Hong Kong, Jul 1: Carrie Lam, who was sworn in as Hong Kong's first female leader on Saturday, is a former student activist who climbed the rungs of the civil service over 36 years, and a tough, capable and possibly divisive Beijing-backed leader.china

Lam, most recently Hong Kong's number two official, has to unify the Chinese-ruled city as public resentment swells at Beijing's growing interference in its affairs despite being promised a high degree of autonomy.

She also has to reinvigorate the economy and address growing social inequalities and high property prices, issues Chinese president Xi Jinping highlighted at her swearing-in ceremony.

Several sources who have worked with Lam say she's intelligent, hard-working and able to push controversial government policies, earning her the trust of Beijing factions who strongly lobbied for votes on her behalf when she was chosen in March.

But her hardline and pro-Beijing tendencies, say critics and opposition democrats, risk sowing further social divisions in the former British colony that returned to China 20 years ago under a "one country, two systems" formula that guarantees it wide-ranging freedoms.

"Carrie Lam ... is a nightmare for Hong Kong," said student activist Joshua Wong in March, one of the leaders of the student-led "Umbrella Movement" protests in 2014 which blocked the streets for 79 days demanding full democracy.

"Theoretically, the chief executive is a bridge between the central government and the Hong Kong people. But Lam will be a tilted bridge. She will only tell us what Beijing wants, and won't reflect what the people want to the communist regime."

Lam, dubbed "the fighter" by media, was once the most popular official in the cabinet of staunchly pro-Beijing former chief executive, Leung Chun-ying, who in 2012 won a similar election restricted to just 1,200 voters.

"Picking Carrie as chief secretary was Leung's best appointment," said a senior government official who declined to be identified because he was not authorised to speak to the media. But she could also sometimes be a "bully", he added.

Softer Image

Lam's popularity began to slip just as a younger generation of protesters rose to prominence, and tumbled further during the course of her election campaign this year.

Her attempt to push through a planned Palace Museum in Hong Kong, showing artefacts from the museum in Beijing's Forbidden City, was criticised for being presented as a done deal without public consultation, highlighting what some describe as her "autocratic" style, according to a source who knows her.

She is not well regarded by the opposition democratic camp, with most of the 300 or so democrats seen having voted for former Financial Secretary John Tsang.

The bespectacled Lam was also criticised by student leaders for being "vague" after their televised meeting failed to defuse the 2014 protests. The demonstration ran out of steam two months later and ended with police clearing the streets.

During her campaign, Lam attempted to present a softer, more populist image, but was ridiculed for gaffes including not appearing to know how to use subway turnstiles.

She was also lampooned for a late-night hunt for toilet paper which took her to her posh former home on the Peak after she failed to find any at a convenience store.

The daughter of a Shanghainese immigrant who worked on ships and a mother who had never received a formal education, Lam grew up in a cramped apartment shared by four siblings and several families.

A devout Catholic and a student of sociology at the University of Hong Kong, Lam took part in social activism before joining the government. She is married with two sons.

Lam joins a select group of female leaders who have risen to the top job in Asia in recent years including Taiwan President Tsai Ing-wen, hugely distrusted by China, and ousted South Korean president Park Geun-hye, who angered Beijing with her plans to deploy a United States missile defence system to counter the threat from North Korea.

The Cambridge Analytica scandal is far from over. New explosive details leaked by a whistleblower shows that the extent of the rot is far deeper than previously thought.

An anonymous Twitter account, @HindsightFiles, has started releasing the documents, apparently on behalf of Brittany Kaiser, a former employee of the now defunct British data analytics and consulting company Cambridge Analytica.

"Democracies around the world are being auctioned to the highest bidder. We release the documents that explain how," reads the biography of the @HindsightFiles.

The document will reveal previously unreleased emails, project plans, case studies, negotiations and more spanning over 60 countries.

"Over the past two years I have given evidence to investigators, journalists and academics to analyse what happened at Cambridge Analytica, and how our data was used to influence democracies around the world. In the name of shedding light on these dark practices, I am releasing documents and emails in full for the public good," Kaiser, who worked with Cambridge Analytica from 2014 to 208, was quoted as saying.

"I do this to strengthen the case for data rights and enforcement of our electoral laws online globally. We should all be seeking more ethical digital future for ourselves and our children," added Kaiser who starred in the Oscar-shortlisted Netflix documentary "The Great Hack".

The details released so far includes links to material on the firm's activities in Malaysia, Kenya, Brazil and Iran, an addition to the John Bolton archive.

Over the next months, more than 100,000 documents relating to work in 68 countries are set to be released, according to a report in The Guardian.

More than one and a half year after the Cambridge Analytica scandal first became public, US regulators last month said that the now-defunct British data analytics and consulting company engaged in deceptive practices to harvest personal information from tens of millions of Facebook users for voter profiling and targeting.

According to Kaiser, the Facebook data scandal was part of a much bigger global operation designed to manipulate people in collaboration with governments, intelligence agencies, commercial companies and political campaigns.

The unpublished documents contain material that suggests the firm collaborated with a political party in Ukraine in 2017 even while under investigation as part of Robert Mueller's investigation into Russian interference in the 2016 US presidential election, said The Guardian report.

"There are emails between these major Trump donors discussing ways of obscuring the source of their donations through a series of different financial vehicles. These documents expose the entire dark money machinery behind US politics," Kaiser was quoted as saying.

Similar tactics were deployed in other countries that Cambridge Analytica operated in, including Britain, she claimed.

The files released by Kaiser suggest that Cambridge Analytica offered to help United Malays National Organisation (Umno), the party of Malaysia's Former Prime Minister Najib Razak, to influence the voting of 40 parliamentary constituencies in the 14th General Election (GE14) in 2013.

Umno, according to the leaks, requested the company to prepare a proposal to regain 13 seats, The South China Morning Post reported on Saturday.

In 2018, Razak claimed that he had never engaged Cambridge Analytica in any way.

The US Commission on International Religious Freedom (USCIRF) has reprimanded the Imran Khan government for denying food aid to Hindus and Christians in Pakistan amid the coronavirus pandemic and warned that it will trigger an additional crisis due to religious discrimination.

The USCIRF is an independent federal government entity set up by the US Congress to monitor and report on religious freedom in the world.

Pakistan continues to be in the tier one of the USCIRF list of the countries whose record on religious freedom remains abysmal.

In a statement issue on Monday, the USCIRF said it was troubled by the reports of food aid being denied to Hindus and Christians in Pakistan amid pandemic.

Citing one of the examples of religious discrimination, the USCIRF said that in Karachi, the Saylani Welfare International Trust, a non-government organization set up to help the homeless and seasonal workers, has been refusing food aid to Hindus and Christians and providing it only Muslims.

Describing such actions "reprehensible", the USCIRF commissioner Anurima Bhargava said: "As COVID-19 continues to spread, vulnerable communities within Pakistan are fighting hunger and to keep their families safe and healthy. Food aid must not be denied because of one's faith."
One of the USCIRF commissioners, Johnnie Moore warned that if the Khan government continued with such policies, Pakistan would add an additional crisis.

"In a recent address by Prime Minister Khan to the international community, he highlighted that the challenge facing governments in the developing world is to save people from dying of hunger while also trying to halt the spread of COVID-19. This is a monumental task laying before many countries.

"Prime Minister Khan's government has the opportunity to lead the way but they must not leave religious minorities behind. Otherwise, they may add on top of it all one more crisis, created by religious discrimination and inter-communal strife."

The organization which makes foreign policy recommendations to the US President, the Secretary of State, and Congress, urged the Pakistani government to ensure that food aid from distributing organizations is shared equally with Hindus, Christians, and other religions minorities.

Last year, in its annual report, the USCIRF had noted that Hindus and Christians in Pakistan "face continued threats to their security and are subjected to various forms of harassment and social exclusion".

Washington, Jun 27: Facebook has said that it will flag all "newsworthy" posts from politicians that break its rules, including those from President Donald Trump.

Separately, Facebook's stock dropped more than 8 per cent, erasing roughly USD 50 billion from its market valuation, after the European company behind brands such as Ben & Jerry's and Dove announced it would boycott Facebook ads through the end of the year over the amount of hate speech and divisive rhetoric on its platform.

Later in the day, Coca-Cola also announced it joined the boycott for at least 30 days.

CEO Mark Zuckerberg had previously refused to take action against Trump posts suggesting that mail-in ballots will lead to voter fraud, saying that people deserved to hear unfiltered statements from political leaders.

Twitter, by contrast, slapped a "get the facts" label on them.

Until Friday, Trump's posts with identical wording to those labelled on Twitter remained untouched on Facebook, sparking criticism from Trump's opponents as well as current and former Facebook employees.

Now, Facebook is all but certain to face off with the president the next time he posts something the company deems to be violating its rules.

"The policies we're implementing today are designed to address the reality of the challenges our country is facing and how they're showing up across our community," Zuckerberg wrote on his Facebook page announcing the changes.

Zuckerberg said the social network is taking additional steps to counter election-related misinformation.

In particular, the social network will begin adding new labels to all posts about voting that will direct users to authoritative information from state and local election officials.

Facebook is also banning false claims intended to discourage voting, such as stories about federal agents checking legal status at polling places.

The company also said it is increasing its enforcement capacity to remove false claims about local polling conditions in the 72 hours before the US election.

Ethan Zuckerman, director of the Massachusetts Institute of Technology's Center for Civic Media, said the changes are a "reminder of how powerful Facebook may be in terms of spreading disinformation during the upcoming election".

He said the voting labels will depend on how good Facebook's artificial intelligence is at identifying posts to label.

"If every post that mentions voting links, people will start ignoring those links. If they're targeted to posts that say things like 'Police will be checking warrants and unpaid traffic tickets at polls' a classic voter suppression disinfo tactic and clearly mark posts as disinfo, they might be useful," he said.

But Zuckerman noted that Facebook "has a history of trying hard not to alienate right-leaning users, and given how tightly President Trump has aligned himself with voter-suppressing misinfo, it seems likely that Facebook will err on the side of non-intrusive and ignorable labels, which would minimize impact of the campaign."

Earlier in the day, shares of Facebook and Twitter dropped sharply after consumer-product maker Unilever announced a new ad boycott on Facebook, Twitter and Instagram through at least the end of the year.

The European company said it took the move to protest the amount of hate speech online.

Unilever said the polarised atmosphere in the United States ahead of November's presidential election placed responsibility on brands to act.

In addition to the decline in Facebook shares, Twitter ended the day more than 7 per cent lower.

Unilever, which is based in the Netherlands and Britain, joins a raft of other advertisers pulling back from online platforms.

Facebook in particular has been the target of an escalating movement to withhold advertising dollars to pressure it to do more to prevent racist and violent content from being shared on its platform.

"We have decided that starting now through at least the end of the year, we will not run brand advertising in social media newsfeed platforms Facebook, Instagram and Twitter in the U.S.," Unilever said.

"Continuing to advertise on these platforms at this time would not add value to people and society."

Facebook did not immediately respond to a request for comment. On Thursday, Verizon joined others in the Facebook boycott.

Unilever "has enough influence to persuade other brand advertisers to follow its lead," said eMarketer analyst Nicole Perrin.

She noted that Unilever pulled back spending "for longer, on more platforms (including Twitter) and for more expansive reasons" in particular, by citing problems with "divisiveness" as well as hate speech.

Sarah Personette, vice president of global client solutions at Twitter, said the company's "mission is to serve the public conversation and ensure Twitter is a place where people can make human connections, seek and receive authentic and credible information, and express themselves freely and safely."

She added that Twitter is "respectful of our partners' decisions and will continue to work and communicate closely with them during this time."
