Bengaluru, Oct 5: Karnataka BJP president Nalin Kumar Kateel on Saturday claimed that both the governments at the state and Centre have done a 'good' job in handling relief work during the floods, amid the agony of people of flood-hit regions of Karnataka.

The Member of Parliament from Dakshina Kannada constituency Katteel asked opposition parties to cooperate with the state government in providing relief to those affected by the calamity instead of indulging in 'politics.'

"The state government has not failed in relief work, our Chief Minister Yediyurappa has done things that no government in the past was able to do. He has taken decisions which no government has taken so far," he said.

"Relief work has been taken up quickly...our government has done a good job in handling flood relief," Kateel said.

Speaking to reporters here, he said, As support, the central government too, by sending NDRF teams, study teams and releasing funds, has done its work."

In the face of criticism over the delay in release of central funds for relief, the central government on Friday had announced the release of Rs 1,200 crore in 'advance' from the National Disaster Response Fund to the flood-ravaged state. Referring to measures like grant of Rs 5 lakh to fully-damaged houses, Rs 10,000 as immediate relief for those affected, and Rs 5,000 monthly as rental amount for those displaced, he said the state government has released Rs 3,000 crore for relief and various initiatives have been taken so far.

As many as 103 taluks in 22 districts were affected due to floods in August, in which over 80 people were killed.

Around seven lakh people were shifted to safe areas and thousands of houses damaged.

BJP governments at both the Centre and the state have been facing criticism from the opposition Congress and JDS regarding the 'delay' in grant of central funds despite Home Minister Amit Shah, Finance Minister Nirmala Sitaraman and inter-ministerial central team visiting the affected region.

The Opposition parties have accused Modi government of showing its 'apathy' towards Karnataka, despite state sending 25 BJP MPs.

Even BJP MLA Basanagouda Patil Yatnal and MP Srinivas Prasad, also some staunch RSS and BJP supporters, have expressed strong reservations about delay in the release of central funds.

Rubbishing criticism about lack of cooperation from the Centre, Kateel said, as soon the calamity happened NDRF and SDRF teams swung into action and did an excellent work in rescue and relief. Union Ministers visited the flood-hit regions and did and aerial survey, and Prime Minister was in direct contact with the Chief Minister.

Chief Minister and Prime Minister had proper coordination, and due procedures have been followed in releasing Rs 1,200 crore. I thank the Prime Minister, Home Minister, Finance Minister, Union Ministers from the state and the Chief Minister, he said.

Reacting to the show-cause notice being issued to party MLA Yatnal by the party, the BJP state president said, "The party functions under discipline and rules, every one have to conduct themselves accordingly. If not, explanations are sought." Taking serious note of his statements against Prime Minister Narendra Modi and other senior party functionaries over 'delay' in central relief, the BJP central leadership on Friday had issued show-cause notice to Yatnal.

Udupi, Apr 29: Udupi Deputy Commissioner G Jagadeesha on Wednesday said that though the district was in the green zone in connection with COVID-19, there would not be any further relaxations and the lockdown would continue till May 3.

According to a statement, he said that no fresh Covid-19 cases have been reported for the past month. However, the district is not immune to the threat of the infection. Thus, the lockdown would continue till May 3 with minimum relaxation.

The district has already initiated relaxations and mandatory guidelines have to be implemented, he further said.

Bengaluru, Aug 2: Bengaluru based Centre for Advanced Research and Development (CARD), the research wing of organisation De scalene has come up with a device called "SHYCOCAN" (Scalene Hypercharge Corona Canon) which neutralizes the coronavirus.

Speaking to news agency Dr Rajah Vijay Kumar, Chairman, Organisation De Scalene said that the device will not kill any bacteria or fungus, however, neutralizes the coronavirus particles.

"The device was tested for its safety and efficacy and is soon going to be manufactured and marketed in the US under the Enforcement Discretion policy of USFDA and in Europe as the device is CE compliant and is CE marked," said Kumar.

He also added the device will cover a volume of 10,000 cubic feet.

The device Scalene Hypercharge Corona Canon (SHYCOCAN) is intended to be used in the residential, industrial and commercial environment and is designed for active containment by attenuation of Corona family of viruses. (Laboratories de Especialidades Immunological S.A. de C.V, Virucidal Activity concludes 99.9 per cent virus elimination), Kumar asserted.

"SHYCOCAN operates on regular 110/240V - 50/60 Hz wall socket and is a plug and play device, that delivers the necessary signals to a photon mediated electrons emitters (PMEE), that produces hypercharge high-velocity electrons by photon mediation that interacts with the negative seeking S-protein of Corona family of viruses thus reducing infectivity and prevent air and surface borne transmission of corona family of viruses," said Kumar.

The device does not use any chemicals, or any other consumables and does not produce harmful ozone gas or any other substances and is completely safe for use in any environment, he added.

"The attack mechanism of the Virus starts with the initial attachment of the virion to the host cell, it is initiated by interactions between the S-protein and its receptor on the "negative" cell membrane. The sites of receptor binding domains (RBD) within the S1 region of a coronavirus S-protein vary depending on the virus. 

The S-protein/receptor interaction is the primary determinant for a coronavirus to infect a host species and governs the tissue tropism of the virus. However, the end result is the fusion and release of the viral genome into the cytoplasm," said Kumar.

He continued saying that the counter mechanism by the device SHYCOCAN is that if negative seeking is the guidance mechanism of the S- Protein, attracted by the transmembrane potential of the host cells, then breaking this mechanism would block the Coronavirus infectivity and spread.

"The device has been in use for more than a year at the S-CARD campus, the headquarters of Scalene," said Kumar.

Bengaluru, Apr 30: The Karnataka government on Thursday decided to allow migrant workers, tourists, students and others stranded in different parts of the state due to the ongoing lockdown to return to their native places, a day after the Centre issued guidelines for the process.

This will be a one-time movement and the government would arrange buses for those in need but they should bear the expenses, Law and Parliamentary Affairs Minister J C Madhuswamy said. He also said people willing to return to the state would have to undergo tests for COVID-19. The decision was taken at the state cabinet meet and it might come into effect from Friday as the Chief Secretary will have to issue an official order, he said.

"Prime Minister Narendra Modi had taken decision on movement of people and the Centre had issued a circular in this regard. Following this we have decided to permit interstate and inter-district movement," he told reporters here.

Travel expenses should be borne by those willing to return and if they want the government can provide buses from the state transport corporations. The Union Ministry of Home Affairs on Wednesday issued orders allowing migrant workers, tourists, students and other people stranded in different parts of the country to move to their respective destinations with certain conditions, giving a big relief to the distressed people. Decision on opening of salons and liquor shops will be taken after May 3, he said.

Madhuswamy said permission would be given for one-time movement of labourers and others who want to go from one district to other for work or any other purpose. Those operating industry or establishment and want to move from place to place for management purpose will be given passes with strict scrutiny and through checks.

Responding to a question, the minister said, "we don't know yet how many are willing to go, where they will go, if some one asks for permission, we will permit." "One family or two or three people want to go, they can use taxi. If too many people want to go, we will provide facility through transport corporation buses," he said.
