France attackParis, Jan 8: A policewoman was killed and a city employee was seriously hurt on Thursday after a man opened fire with an automatic rifle outside Paris, police said. However, no link has yet been established with the deadly attack on French satirical magazine Charlie Hebdo.

The gunman is still on the run, said Interior Minister Bernard Cazeneuve -- who rushed to the scene at Malakoff just south of the city -- contradicting information given earlier by a source close to the case, who said the suspect had been detained.

An explosion rocked a kebab shop next to a mosque in Villefrance-sur-Saone in eastern France early on Thursday morning, a police source told Reuters.

"The window was blow out by an explosion in the night. The kebab shop was adjacent to a mosque," the source said, adding it appeared to be a criminal act.

Police initially said the two victims were critical, but Cazeneuve said just the policewoman was fighting for her life.

Meanwhile, an explosion is said to have occurred at a restaurant (Kebab shop) near a mosque in the city of Lyon.

The incident comes on a day of mourning in France after Islamist gunmen stormed the office of satirical magazine Charlie Hebdo yesterday, killing eight journalists, two police and two others.

According to reports, A an explosion occurred at a kebab shop near a mosque in the eastern French town of Villefranche-sur-Saone. AFP quoted a local official as saying that the blast at the kebab shop in eastern France was a "criminal act" with no apparent link to yesterday's attack.

On Thursday, authorities released photos of the two French nationals still at large, calling them "armed and dangerous."

Seven people have already been arrested in the ongoing investigation, Prime Minister Manuel Valls said.

On Wednesday (January 7), hooded gunmen had stormed the Paris offices of a weekly French satirical magazine Charlie Hebdo known for lampooning Islam and other religions, shooting dead at least 12 people, including two police officers, in the worst militant attack on French soil in decades.

Attacker Cherif Kouachi had previously been tried on terrorism charges and served 18 months in prison. He was charged with criminal association related to a terrorist enterprise in 2005. He had been part of an Islamist cell that enlisted French nationals from a mosque in eastern Paris to go to Iraq to fight Americans in Iraq. He was arrested before leaving for Iraq to join militants.

Yesterday's attack took place as the magazine was holding its weekly editorial meeting. Three cartoonists, Cabu, Tignous and Wolinski, and a French economist, Bernard Maris have been killed in the attack.

Charlie Hebdo (Charlie Weekly) is well known for courting controversy with satirical attacks on political and religious leaders of all faiths and has published numerous cartoons ridiculing the Prophet Mohammad. Jihadists online repeatedly warned that the magazine would pay for its ridicule.

The last tweet on its account mocked Abu Bakr al-Baghdadi, the leader of the militant Islamic State, which has taken control of large swathes of Iraq and Syria and called for "lone wolf" attacks on French soil.

Washington, Mar 28: A US-based lab has unveiled a portable test that can tell if someone has COVID-19 in as little as five minutes, it said in a statement Friday.

Abbot Laboratories said the US Food and Drug Administration (FDA) had given it emergency authorization to begin making the test available to healthcare providers as early as next week.

The test, which is the size of a small toaster and uses molecular technology, also shows negative results within 13 minutes, the company said in a press statement.

"The COVID-19 pandemic will be fought on multiple fronts, and a portable molecular test that offers results in minutes adds to the broad range of diagnostic solutions needed to combat this virus," said Abbot president and chief operating officer Robert Ford.

The test's small size means it can be deployed outside the "traditional four walls of a hospital in outbreak hotspots," Ford said, and Abbott is working with the FDA to send it to virus epicenters.

The test has not been cleared or approved by the FDA, and has only been authorized for emergency use by approved labs and healthcare providers, the company said.

United Nations, Apr 28: UN chief Antonio Guterres has warned that extremist groups are taking advantage of the COVID-19 lockdowns and intensifying efforts on social media to recruit youths online by exploiting their anger and despair, asserting that the world cannot afford a lost generation due to the unprecedented global health crisis.

The UN Secretary-General made the remarks on Monday during a video conference to review the five years since its adoption of a landmark resolution on youth, peace and security.

We can already see such groups taking advantage of the COVID-19 lockdowns, intensifying their efforts on social media to spread hatred and to recruit young people who may be spending more time at home and online, he said.

Guterres told the Security Council that even before the current crisis, young people were facing enormous challenges.

Listing startling numbers, he said one of every five young people was already not in education, training or employment and one of every four is affected by violence or conflict. Every year, 12 million girls become mothers while they themselves are still children.

These frustrations and, frankly, failures to address them by those in power today, fuel declining confidence in political establishments and institutions. And when such a cycle takes hold, it is all too easy for extremist groups to exploit the anger and despair, and the risk of radicalisation climbs, he said.

Issuing a call to action on youth, peace and security, Guterres said the world cannot afford a lost generation of youth, their lives set back by COVID-19 and their voices stifled by a lack of participation. Let us do far more to tap their talents as we tackle the pandemic and chart a recovery that leads to a more peaceful, sustainable and equitable future for all.

With over 1.54 billion children and youth out-of-school and young people acutely feeling the impact of the COVID-19 crisis, Guterres said countries must do more to harness the talents of young people to address the crisis and its aftermath.

In presenting his first report on the Security Council resolution, the UN chief said youth were already confronting numerous challenges even before the pandemic, including in accessing education, or through being affected by violence and conflict. Those pressing for peace or upholding human rights have been threatened.

Despite these obstacles, young people across the world have joined the common fight against the coronavirus disease, supporting both frontline workers and people in need. And they continue to push for change.

UN Youth Envoy Jayathma Wickramanayake spoke of the need for more meaningful partnerships between young people and the civil society organisations and government institutions that work on the youth, peace and security (YPS) agenda.

To date, there are no national action plans on YPS but I'm pleased to note that in some countries, these are in the process of development, she said.

For a national roadmap to be successful, a participatory, transparent and youth-led process with adequate resources are needed, she said.

Issuing his four-point call to action for the Council, Guterres urged members to do more to address the various challenges facing young people.

He also called for investment in youth participation, but also in their organisations and initiatives.

We must strengthen human rights protections and protect the civic space on which youth participation depends, he said. And fourth, we must emerge from the COVID-19 crisis with a determination to recover better - massively increasing our investment in young people's capacities as we deliver the Sustainable Development Goals.

Washington, Mar 1: The US Federal Communications Commission (FCC) has proposed a fine of over $200 million for all major US mobile carriers for selling the location data of customers to some agencies.

The Federal Communications Commission today proposed fines against the nation's four largest wireless carriers for apparently selling access to their customers' location information without taking reasonable measures to protect against unauthorised access to that information. As a result, T-Mobile faces a proposed fine of more than $91 million, AT&T faces a proposed fine of more than $57 million, Verizon faces a proposed fine of more than $48 million, and Sprint faces a proposed fine of more than $12 million, the FCC said in a statement on Friday.

The Enforcement Bureau of FCC opened this investigation after reports surfaced that a Missouri Sheriff, Cory Hutcheson, used a "location-finding service" operated by Securus, a provider of communications services to correctional facilities, to access the location information of the wireless carriers' customers without their consent between 2014 and 2017.

"American consumers take their wireless phones with them wherever they go. And information about a wireless customer's location is highly personal and sensitive. The FCC has long had clear rules on the books requiring all phone companies to protect their customers' personal information. And since 2007, these companies have been on notice that they must take reasonable precautions to safeguard this data and that the FCC will take strong enforcement action if they don't. Today, we do just that," said FCC Chairman Ajit Pai.

"This FCC will not tolerate phone companies putting Americans' privacy at risk."

The FCC also admonished these carriers for apparently disclosing their customers' location information, without their authorisation, to a third party

The four major US carriers mentioned sold access to their customers' location information to "aggregators," who then resold access to such information to third-party location-based service providers (like Securus).

Although their exact practices varied, each carrier relied heavily on contract-based assurances that the location-based services providers (acting on the carriers' behalf) would obtain consent from the wireless carrier's customer before accessing that customer's location information.
