Amidst fiscal crisis Goa BJP govt. organizes World Cup junket

Panaji, June 12: The opposition and civil society Thursday came down heavily on the Goa government's decision to organise a Rs.89 lakh junket for six ruling legislators, including three ministers, to witness the FIFA World Cup in Brazil.

bjp copyGoa's top football player and Arjuna award-winner Bruno Coutinho was disappointed as his name was dropped from the list in favour of a politician, even as ruling MLA Benjamin Silva put the onus on Sports Minister Ramesh Tawadkar and Chief Minister Manohar Parrikar for the decision to include only legislators on the junket.

"On one hand, Prime Minister Narendra Modi has been openly advocating not to misuse public funds, but his party's chief minister in Goa has contradicted Modi's view by approving a junket for his MLAs," Congress spokesperson Durgadas Kamat said.

Tawadkar, Fisheries Minister Avertano Furtado, Power Minister Milind Naik and MLAs Carlos Almeida, Glen Ticlo (both from the BJP) and Benjamin Silva (Independent MLA supporting the state government) are part of the Goa government's junket which leaves for Brazil July 1 to watch the quarter-finals and semi-finals of the 2014 World Cup.

Financial sanction for the group, which includes neither officials, nor players or sports administrators was accorded first by the sports minister and subsequently by Parrikar himself, officials said.

"Parrikar should scrap the names of these ministers and MLAs and include some sports administrator or our Goan football stars who have and can bring value back home from an outing like this," Kamat said.

The Aam Aadmi Party (AAP) in Goa too has criticized the junket.

"This (is) our own fault for trusting this CM (chief minister) and the party to do the right things. What a disgrace!" AAP's Valmiki Naik has posted on the party's official Facebook group.

Former Indian skipper and Sports Authority of Goa's Joint Director (training) Bruno Coutinho said he was shocked and hurt because his name was first included in the list and was later dropped.

"My name was there, but when the sports minister cleared the file, he did not put my name. I am hurt a bit. I am a football player. I was an India captain," Coutinho said.

While the Bharatiya Janata Party (BJP) has not come on record on the issue, Silva, one of those on the junket said the file was cleared by the chief minister himself.

"The chief minister told us to go to Brazil and take a look," he said. Responding to a query on public funds being used for the junket, Silva said: "Public funds are used for everything."

The Goa government is currently facing a fiscal crisis because of more than one-year-long mining ban. While the ban was removed only a couple of months back, mining has still not resumed in the state.

New Delhi, May 8: After deadly styrene gas leak in Visakhapatnam, Union Chemicals and Fertilisers Minister D V Sadananda Gowda urged all public and private chemical makers to exercise caution and care while reopening their plants.

Union Environment Ministry and State Pollution Control Boards have also issued separate directives to all companies to take extreme precaution while restarting their units that remained suspended due to the lockdown imposed to contain the spread of COVID-19 in the country, he said.

There was a gas leak from LG Polymers plant at Visakhapatnam in the early hours on Thursday, causing 10 deaths and hundreds of people getting hospitalised.

"LG Polymers does not come under direct control of our ministry. However, we have asked all public and private chemicals manufacturers to exercise caution and care while reopening their plants," Gowda told PTI.

The minister said his officers are coordinating with the Andhra Pradesh government.

He further said LG Polymers, a multinational chemical company, had kept its unit ready for reopening after one and half month of lockdown. The unit started leaking at around 3.40 am on Thursday due to pressure.

"The toxic gas leak has affected both people and animals. Around 850 people have been hospitalised," Gowda said, adding that measures have been taken to control the situation at the plant site and final updates are awaited.

At present, Indian chemicals market size is about USD 163 billion, which is only three per cent of the global chemical industry of USD 5 trillion, as per the official data.

Mumbai, Jul 1: The Maharashtra government will set up a Marathi medium college in Kolhapur for the Marathi- speaking people residing in the border areas of Karnataka, a minister said on Tuesday.

Higher and technical education minister Uday Samant, in a statement here, said the decision has been taken with a view to cater to the educational needs of the Marathi-speaking population residing in the neighbouring state.

He said the new state-run college will be a sub-centre of the Shivaji University at Kolhapur.

The Kolhapur district collector will provide a five- acre plot for the proposed college following which all necessary official permissions will be given, Samant said.

The college will start functioning from the next academic year, the release said.

Acommittee headed by Shivaji University vice- chancellor Nitin Karmalkarwill work out the modalities for establishing the educational institute, it added.

The border areas of Karnataka have a sizeable Marathi- speaking population.

Bengaluru, Mar 27: Oncologist Dr. Vishal Rao, HCG Hospital Bengaluru on Friday said that human body cells release interferon chemical to kill viruses but it cannot be released by cells in the case of COVID-19 cases, leading to weak immune system. However, a therapy of specific concoction could be useful in treating COVID-19 patients.

"We got hold of some preprint suggesting that interferon is effective in COVID19," said Rao.

Speaking to news agency, he continued saying "When we withdraw blood for regular check-ups, we get buffy coat which can be used to take out cells and form interferon. These two chemicals and some other cytokines, in a specific concoction, could be potentially very useful in treating COVID-19 patients."

Rao said that they have built a concoction of cytokines which can be injected to reactivate immune system in COVID-19 patients.

"We are in a very initial stage and hope to be ready with its first set by this weekend. We have applied to the governement for an expedited review. We have also presented this before the state government" said Rao.

"We have a team of infection specialist, ICU team and other...all of us have worked together to build something that we believe. We want to serve the society at this hour of need," he added.

Dr Rao clarified that this is not a vaccine and this particular interferon therapy does not help to prevent the infection of COVID-19. However, this is focused and targeted towards COVID-19 positive patients or those who have just incubated the virus.

"We believe that in early stages as well as the patients who have just incubated, this particular therapy of interferon gama and other concoction of cytokines could be an effective method. In the late stages we are looking at specific dosage of the cells which are our own body cells which can actually be affective and could also be of use for the ventilator patients," he added.

Meanwhile, Dr Gururaj, Immunologist and Scientist told ANI that they are trying to cover two aspects, one is the early stage patients where they are trying to improve their immune systems.

"As Dr Vishal said, we are trying to see whether we can use the cytokines from our own immune cells which is a natural process but it is hampered in infected patients," said Dr Gururaj.

"In the last phase we are using cells which are used from the bone marrow of the patient or donors. We can use those cells to reduce the inflation and so called cytokines release syndrome which is basically the inflammatory response of the body," he added.
