medical conditions. The court, however, had said the superintendent of prison has been directed to take appropriate measures in such cases where medical attention is required. Before he was shifted to the hospital on Tuesday, Rao was admitted to the hospital ward of the jail and as he had been unable to do basic chores without depending on other inmates.

An appeal against the special court’s order is pending before the Bombay High Court. The plea is likely to be heard tomorrow.

New Delhi, Jun 15: After Two Indian officials working with Indian High Commission in Pakistan wet missing on Monday,  the Ministry of External Affairs summoned Pakistan's Charge d'affaires to India in the national capital and told them not to interrogate or harass Indian officials.

"Two Indian High Commission officials are missing since morning while on official work. The matter has been taken up with the Pakistani authorities," Akhilesh Singh, First Secretary and spokesperson, Indian High Commission, Pakistan, said.

According to sources quoted by PTI news agency, the MEA told the  Pakistan's Charge d'affaires to India that the responsibility of safety and security of Indian personnel in Islamabad "lays squarely with Pakistani authorities."

"Pakistan was asked to ensure return of two Indian officials along with official car to Indian High Commission in Islamabad immediately," sources added. 

The incident comes after two Pakistani officials at the Pakistani High Commission in New Delhi were accused of espionage and deported.

The two officials have been missing since Monday morning. Officials said the issue has been taken up with the Pakistan government.

Earlier, a vehicle of India's Charge d'affaires Gaurav Ahluwalia was chased by Inter-Services Intelligence (ISI) member.

In March, the Indian High Commission in Pakistan sent a strong protest note to the foreign ministry in Islamabad protesting against the continuing harassment of its officers and staff by Pakistani agencies.

New Delhi, Feb 17: Four death row convicts in the 2012 Nirbhaya gang rape and murder will be hanged on March 3 at 6 am a Delhi court said on Monday.

The Patiala House Court on Monday issued fresh death warrants against four convicts while hearing a petition by the state and Nirbhaya's parents.

Earlier, Delhi High Court on February 5 granted a week's time to the four convicts to avail of all legal remedies available to them and said that the convicts cannot be hanged separately since they were convicted for the same crime.

A Delhi Court had earlier issued a death warrant against the four convicts -- Vinay Sharma, Akshay Thakur, Pawan Gupta, and Mukesh Singh -- on January 7 and they were scheduled to be executed on January 22 at Tihar Jail. Later, the execution was suspended indefinitely by a Delhi court.
