Army faces massive ammo shortage, reserves only for 20 days of intense fighting: CAG report

New Delhi, May 9: In its report critical of India’s defence sector, the comptroller and auditor general (CAG) on Friday warned that the Tejas light combat aircraft (LCA) Mark-I could prove to be the air force’s Achilles’ heel in battle.

Army A second CAG report on ammunition management pointed that the army faced a massive ammunition shortage with reserves that would barely last 20 days of intense fighting. The army needs to build up its war wastage reserves for 40 days on intense fighting.

“Stocking of ammunition even at ‘minimum acceptable risk level’ was not ensured, as availability of ammunition as on March 2013 was below this level in respect of 125 out of a total of 170 types of ammunition,” the report pointed out.

Also, in 50% of the total types of ammunition, the holding was “critical” — insufficient for even 10 days of fighting.

The locally-produced fighter, Tejas, given initial operational clearance two years ago, is riddled with 53 “significant shortfalls” that could compromise its survivability in combat, said a CAG report tabled in Parliament.

The 63-page report on the LCA — a project for which Rs 13,390 crore has been sanctioned so far — indicated that LCA Mk-I pilots would be like sitting ducks in battle, vulnerable to fire from 7.62 mm machine guns, specially at the front-end of the aircraft.

There are glaring deficiencies in the warplane’s electronic warfare capabilities that could dim its chances of survival in a hostile environment.

Cautioning against the fighter’s “reduced operational capabilities,” the CAG report stated self-protection jammers could not be fitted on LCA Mk-I due to space constraints and glitches in radar warning receiver had still not been sorted out.

“The IAF would be constrained to use 40 LCA Mk-I aircraft with limited operational capabilities,” the report said. The under-development LCA Mk-II is expected to be packed with several major improvements over its predecessor.

The CAG said delay in the manufacture and supply of the LCA — a project sanctioned in 1983 to replace ageing MiG-21s — had set the IAF back by Rs 20,037 crore as it was forced to opt for temporary measures such as upgrading its existing fighter planes to counter the problem of rapid force depletion.

No plan to extend 21-day lockdown: Govt

New Delhi, Mar 30: The government on Monday said there was no plan to extend the 21-day lockdown which came intro force on Tuesday midnight.

The Press Information Bureau (PIB) of the Ministry of Information and Broadcasting tweeted, saying Cabinet Secretary Rajiv Gauba has denied media reports claiming that the government will extend the lockdown.

"There are rumours & media reports, claiming that the Government will extend the #Lockdown21 when it expires. The Cabinet Secretary has denied these reports, and stated that they are baseless," it said.

The 21-day lockdown is aimed at checking the spread of the coronavirus.

Following the lockdown, there has been a massive exodus of migrant workers from big cities to their villages after being rendered jobless.

Hours before Vikas Dubey was shot, PIL filed in SC predicting his ‘possible killing’

New Delhi, July 10: Hours before gangster Vikas Dubey was killed in an alleged police encounter on Friday, a plea was filed in the Supreme Court demanding urgent listing for action into his "possible killing" by Uttar Pradesh Police.

Advocate Ghanshyam Upadhyay had apprehended in his plea that there is a high possibility that Dubey will also be killed in a 'fake' encounter after his arrest from Ujjain in Madhya Pradesh a day ago.

Upadhyay claimed that the UP Police was expected to "concoct the same story of encounter" for Dubey like it did when four of his associates were killed after the 2 July incident.

Dubey was the primary accused in the killing of eight policemen in Kanpur on July 2. He was arrested from Ujjain on Thursday. He was killed in a police encounter, when he allegedly tried to flee on Friday morning.

"During the hunt for Dubey and co-accused, five of his accused aides were arrested/caught and then killed by the police in the name of encounter...Thus, there is every possibility that even Dubey shall be killed by Uttar Pradesh Police like other co-accused once his custody is obtained," Upadhyay feared.

He submitted that the killing of the accused by the police in the name of encounter no matter how heinous the crime was "against the rule of law and serious violation of human rights and nothing sort of Talibanisation of the country". Upadhyay sought hearing in the matter on Friday itself, citing extreme urgency.

Gangster Vikas Dubey killed in police 'encounter'

Kanpur, Jul 10: Kanpur encounter main accused Vikas Dubey, who was injured in an encounter with the police, died on Friday, the police said.

"Gangster Vikas Dubey arrested for killing eight policemen is dead," confirmed the police.

According to SP Kanpur West Anil Kumar, gangster Vikas Dubey attempted to flee after the car overturned. Dubey attempted to flee by snatching pistol of the injured policemen. However, he was shot in the retaliatory firing.

"Vikas Dubey attempted to flee by snatching pistol of the injured policemen after the car overturned. Police tried to make him surrender, during which he fired at the policemen. He was injured in retaliatory firing by police. He was later rushed to the hospital," SP Kanpur West told reporters here.

Dubey, the main accused in the Kanpur encounter was arrested by the police in Ujjain on Thursday morning. He was on the run for the last six days and had come to Ujjain to offer prayers at Temple, where he was identified by a security guard at the shrine.

The gangster is the main accused in the encounter that took place in Bikru village in Chaubeypur area of Kanpur last week, in which a group of assailants allegedly opened fire on a police team, which had gone to arrest Dubey. Eight police personnel were killed in the encounter.

Dubey managed to escape after the killing. The Uttar Pradesh police launched a hunt for him and raised the bounty on him to Rs 5 lakh.

Bahua Dubey and Prabhat Mishra, close aides of the main accused, were killed in separate encounters in Etawah and Kanpur respectively, on Thursday.

The main accused's other aide Shyamu Bajpai was arrested by the Chaubeypur police following an encounter. He carried a reward of Rs 25,000, the police informed on Wednesday. Earlier the same day, Uttar Pradesh's Special Task Force (STF) gunned down Vikas Dubey's close aide Amar Dubey in Hamirpur district.
