New Delhi, Mar 11: The assembly polls in Arunachal Pradesh, Andhra Pradesh, Odisha and Sikkim will be held simultaneously with the Lok Sabha elections but not in Jammu and Kashmir due to security reasons, Chief Election Commissioner Sunil Arora said on Sunday.

Andhra Pradesh, Arunachal and Sikkim will go to the polls for all seats in their respective assemblies as well as the Lok Sabha in the first phase on April 11.

Parliamentary and assembly polls will be held in Odisha across the first four phases on April 11, April 18, April 23 and April 29, respectively.

The Jammu and Kashmir assembly was dissolved in November last year, months after the Mehbooba Mufti-headed government in the state fell following the BJP withdrawing support to it in June.

Arora said the Election Commission decided to announce the schedule for only Lok Sabha polls in the state and not for the assembly elections due to inputs it had received from authorities regarding constraint of availability of central forces for enforcing security in the wake of recent violence.

Even the parliamentary election for the Anantnag Lok Sabha seat in the state is going to be held in three phases, he said, underscoring the security challenge in the region.

National Conference leader and former state chief minister Omar Abdullah slammed withholding of assembly elections and criticised the Modi government.

"First time since 1996 Assembly elections in J&K are not being held on time. Remember this the next time you are praising PM Modi for his strong leadership," he tweeted.

"In light of the failure to conduct assembly elections on time in J&K, I'm retweeting my tweets from a few days ago. PM Modi has surrendered to Pakistan, to the militants & to the hurriyat. Well done Modi Sahib. 56-inch chest failed. #slowclap,” Abdullah wrote on Twitter.

The former Jammu and Kashmir chief minister said it was for the first time since 1996 that assembly elections in the state were not being held on time.

Omar said in 2014, J-K had Lok Sabha elections on time and assembly elections on the schedule even after the most devastating floods, but delaying them now "shows how badly the BJP & earlier the BJP-PDP mishandled J&K”.

"What happened to (Union Home Minister) @rajnathsingh's assurance to Lok Sabha & Rajya Sabha as well as to the all party meeting recently in Delhi that all forces would be made available for simultaneous polls?” he asked in another tweet.

Omar said he never thought Modi would be “willing to confess his failure” on a global stage by not conducting the assembly polls on time in J-K.

J&K Pradesh Congress Committee president G A Mir said the tall claims of the Union Government with regards to the situation in Jammu and Kashmir stand “exposed” as the Centre has itself certified that situation is out of control and not conducive for holding simultaneous polls.

Mir said it was the golden chance for the Centre to hold assembly election in order to give an elected government to the people as all the political parties were of the opinion that simultaneously elections should be held in the state.

“But, the Centre has once again failed to hold assembly elections citing the reason as a volatile situation which is indicative of utter failure of the Centre to respect the urges and aspirations of the people,” he said.

Senior CPI(M) leader and former MLA, M Y Tarigami said the Election Commission decision has disappointed the people of the state in general.

“This was done despite that almost all the political parties had urged upon the Election Commission to hold both the elections simultaneously. Not holding assembly polls will send wrong signals to people within and outside the state,” he said.

He said the Chief Election Commissioner during his presser in New Delhi repeatedly quoted recent incidents of violence in Kashmir as the reason for not holding assembly polls.

“If that is true, then how could the Lok Sabha polls be held? Even the J-K Governor recently said that Prime Minister Narendra Modi complimented him for “successful” conduct of the civic elections in Jammu and Kashmir. When these polls could be held, what is the logic for deferring assembly polls?” Tarigami questioned.

The CPI(M) leader said J-K is without an elected government for the past nine months and in the absence of an elected government, “uncertainty in the state is deepening” day-by-day and “dissatisfaction” among a large section of people is increasing.

Raveesh Kumar, a 1995-batch Indian Foreign Service officer, served as the spokesperson of the MEA from July 2017 to April 2020 during which he deftly articulated India's position on a number of sensitive issues including last year's Balakot strike, reorganisation of Jammu and Kashmir and the controversy surrounding the National Register of Citizens.

"He is expected to take up the assignment shortly," the MEA said.

Before becoming the MEA spokesperson, Kumar was serving as Consul General of India in Frankfurt.

Kumar started his career at the Indian Mission in Jakarta and it was followed by his postings in Thimpu and London.

In his nearly 25-year career, Kumar also looked after the East Asia desk in the headquarters of the MEA in Delhi and served as Deputy Chief of Mission in Jakarta followed by his posting as Consul General in Frankfurt from August 2013 to July 2017.

In Finland, he succeeds Vani Rao.

New Delhi, Feb 20: Hitting out at the Bharatiya Janata Party (BJP), Congress leader Sachin Sawant on Thursday said that the same BJP who tried to pressurise government lawyers so that the accused in the Malegaon bomb blast case, Samjhauta express case can be let off are now demanding that there should be a re-investigation in the 26/11 terror attacks, this is the biggest irony.

"By demanding that the case be re-investigated the BJP which gave a ticket to Pragya Thakur who was accused in the Malegaon blast case, has insulted all those brave police, the army who fought bravely. BJP should apologise to all those people," he said.

"If the BJP were serious about re-investigating the case why didn't they do it when they were in power in the state and the Centre? Was the government sleeping for the last five years? asked Maharashtra Congress committee's general secretary, Sachin Sawant.

"Rather than this, the BJP should ask for a fair inquiry in the incident where a Kashmir police officer Davindar Singh was caught in the company of terrorists and also, the role of the Sangh Parivar in the Malegaon Blasts," said Sawant.

Sawant said that BJP has crossed all limits while lying and it has stooped to the lowest levels of political discourse and is not thinking twice before defaming the Opposition.

In the book written by the retired police officer Rakesh Maria doesn't have anything other than what was there in the charge sheet on Ajmal Kasab. In his confession, Kasab has said that he was given an ID card with a Hindu name and also a red coloured thread by the Lashkar-e-taiba.

Because of this forged identity, they would be able to dodge the police. All these details have been clearly mentioned in the Kasab's confession.

Maria has mentioned in his book that if Kasab was not caught alive, the media would have declared him as a Hindu. Maria hasn't said that there was any kind of government pressure or any other conspiracy behind it. He was only talking about the media and also given all the details in the charge sheet. The BJP is only using this as a political tool in their low-class politics.

The leader added that, "The letter written by BJP MLA Atul Bhatkhalkar to CM Uddhav Thackeray has crossed all limits of lying. The Congress government in Maharashtra had formed a committee under retired home secretary Ram Pradhan to probe the 26/11 attack."

On the basis of an interview given by Ram Pradhan to a national daily on the 10th anniversary of the 26/11, he has levelled baseless allegations on former Central Home minister P Chidambaram, he added.

Bhatkhalkar in his letter has said that Chidambaram had asked Ram Pradhan to not to disclose the local connection that was found in the conspiracy. In fact, there is no such mention in the interview given by Ram Pradhan. Pradhan has said in the interview that Chidambaram wanted to see the report. Hence along with the report, some sensitive information was sent to the department separately and those were overlooked. After some time news related to David Headley had surfaced.

Ram Pradhan committee was not set up by the Centre but was set up by the state government and so it was not mandatory for the Centre to inform Ram Pradhan whether cognisance was taken regarding the sensitive information.

"In was during the Congress government that the first terrorist was caught alive due to the bravery of the police force and after following all the due procedures a verdict to hang him was given," said Sawant..

"Everyone has appreciated India's legal system in which even a terrorist was allowed to give his side," he added.
