AAP’s Lokayukta bill in cabinet today: Another face off looms?

Lokayukta_billNew Delhi, Jan 31: The dust is still to settle on the faceoff between the UPA and the Aam Aadmi Party's government in Delhi over who should control the Delhi police, but the Union government is already wary of another impending confrontation with Arvind Kejriwal and his supporters, this time over the Jan Lokpal Bill.

The Aam Aadmi Party has stated its intention of passing the bill at a public session of the Assembly to be held at Ramlila Maidan, the venue of Anna Hazare's historic agitation.

Kejriwal said they were all set to introduce the Jan Lokpal bill in Delhi assembly in a press conference on Thursday. "It will be introduced in the cabinet on Friday and in 10-15 days there might be an assembly session where it will be passed," he said.

While the Delhi Cabinet is still debating some provisions and the final draft is expected today, reports say the bill seeks life imprisonment as maximum punishment for corruption and a minimum punishment of six months.

It also proposes that the Lokayukta will have the powers to confiscate property and assets of the accused official. Given the nature of the promises made by party leaders, Central government leaders believe the Delhi Lokayukta could very well be draconian.

On Wednesday, The media reported that officials are concerned about whether the Delhi bill will be in consonance with the Union government's Act, which was notified on 1 January.

"If it is at variance, the Delhi government could be asked to modify or amend certain provisions," a senior MHA official is quoted as having said.

Given that the Delhi bill will require the assent of the President, and given that Kejriwal and Manish Sisodia have both committed to passing the Delhi bill at a special session of Assembly in February, a delay by the Centre in comparing the Delhi bill with the Central Act could snowball into another confrontation.

Additionally, with the UPA itself hoping to make a strong political move by passing six anti-corruption bills in Parliament subsequently, there is no doubt that the Centre will be reading the fine print of the Delhi bill carefully. Presidential assent for the Delhi bill could be expected in a week's time, if it is in complete consonance with the Lokpal Act passed by Parliament, an official said.

The Delhi Bill is believed to be mostly on the lines of the Uttarakhand Lokayukta Act, with some additional provisions.

Reports said Kejriwal was keen that the office of the CM come under the ambit of the Lokayukta, as well as all MLAs and other government officials.

Kejriwal's Cabinet could clear the final draft on Friday.

Chennai, Mar 25: Tamil Nadu reported its first Covid-19 death at the Rajaji Government Hospital in Madurai this morning. The 54-year-old man from Madurai had no history of travel to any coronavirus-affected state or country.

However, he did have contact with two Thai nationals who had tested positive for Covid-19 and are undergoing treatment in isolation in Erode.

"Despite our best efforts, the #COVID-19 +ve Pt at MDU, #RajajiHospital, passed away few minutes back. He had medical history of prolonged illness with steroid-dependent COPD, uncontrolled Diabetes with Hypertension,” Tamil Nadu health minister C. Vijayabaskar tweeted.

The patient tested positive for the coronavirus on March 23. Yesterday the minister had disclosed that the patient had not responded well to treatment due to his medical condition. “He has a medical history of prolonged illness with steroid dependent COPD, uncontrolled diabetes with hypertension,” he said.

As of Wednesday morning, the total number of Covid-19 infected patients in Tamil Nadu was 18, including one patient who has recovered.

The latest patients include a 65-year-old man who returned from New Zealand and is currently in isolation at a private hospital, a 55-year-old woman from Saidapet who is currently in quarantine Kilpauk Medical College Hospital, and a 25-year-old who returned from London and is undergoing treatment at the Rajiv Gandhi Government General Hospital.

New Delhi, Mar 21: Novel coronavirus cases in India rose to 258 on Saturday after 35 fresh cases were reported in various parts of the country, according to the Health Ministry.

Among the 258 are 39 foreign nationals, including 17 from Italy, three from the Philippines, two from the UK, one each belonging to Canada, Indonesia and Singapore.

The total figure also includes four deaths reported from Delhi, Karnataka, Punjab and Maharashtra.

"The total number of active COVID-19 cases across India stands at 231 so far," the ministry said, adding that 23 others have been cured/discharged/migrated while four have died.

Delhi has, so far, reported 26 positive cases, which include one foreigner, while Uttar Pradesh has recorded 24 cases, including one foreigner.

Maharashtra has 52 cases, including three foreigners, while Kerala has recorded 40 cases, which include seven foreign nationals.

Karnataka has 15 coronavirus patients. The number of cases in Ladakh rose to 13 and Jammu & Kashmir four. Telangana has reported 19 cases, which include 11 foreigners.

Rajasthan has also reported 17 cases, including two foreigners. Gujarat has reported seven cases so far.

Tamil Nadu, Andhra Pradesh and Uttarakhand have reported three cases each.

West Bengal, Odisha and Punjab each reported two cases while Puducherry, Chhattisgarh and Chandigarh reported one case each.

In Haryana, there are 17 cases, which include 14 foreigners.

New Delhi, Jul 22: With a spike of 37,724 cases and 648 deaths reported in the last 24 hours, the total number of COVID-19 cases in India stands at 11,92,915, according to the Union Ministry of Health and Family Welfare.

The total number of cases includes 4,11,133 active cases, 7,53,050 cured/discharged/migrated and 28,732 deaths, the Health Ministry informed.

Maharashtra remains the worst affected state with 3,27,031 cases and 12,276 deaths.
The second worst-hit state, Tamil Nadu has reported 1,80,643 COVID-19 cases so far while Delhi has reported 1,25,096 cases, according to the Ministry.

Other states that have witnessed a higher number of COVID-19 positive cases include, Andhra Pradesh with 58,668 cases, Karnataka with 71,069 while Telangana has reported 47,705 COVID-19 positive cases.

Meanwhile, as per the information provided by the Indian Council of Medical Research (ICMR), the total number of samples tested up to July 21 is 1,47,24, 546 including 3,43,243 samples tested yesterday.
