Arvind Kejriwal's principal secretary, four others arrested in graft case

New Delhi, July 4: The CBI on Monday arrested Delhi Chief Minister Arvind Kejriwal's Principal Secretary Rajendra Kumar and four others in connection with a case of showing undue favours to a private company in award of government contracts worth over Rs 50 crore. kejriwal12

Kumar, a 1989 IAS officer of UT cadre, was called along with Tarun Sharma, a Deputy Secretary in Kejriwal's office, besides three other private persons for questioning at the CBI headquarters this morning.

After being questioned for half a day, the CBI decided to place the two officers under arrest along with a close aide of Kumar, Ashok Kumar and owners of a private firm Sandeep Kumar and Dinesh Gupta.

The CBI had registered a case against Kumar and others in December last year alleging that the officer had abused his official position by “favouring a particular firm in the last few years in getting tenders of Delhi government departments”.

The charges pressed by the CBI are under sections 120-B of IPC (criminal conspiracy), and 13(2), 13(1)(d) of the Prevention of Corruption Act (Criminal conspiracy, criminal misconduct etc) for allegedly favouring a private company –Endeavour Systems Pvt. Ltd.– in bagging five contracts.

The CBI alleged that the accused persons had entered into a criminal conspiracy and caused a loss of Rs 12 crore to the Delhi Government in award of contracts between 2007 and 2015, and claimed that the officials had taken “undue benefit” of over Rs three crore while awarding the contract.

“The CBI has today arrested five persons including a senior civil servant, Government of Delhi, another official of Delhi government, two directors of a Delhi-based private company and a private person.

“The allegations relate to bribery and abuse of official position by the said senior civil servant and others to favour a Delhi based private company in award of contracts of Delhi government,” CBI's Chief Press Information officer R K Gaur said, adding the arrested accused persons will be produced before court tomorrow.

This is the same case in which CBI had come under scathing criticism from court which directed it to return documents sought by the Delhi government seized during December 15, 2015 raids on Kejriwal's office.

“The CBI cannot retain the documents in the garb of the argument that investigation is in progress without whispering the fact in what manner they are related to the present case (against principal secretary Rajendra Kumar).

“The acceptance of vague reasons like investigation is still in progress implies that CBI is recognised with unbridled power to investigate even in violation of the relevant laws and regulations,” Special CBI Judge Ajay Kumar Jain had said in his order in January this year.

The case was registered on a complaint from former Delhi Dialogue Commission (DDC) member Ashish Joshi to the Delhi government's Anti-Corruption Branch (ACB) earlier last year. The complaint was forwarded to CBI in July last following which the agency registered an FIR after a five-month probe.

According to CBI, the five contracts were allegedly awarded to Endeavour Systems when Kumar was holding various posts in the Delhi government and include a project for the development of a comprehensive management system to Endeavour Systems without any tendering process.

The CBI alleged that as Secretary, Health, in the Delhi government, Kumar facilitated the award of a manpower project to the firm without inviting tenders.

The CBI claimed, as commissioner, trade and taxes, Kumar helped the firm bag a contract for development of software applications for his department.

He was also accused of committing irregularities in award of contract for a facility management system for the trade and taxes department. As secretary to the Chief Minister, he allegedly facilitated the award of Delhi Jal Board contract for enterprise resource planning to the firm.

Karnataka govt puts on hold decision to drop some chapters from social science textbooks

Bengaluru, Jul 31: The Karnataka government on Wednesday put on hold a controversial proposal to drop certain chapters, including on Islam, Christianity, Tipu Sultan and his father Hyder Ali, from social science textbooks to reduce the 2020-21 syllabi for students in classes 1-10.

Citing the COVID-19 pandemic and the disruption caused to the academic calendar of the year, the government had earlier dropped the chapter on Tipu Sultan and Hyder Ali from the Class 7 social science textbook, saying chapters on Tipu Sultan have been retained in the Class 6 and 10 textbooks.

The move did not go down well with the opposition, which saw certain ulterior motives behind the decision.

Apparently under sharp criticism, the Department of Public Instruction issued a new notification on Wednesday "on the directions of the Karnataka Primary and Secondary Education Minister S Suresh Kumar".

There is a delay in opening the schools during the academic year 2020-21 due to COVID-19 pandemic, said the latest order.

In this context, the order said, chapters were dropped to fit in 120 days of the academic year for classes 1 to 10 and the same was published in the department's website.

"However, on the directions of the Minister for Primary and Secondary Education, the decision to drop certain chapters has been put on hold. A review will be done following which the deleted chapters will be uploaded in the website," the order read.

Earlier in the day, Mr Kumar had issued a statement, saying that the decision to truncate the syllabus has not been finalised yet. He also made it clear that his department would not remove chapters unnecessarily.

Former chief minister and Congress leader Siddaramaiah had attacked the government on the issue.

"The government, which has failed to control the spread of coronavirus, is using it as an opportunity to push its clandestine agenda of saffronising the textbooks," Siddaramaiah tweeted.

The award ceremony will be held at RV Dental College and Hospital in JP Nagar, Bengaluru on February 2, as part of the decennial celebrations of the Vidyalaya.

Chayapathi Kanchibail, founder of the Vidyalaya, said, "The award is being given to Shetty for his services to promote the art of Yakshagana and for his welfare work through the Yakshadhruva Patla Foundation."

Pro-CAA arsonists burn down BSF Jawan’s house, call him ‘Pakistani’

New Delhi, Feb 29: The arsonists, who were allegedly hired by the pro-CAA politicians in Delhi to unleash violence against Muslims, did not even spare the residence of Border Security Force personnel Mohammed Anees.

While the jawan, who has spent three years guarding the borders along Jammu and Kashmir, had hoped that his job profile mentioned on the nameplate hung outside their two-storey house would discourage the vandals, he was proved wrong.

The nameplate on house number 76 in Khas Khajuri Gali clearly mentioned it was the property of a security force personnel who protects India’s borders from foreign invasions. Yet, it was burned down on the afternoon of February 25.

First, the ruthless goons set the vehicles parked outside the jawan’s house on fire, then they torched his home. Stones were also pelted at his house amid slogans of “idhar aa Pakistani, tujhe naagarikta dete hai” (Come here Pakistani, get your citizenship).

Apart from Anees, his father Mohammed Moonis, 55, uncle Mohd Ahmed, 59, and 18-year-old cousin Niha Parveen were in the house. Sensing what was about to go down next, they all escaped from the house, and were helped by paramilitary troops.

Charred remains of the house now stand where the house was till three days ago. In the two lanes of Khajuri Khas near Anees’s house, 35 houses were set on fire.

The loss suffered by the BSF soldier’s family was perhaps greater as they had kept all their life’s savings inside: two weddings in the family were to take place in the next three months.

Niha Parveen was to get married in April and Anees himself was to get married the following month. “All the things we collected all our life, jewellery – two gold necklaces, silver jewellery, it is all gone,” the family said.

“We used to buy jewellery on instalments… used to give money every month and collected this jewellery,” they said. Rs 3 lakh in cash for the wedding arrangements also got burnt along with other valuables and all their belongings.

Khajuri Khas is a Hindu-majority area, but Anees’s family says no neighbour of theirs was involved in the attack. “People came from outside.” Instead, their Hindu neighbours were asking the rioters to leave. They requested them to leave and helped douse the vehicles on fire.
