Air Algerie black box found; President Hollande says no survivors

Ouagadougo/Burkina Faso, Jul 25: French officials dispatched a military unit to secure the site in restive northern Mali where an Air Algerie plane crashed with the loss of 116 people. France's interior minister said Friday that terrorism cannot be excluded as a cause for the tragedy, though it was likely due to bad weather.

French president Francois Hollande announced Friday that there were no survivors in the crash of the MD-83 aircraft, owned by Spanish company Swiftair and leased by Algeria's flagship carrier, which disappeared from radar less than an hour after it took off early Thursday from Burkina Faso's capital, Ouagadougou, for Algiers. The plane had requested permission to change course due to bad weather.

Speaking after a crisis meeting, Hollande also announced that one of the aircraft's two black boxes has been found in the wreckage, in the Gossi region near the border with Burkina Faso. It is being taken to the northern Mali city of Gao.

A French Reaper drone based in Niger spotted the wreckage, French Transport Minister Frederic Cuvillier told France-Info radio on Friday. Two helicopter teams also overflew, noting that the wreckage was in a concentrated area. A column of soldiers in some 30 vehicles were dispatched to the site, he said.

A statement early Friday from the Hollande's office said the aircraft had been clearly identified “despite its state of disintegration.”

Quick discovery of the wreckage is “decisive” in piecing together what happened, the transport minister said, describing the aircraft as “disintegrated” and debris “in an apparently small area.”

“We think the plane went down due to weather conditions, but no hypothesis can be excluded as long as we don't have the results of an investigation,” French Interior Minister Bernard Cazeneuve told RTL radio.

“Terrorist groups are in the zone. ... We know these groups are hostile to Western interests,” Cazeneuve said.

The pilots had sent a final message to ask Niger air control to change its route because of heavy rain, Burkina Faso Transport Minister Jean Bertin Ouedraogo said Thursday.

French forces intervened in northern Mali in January 2013 to rout Islamist extremists controlling the region. A French soldier was killed earlier this month near the major town of Gao, where French troops remain. Separatist Touaregs also have been fighting each other.

Nearly half the 110 passengers aboard the plane were French, and France is deeply shaken by the drama. The president promised to mobilize all French military and civilian means in the region and call on partners to help.

The French gave the location of the crash site as in the Gossi region of Mali, on the border with Burkina Faso.

“We sent men, with the agreement of the Mali government, to the site, and they found the wreckage of the plane with the help of the inhabitants of the area,” said Gen. Gilbert Diendere, a close aide to Burkina Faso President Blaise Compaore and head of the crisis committee set up to investigate the flight.

The crash was the third airline disaster within a week.

Last week, a Malaysia Airlines flight was shot down over war-torn eastern Ukraine; the U.S. has blamed it on separatists firing a surface-to-air missile. On Wednesday, a Taiwanese plane crashed during a storm, killing 48 people.

French forces had joined the search for the Air Algerie flight, alongside Algeria and other neighboring countries plus the U.N. peacekeeping mission in Mali, known as MINUSMA. Algerian aircraft also participated in the hunt.

Swiftair, a private Spanish airline, said the plane was carrying 110 passengers and six crew, and left Burkina Faso for Algiers at 0117 GMT Thursday.

The passengers were 51 French, 27 Burkina Faso nationals, eight Lebanese, six Algerians, five Canadians, four Germans, two Luxembourg nationals, one Swiss, one Belgian, one Egyptian, one Ukrainian, one Nigerian, one Cameroonian and one Malian, Ouedraogo said. The six crew members were Spanish, according to the Spanish pilots' union.

Air Algerie wreckage found near Mali, marking third airline tragedy in 7 days

Air AlgerieOuagadougo/Burkina Faso, Jul 25: An Air Algerie jetliner carrying 116 people crashed Thursday in a rainstorm over restive Mali, and its wreckage was found near the border of neighboring Burkina Faso — the third major international aviation disaster in a week.

The plane, owned by Spanish company Swiftair and leased by Algeria's flagship carrier, disappeared from radar less than an hour after it took off from Burkina Faso's capital of Ouagadougou for Algiers.

French fighter jets, UN peacekeepers and others hunted for the wreckage of the MD-83 in the remote region, where scattered separatist violence may hamper an eventual investigation into what happened.

It was found about 50 kilometers (31 miles) from the border of Burkina Faso near the village of Boulikessi in Mali, a Burkina Faso presidential aide said.

"We sent men, with the agreement of the Mali government, to the site, and they found the wreckage of the plane with the help of the inhabitants of the area," said Gen. Gilbert Diendere, a close aide to Burkina Faso President Blaise Compaore and head of the crisis committee set up to investigate the flight.

"They found human remains and the wreckage of the plane totally burnt and scattered," he said.

He told The Associated Press that rescuers went to the area after they had heard from a resident that he saw the plane go down 80 kilometers (50 miles) southwest of Malian town of Gossi. Burkina Faso's government spokesman said the country will observe 48 hours of mourning.

Malian state television also said the debris of Flight 5017 was found in the village of Boulikessi and was found by a helicopter from Burkina Faso. Algeria's transport minister also said the wreckage had apparently been found. French officials could not confirm the discovery late Thursday.

"We found the plane by accident" near Boulikessi, said Sidi Ould Brahim, a Tuareg separatist who travelled from Mali to a refugee camp for Malians in Burkina Faso.

"The plane was burned, there were traces of rain on the plane, and bodies were torn apart," he told AP.

Families from France to Canada and beyond had been waiting anxiously for word about the jetliner and the fate of their loved ones aboard. Nearly half of the passengers were French, many en route home from Africa.

"Everything allows us to believe this plane crashed in Mali," French President Francois Hollande said after an emergency meeting in Paris. He said the crew changed its flight path because of "particularly difficult weather conditions."

French Foreign Minister Laurent Fabius, his face drawn and voice somber, told reporters, "If this catastrophe is confirmed, it would be a major tragedy that hits our entire nation, and many others."

The pilots had sent a final message to ask Niger air control to change its route because of heavy rain, said Burkina Faso Transport Minister Jean Bertin Ouedraogo.

French forces, who have been in Mali since January 2013 to rout al-Qaida-linked extremists who had controlled the north, searched for the plane, alongside the UN peacekeeping mission in Mali, known as MINUSMA.

Algerian Transport Minister Omar Ghoul, whose country's planes were also searching for wreckage, described it as a "serious and delicate affair."

The vast deserts and mountains of northern Mali fell under control of ethnic Tuareg separatists and then al-Qaida-linked Islamic extremists after a military coup in 2012.

The French-led intervention scattered the extremists, but the Tuaregs have pushed back against the authority of the Bamako-based government. Meanwhile, the threat from Islamic militants hasn't disappeared, and France is giving its troops a new and larger anti-terrorist mission across the region.

A senior French official said it seems unlikely that fighters in Mali had the kind of weaponry that could shoot down a jetliner at cruising altitude. While al-Qaida's North Africa branch is believed to have an SA-7 surface-to-air missile, also known as MANPADS, most airliners would normally fly out of range of these shoulder-fired weapons. They can hit targets flying up to roughly 12,000-15,000 feet.

The crash of the Air Algerie plane is the latest in a series of aviation disasters.

Fliers around the globe have been on edge ever since Malaysia Airlines Flight 370 disappeared in March on its way to Beijing. Searchers have yet to find a single piece of wreckage from the jet with 239 people on board.

Last week, a Malaysia Airlines flight was shot down while flying over a war-torn section of Ukraine, and the US has blamed it on separatists firing a surface-to-air missile.

Earlier this week, US and European airlines started canceling flights to Tel Aviv after a rocket landed near the city's airport. Finally, on Wednesday, a Taiwanese plane crashed during a storm, killing 48 people.

It's easy to see why fliers are jittery, but air travel is relatively safe.

There have been two deaths for every 100 million passengers on commercial flights in the last decade, excluding acts of terrorism. Travelers are much more likely to die driving to the airport than stepping on a plane. There are more than 30,000 motor-vehicle deaths in the US each year, a mortality rate eight times greater than that in planes.

Swiftair, a private Spanish airline, said the plane was carrying 110 passengers and six crew, and left Burkina Faso for Algiers at 0117 GMT Thursday (9:17 p.m. EDT Wednesday), but had not arrived at the scheduled time of 0510 GMT (1:10 a.m. EDT Thursday). It said the crew included two pilots and four flight attendants.

The passengers included 51 French, 27 Burkina Faso nationals, eight Lebanese, six Algerians, five Canadians, four Germans, two Luxembourg nationals, one Swiss, one Belgian, one Egyptian, one Ukrainian, one Nigerian, one Cameroonian and one Malian, Ouedraogo said. The six crew members were Spanish, according to the Spanish pilots' union.

Swiftair said the plane was built in 1996, with two Pratt & Whitney JT8D-219 PW engines.

Swiftair took ownership of the plane on 24 October, 2012, after it spent nearly 10 months unused in storage, according to Flightglobal's Ascend Online Fleets, which sells and tracks information about aircraft. It had more than 37,800 hours of flight time and has made more than 32,100 takeoffs and landings.

It was the fifth crash — and the second with fatalities — for Swiftair since its founding in 1986, according to the Flight Safety Foundation.

The MD-83 is part of a series of jets built since the early 1980s by McDonnell Douglas, a US company now owned by Boeing Co. The MD-80s are single-aisle planes that were a workhorse of the airline industry for short- and medium-range flights for nearly two decades. As jet fuel prices spiked in recent years, airlines have rapidly being replacing the jets with newer, fuel-efficient models such as Boeing 737s and Airbus A320s.

There are 496 other MD-80s being flown, according to Ascend.

Jan 28: China said on Tuesday that 106 people had died from a new coronavirus that is spreading across the country, up from the previous toll of 81.

The number of total confirmed cases in China rose to 4,515 as of Jan. 27, the National Health Commission said in a statement, up from 2,835 reported a day earlier.

The United States warned against travel to China on Monday and Canada issued a more narrow travel warning as the death toll from the spreading coronavirus passed 100, with tens of millions stranded during the biggest holiday of the year and global markets rattled.

Global stocks fell, oil prices hit three-month lows, and China's yuan dipped to its weakest level in 2020 as investors fretted about damage to the world's second-biggest economy from travel bans and the Lunar New Year holiday, which China extended in a bid to keep people at home.

The health commission of China's Hubei province said on Tuesday that 100 people had died from the virus as of Jan. 27, according to an online statement, up from the previous toll of 76, with the number of confirmed cases in the province rose to 2,714.

Other fatalities have been reported elsewhere in China, including the first in Beijing, bringing the deal toll to 106 so far, according to the People's Daily. The state newspaper put the total number of confirmed cases in China at 4,193, though some experts suspect a much higher number.

On Monday, US President Donald Trump offered China whatever help it needed, while the State Department said Americans should "reconsider" visiting all of China due to the virus.

Canada, which has two confirmed cases of the virus and is investigating 19 more potential cases, warned its citizens to avoid travel to China's Hubei province, at the heart of the outbreak.

Authorities in Hubei province are taking increasing flak from the public over their initial response to the virus. Chinese Premier Li Keqiang visited the city of Wuhan, epicentre of the outbreak, to encourage medical workers and promise reinforcements.

Visiting Wuhan in blue protective suit and mask, Li praised medics, said 2,500 more workers would join them in the next two days, and visited the site of a new hospital to be built in days.

The most senior leader to visit Wuhan since the outbreak, Li was shown on state TV leading medical workers in chants of "Wuhan jiayou!" - an exhortation to keep their strength up.

China's ambassador to the United Nations, following a meeting with UN Secretary-General António Guterres on Monday, said "the Chinese government attaches paramount importance to prevention and control of the epidemic, and President Xi Jinping has given important instructions. ...

"China has been working with the international community in the spirit of openness, transparency and scientific coordination," he said.

Guterres said in a statement, "The UN appreciates China's effort, has full confidence in China's ability of controlling the outbreak, and stands ready to provide any support and assistance."

MOUNTING ANGER

On China's heavily censored social media, officials have faced mounting anger over the virus, which is thought to have originated from a market where wildlife was sold illegally.

Some criticised the governor of Hubei province, of which Wuhan is the capital, after he corrected himself twice during a news conference over the number of face masks being produced.

"If he can mess up the data multiple times, no wonder the disease has spread so severely," said one user of the Weibo social media platform.

In rare public self-criticism, Wuhan Mayor Zhou Xianwang said the city's management of the crisis was "not good enough" and indicated he was willing to resign.

The central Chinese city of 11 million people is in virtual lockdown and much of Hubei, home to nearly 60 million people, is under travel curbs.

Elsewhere in China, people from the region faced questioning about their movements. "Hubei people are getting discriminated against," a Wuhan resident complained on Weibo.

Cases linked to people who travelled from Wuhan have been confirmed in a dozen countries, from Japan to the United States, where authorities said they had 110 people under investigation in 26 states. Sri Lanka was the latest to confirm a case.

INVESTORS WORRIED

Investors are worried about the impact. The consensus is that in the short term, economic output will be hit as authorities limit travel and extend the week-long New Year holiday — when millions traditionally travel by rail, road and plane - by three days to limit spread of the virus.

Asian and European shares tumbled, with Japan's Nikkei average sliding 2%, its biggest one-day fall in five months. Demand spiked for safe-haven assets such as the Japanese yen and Treasury notes. European stocks fell more than 2%.

The US S&P 500 closed down nearly 1.6%.

"China is the biggest driver of global growth so this couldn't have started in a worse place," said Alec Young, FTSE Russell's managing director of global markets research.

During the 2002-2003 outbreak of Severe Acute Respiratory Syndrome (SARS), which originated in China and killed nearly 800 people globally, air passenger demand in Asia plunged 45%. The travel industry is more reliant on Chinese travellers now.

Chinese-ruled Hong Kong, which has had eight cases, banned entry to people who had visited Hubei recently.

Some European tour operators cancelled trips to China, while governments around the world worked on repatriating nationals.

Officially known as 2019-nCoV, the newly identified coronavirus can cause pneumonia, but it is still too early to know just how dangerous it is and how easily it spreads.

"What we know about this virus it that transmission occurs through human contact but we are speaking of close contact, i.e. less than a meter," said Jerome Salomon, a senior official with France's health ministry.

"Crossing someone (infected) in the street poses no threat," he said. "The risk is low when you spend a little time near that person and becomes higher when you spend a lot of time near that person."

Ninety per cent of a sample group of coronavirus-recovered patients from a prominent hospital in China's Wuhan city where the pandemic broke out have reported lung damage and five per cent of them are again in quarantine after testing positive for the virus, according to a media report on Wednesday.

A team at the Zhongnan Hospital of Wuhan University led by Peng Zhiyong, director of the hospital's Intensive Care Unit, has been conducting follow-up visits with '100 recovered patients' since April.

The first phase of this one-year programme finished in July. The average age of the patients in the study is 59.

According to the first phase results, 90 per cent of the patients' lungs are still in a damaged state, which means their lungs ventilation and gas exchange functions have not recovered to the level of healthy people, state-run Global Times reported.

Peng's team conducted a six-minute walking test with the patients. They found that the recovered patients could only walk 400 metres in six minutes while their healthy peers could walk 500 metres in the same period.

Some recovered patients have to rely on oxygen machines even three months after being discharged from the hospital, Liang Tengxiao, a doctor from the Dongzhimen Hospital, Beijing University of Chinese Medicine, was quoted as saying by the report.

Liang's team is also conducting follow-up visits with recovered patients aged above 65.

The results also showed that antibodies against the novel coronavirus in 10 per cent of the 100 patients have disappeared.

Five per cent of them received negative results in Covid-19 nucleic acid tests but positive results in Immunoglobulin M (IgM) tests, and thus have to be quarantined again, the report said.

IgM is usually the first antibody produced by the immune system when a virus attacks. A positive result in an IgM test usually means that a person has just been infected by the virus.

It is still unclear if this means these people have been infected again.

The 100 patients' immune systems have not fully recovered as they showed a low level of B cells -- - a primary force for killing viruses in the human body -- but a high level of T cells which only recognise viral antigens outside infected cells.

"The results revealed that the patients’ immune systems are still recovering," Peng said.

The patients also suffered from depression and a sense of stigma. Most of the recovered patients told the team that their families were not willing to have dinner with them at the same table, the report said.

Less than half of the recovered patients have returned to work, it said.

The findings are significant as the coronavirus first emerged in Wuhan city.

Hubei province for which Wuhan is the provincial capital has reported a total of 68,138 confirmed Covid-19 cases till now. The disease has claimed 4,512 lives in the province, according to the official data.

China reported 27 new confirmed Covid-19 cases on Tuesday, including 22 locally-transmitted cases, the National Health Commission (NHC) said on Wednesday.

Beijing, Jan 21: The Chinese official investigating a pneumonia outbreak stemming from a new coronavirus said the disease can spread from person to person but can be halted with increased vigilance, as authorities on Tuesday confirmed a fourth death.

Zhong Nanshan said there was no danger of a repeat of the Severe Acute Respiratory Syndrome (SARS) epidemic that killed nearly 800 people globally during a 2002-2003 outbreak, which started in China, as long as precautions were taken.

"It took only two weeks to identify the novel coronavirus," state news agency Xinhua quoted Zhong as saying late on Monday.

The outbreak was still in its early stages and China had good surveillance and quarantine systems to help control it, he added.

The outbreak has spread from the central city of Wuhan to cities including Beijing and Shanghai, with more than 200 cases reported so far. Four cases have been reported outside China - in South Korea, Thailand and Japan.

Australia on Tuesday said it would screen passengers on flights from Wuhan amid rising concerns that the virus will spread globally as Chinese travellers take flights abroad for the Lunar New Year holiday starting this week.

Authorities around the globe, including in the United States and many Asian countries, have stepped up screening of travellers from Wuhan.

Chinese authorities confirmed a total of 217 cases of the virus in China as of 6 p.m. (1000 GMT) on Monday, state television reported, 198 of which were in Wuhan.

A fourth person died on Jan. 19, the Wuhan Municipal Health Commission said. The 89-year-old man, who had underlying health diseases including coronary heart disease, developed symptoms on Jan. 13 and was admitted to hospital five days later, it added.

Zhong, who is renowned in China for his work fighting SARS in 2003, confirmed that the virus can pass from person-to-person.

Fifteen medical workers in Wuhan had been diagnosed with pneumonia, with one other suspected case, the Wuhan Municipal Health Commission said. Of the infected staff, one was in critical condition.

In Shanghai, officials on Tuesday confirmed a second case involving a 35-year-man who had visited Wuhan in early January, and said they were monitoring four other suspected cases.

The virus causes a type of pneumonia and belongs to the same family of coronaviruses as SARS. Symptoms include fever and difficulty in breathing, which are similar to many other respiratory diseases and pose complications for screening efforts.

The World Health Organisation (WHO) said on Monday an animal source appeared most likely to be the primary origin of the outbreak and that some "limited human-to-human transmission" occurred between close contacts.

The Geneva-based U.N. agency convened an emergency committee for Wednesday to assess whether the outbreak constitutes an international health emergency and what measures should be taken to manage it.

So far, the WHO has not recommended trade or travel restrictions, but a panel of independent experts could do so or make other recommendations to limit spread.
