Afraid of Islam, China bans Ramadan fasting in Muslim region

Beijing, Jun 7: China has marked the start of Ramadan with its customary ban on civil servants, students and children in a mainly-Muslim region from taking part in fasting, government websites said as the holy month started on Monday.

China's ruling Communist party for years has banned government employees and minors from fasting in Xinjiang, home to the more than 10 million strong mostly Muslim Uighur minority. It has also ordered restaurants to stay open.

The region sees regular clashes between Uighurs and state security forces, and Beijing has blamed deadly attacks there and elsewhere in China on militants seeking independence for the resource-rich region.

Rights groups blame tensions on religious and cultural restrictions placed on Uighurs and other Muslim minorities in the vast area, which abuts Central Asia.

Several local government departments in Xinjiang posted notices on their websites in the last week ordering restrictions on fasting during Ramadan.

During the holy month, the faithful fast from dawn to dusk and strive to be more pious.

"Party members, cadres, civil servants, students and minors must not fast for Ramadan and must not take part in religious activities," a notice posted Thursday on the government website of central Xinjiang's Korla city said.

"During the Ramadan month, food and drink businesses must not close," it added.

A Uighur official in the city's Tiekeqi township named Ahmatjan Tohti told a group of men wearing traditional doppa hats at a meeting last Monday that officials should "resolutely stop party members, civil servants, students and minors from entering mosques for religious activities" during the festival, a separate report posted on the website last Tuesday said.

A website run by the education bureau of the regional capital Urumqi's Shuimogou district posted a notice last Monday calling for "prevention of students and teachers from all schools from entering mosques for religious activities", during Ramadan.

In the northern city of Altay, officials agreed to "increase contact with parents", to "prevent fasting during Ramadan", according to a post Friday on the state-run China Ethnicities Religion website.

Meanwhile the website of the Qapqal Xibe Autonomous County government in northwest Xinjiang said Monday that restaurants in the area would be instructed to stay open during Ramadan to "ensure that the broader masses have normal access to cuisine".

Dilxat Raxit of the World Uyghur Congress, an exile group, condemned the restrictions in an email Monday, adding: "China thinks that the Islamic faith of Uighurs threatens the rule of the Beijing leadership".

China keeps tight control over religious groups, though Beijing often says it grants citizens broad freedom of belief.

China's State Council on Thursday released a white paper which declared that religious freedom in Xinjiang "cannot be matched by any other period in history".

"During the month of Ramadan, Muslim restaurants can decide whether they want to do business. There will be no interference," it said.

"Local governments ensure that all religious activities during Ramadan go on in an orderly manner," it added.

Bengaluru, Mar 12: Karnataka government on Wednesday issued a temporary regulation -- Karnataka Epidemic Diseases, COVID-19 Regulations, 2020 -- which aims to prevent the spread of the disease.

According to the regulation, all government and private hospitals should have flu corners for the screening of suspected cases of COVID-19.

All hospitals during the screening of such cases shall record the history of travel of the person if he or she has travelled to any country or area where COVID-19 has been reported in addition to the history of coming in contact with a suspected or confirmed case of COVID-19 shall be recorded.

Any person with a history of travel in the last 14 days to a country or area from where COVID-19 has been reported must report to the nearest government hospital or call at toll-free helpline number 104 so that necessary measures if required, may be initiated by the Department of Health and Family Welfare.

If a suspected case of COVID-19 refuses admission or isolation, the offices authorised under Section 3 of the regulation shall have powers to forcefully admit and isolate such case of a period of 14 days from the onset of symptoms or till the reports of lab tests are received, or such period as may be necessary.

No person, institution or organisation shall use print or electronic media to spread misinformation on COVID19. If a person is found indulging in any such activity, they will be punished.

If the cases of COVID-19 are reported from a defined geographic area, the district administration of the concerned district shall have the right to implement the following containment measures but not limited to these in order to prevent the spread of diseases:

* Sealing of geographic

* Barring of entry and exit of the population from the containment area

* Closure of schools, offices and banning public gathering

* Banning vehicular movement in the area

* Designating any government or private building as a containment unit for the isolation of cases

* The staff of all govt departments shall be at the disposal of the concerned district administration of the concerned area for discharging the duty of containment measures

Any person, institution or organisation found violating any of these regulations, shall be deemed to have committed an offence punishable under section 188 of the Indian Penal Code (IPC).

Bidar, Feb 15: Leader of the Opposition in the Assembly Siddaramaiah on Friday demanded the State government to withdraw the sedition case against a mother and a teacher of Shaheen school immediately.

“The police can’t execute anything without the government’s permission. The sedition case against two women should be withdrawn immediately. I will raise the matter in the Assembly to draw the government’s attention,” Siddaramaiah told reporters after meeting the woman at the prison here. 

He clarified that he visited the woman not to support the school, but to extend moral support to her.

“I am an advocate and I can clearly establish based on my experience that staging a satirical play doesn’t amount for sedition. It doesn’t even defame anybody. Three cases of sedition have been registered across the state,” he charged.

He alleged that the government was following dual policy. Though the Supreme Court had concluded that the demolition of Babri Masjid was illegal, a play dealing with the demolition was staged at Kalladka Prabhakar Bhat’s school.
The sedition case had not been registered for staging the play.

He charged that there was an undeclared emergency in the country as the freedom of expression was being suppressed.

Chitradurga, Feb 10: President of the BJP State unit Nalin Kumar Kateel on Sunday hit out at Congress leader M. Mallikarjun Kharge for allegedly likening Prime Minister Narendra Modi to a “zero candle bulb”.

Mr. Kateel told reporters here that Mr. Modi was a “1,000 watt bulb that gave light to the world”, and compared Mr. Kharge to a lamp that had burned out politically.

Mr. Kateel charged that Mr. Kharge had become frustrated after losing the elections and after his party did not even consider him for a Rajya Sabha seat. And this had made the Congress leader to make wild charges against the Prime Minister.

Lashing out at the Congress, Mr. Kateel alleged that the Congress was continuing the “divide and rule” policy of the British and accused the former Prime Minister H.D. Deve Gowda of being the “other face of the Congress”.

Mr. Kateel also came down on the former Chief Minister Siddaramaiah. He ridiculed the Congress for the delay in choosing a new KPCC chief after Dinesh Gundu Rao submitted his resignation.
