After Ruling Out Investigation, Railways Agrees to Probe Amritsar Tragedy

New Delhi, Nov 3: The Chief Commissioner of Railway Safety will probe the Amritsar tragedy in which 60 Dussehra revellers were mowed down by a passing train, the Indian Railways has said, nearly two weeks after it had ruled out any investigation into the tragedy.

A day after the accident on October 19, the railways had termed it a "case of trespassing".

The probe will begin Sunday (November 4), according to a notification issued by the Northern Railway.

Through the notification, the railways has invited people who have information regarding the accident to depose before the Chief Commissioner of Railway Safety (CCRS), Sailesh Pathak, at the premises of the Railway Mechanical Workshop, Amritsar. It will continue till November 5.

Despite refusing a CRS probe earlier, in a statement Friday, the railways, however, said since the CCRS can conduct an inquiry even in those cases where it is not mandatory as per law and rules, it will do the same in this case as well.

It said the accident has "become a matter of great public discourse", especially raising concerns about the safety of people trespassing on railway tracks.

"Gurjeet Singh Aujla, MP from Amritsar, met Minister of Railways Piyush Goyal and personally handed over his letter dated October 23 and requested for an inquiry by Commissioner of Railway Safety (CRS) in this incident. The Ministry of Railways has considered this request and other facts, circumstances and legal provisions," the railways said.

It said according to law, it is not mandatory to conduct an inquiry by Chief Commissioner of Railway Safety in such cases, but it is not impermissible either.

Chief Commissioner of Railway Safety, Lucknow, has ordered a statutory inquiry into the circumstances that led to the accident, the railways said but added that prima facie the transporter does not appear to be responsible for the accident.

The Commission of Railway Safety, working under the administrative control of the Ministry of Civil Aviation, deals with matters pertaining to the safety of rail travel and train operation. It is charged with statutory functions as laid down in the Railways Act (1989), which are of an inspectorial, investigatory and advisory nature.

Sixty people were crushed to death by a train coming from Jalandhar on October 19, when they were watching an effigy of Ravana being burnt at a ground near railway tracks at Joda Phatak.

The railways had washed its hands off the matter, saying that it had not been intimated about the Dussehra event in advance and had pointed out that the spectators on the tracks were trespassers.

It had neither ordered a probe nor paid any compensation in the case. Days after the accident, the railway board and Manoj Sinha, the minister of state for railways, had termed the tragedy a case of trespassing.

Raipur, Mar 13: Calling Jyotiraditya Scindia a "power-hungry" leader, Chhattisgarh Minister and Congress leader TS Singh Deo on Friday said that if someone joins another party to occupy the top position of the state that he should never become a Chief Minister.

When enquired if Deo has any plans to join the BJP in the future, he quickly said that he would never be able to relate himself with the "ideology" of the party.

"People may make claims but I will never join BJP, even if I get 100 lives I will never associate with that ideology. A person who joins BJP for not being able to become Chief Minister should never become a Chief Minister," he said while speaking to media in Raipur.

"A single person does not remain as captain forever, Kapil Dev got his chance when Gavaskar was there. Currently, Virat Kohli is the captain but in T20 there are different captains. Will Kohli join Pakistan's team if he is not made the captain? This is beyond understanding."

On Wednesday, Scindia joined BJP in New Delhi in the presence of party President JP Nadda. He had resigned from Congress a day earlier after meeting Union Home Minister Amit Shah and Prime Minister Narendra Modi.

He will file his nomination for the Rajya Sabha elections on March 13.

May it be Scindia or some other, misusing power cheating with citizens mandate for their self benifit  "very soon the fare and best judgement from the creator will be their very soon.  No one is greatro than the creator.

New Delhi, Apr 24: Congress leader Rahul Gandhi has termed the government decision to freeze Dearness Allowance of Central government employees for a year as "insensitive and inhuman."

The former Congress President in a tweet said: "Lakhs and crores are being spent on the Bullet Train and New Delhi's Central Vista which should have been suspended, but the government has deducted DA of Central government employees and pensioners... It is insensitive and inhuman."

"The tragic part is that by deducting this amount from January 1, 2020 up to 30th June, 2021 for a period of 1.5 years, the government of India proceeds to deduct almost Rs 38 thousand crore from the income of these middle class government employees and pensioners, who rely completely on the pay and pensions that they receive," said Randeep Surjewala, chief spokesperson of Congress.

There are about 50 lakh such serving government employees and about 62 lakh pensioners.

"Even more tragic and objectionable is the fact that the government of India has not even spared our armed forces. The government has deducted Rs 11 thousand crore of the 15 lakh serving armed forces personnel and nearly 26 lakh military pensioners. What is their fault? They are serving the nation in times of all types of crises," said Surjewala.

The Congress alleged that the government did not spare the savings scheme.

Instead of curbing the wasteful expenditure, the government has been constantly hitting at the income of government employees and the middle class, it added.

Mar 11: In a bid to keep its flock together, the crisis-hit Madhya Pradesh Congress has decided to shift its 92 MLAs either to Jaipur or some other place.

The move comes after 22 Congress MLAs loyal to former Union minister Jyotiraditya Scindia resigned on Tuesday, pushing the 15-month-old Kamal Nath government to the brink of collapse.

"We are going to take our 92 MLAs and those supporting our Madhya Pradesh government to a hotel," a senior Congress leader said on Wednesday.

The legislators would be taken either to Jaipur or some other Congress-ruled state like Chhattisgarh, a party source said.

Apart from its own MLAs, the Congress is also keeping a close watch on four Independents who are supporting the party-led state government.

On Tuesday, 22 Congress MLAs from Madhya Pradesh resigned soon after Scindia quit the party.

The development reduced the Congress government in the state to minority.

The state Congress unit is now making all efforts to save the Kamal Nath-led government.

The BJP on Tuesday night shifted its MLAs to Manesar at Gurugram in Haryana, sources in the saffron party said.

The Congress, whose tally before the rebellion was 114, has a wafer-thin majority in the Madhya Pradesh Assembly whose current effective strength is 228.

It also has the support of four Independents, two BSP legislators and one SP MLA, but some of them are now likely to switch sides to the BJP.

The BJP has 107 seats in the state Assembly.
