Australian police arrest man for sending suspicious parcels to foreign consulates

Melbourne, Jan 10: A 48-year-old man has been arrested by Australian Police for allegedly sending dozens of suspicious packages reportedly containing asbestos to diplomatic missions here, including the Indian consulate.

Savas Avan was arrested at his home in Shepparton on Wednesday night hours after at least 10 consulates in Melbourne were forced into lockdown due to suspicious packages.

Authorities are yet to confirm what was in the parcels, but early reports suggested they appeared to contain asbestos.

The Australian federal police and Victoria police said the man was charged with sending dangerous articles to be carried by a postal service, which carries a maximum penalty of 10 years jail.

He was remanded in custody following a Melbourne Magistrates' Court hearing Thursday morning, media reports said.   

A prosecutor told court the deliveries contained asbestos, and Avan did not apply for bail, media reports said.

"Police have so far recovered 29 of these packages, with forensic testing to be undertaken on them to determine the exact composition of the material in them," the federal and state police said in a joint statement.

"Police have identified all intended recipients and have put processes in place to recover the outstanding packages. There is no ongoing threat to the general public."

The Indian and the US consulates on St Kilda Road were among a number across Melbourne and Canberra targeted with suspicious packages on Wednesday, sparking an emergency "hazardous material" response and some evacuations.

It came two days after Sydney's Argentinian consulate was partially evacuated following reports of a suspicious substance.

At least two consulates in Melbourne did not contact authorities about packages until they received an email from the Australian government.

Police said that Avan sent 38 parcels containing asbestos to consulates and embassies in the three cities on January 7.

Police said there was no ongoing threat to the general public.

Avan is expected back in court on March 4.

The first suspect packages were found at three consulates and embassies in Sydney and Canberra earlier in the week,

The Australian Department of Foreign Affairs and Trade said it had sent an email to all Canberra-based diplomatic missions on Wednesday, and then to other consulates across Australia.

"After learning of incidents at three offices in Sydney and Canberra, the DFAT sent a note to all diplomatic missions in Canberra on January 8 alerting them to the possibility of suspicious packages being delivered by mail," a spokesman said.

Ninety per cent of a sample group of coronavirus-recovered patients from a prominent hospital in China's Wuhan city where the pandemic broke out have reported lung damage and five per cent of them are again in quarantine after testing positive for the virus, according to a media report on Wednesday.

A team at the Zhongnan Hospital of Wuhan University led by Peng Zhiyong, director of the hospital's Intensive Care Unit, has been conducting follow-up visits with '100 recovered patients' since April.

The first phase of this one-year programme finished in July. The average age of the patients in the study is 59.

According to the first phase results, 90 per cent of the patients' lungs are still in a damaged state, which means their lungs ventilation and gas exchange functions have not recovered to the level of healthy people, state-run Global Times reported.

Peng's team conducted a six-minute walking test with the patients. They found that the recovered patients could only walk 400 metres in six minutes while their healthy peers could walk 500 metres in the same period.

Some recovered patients have to rely on oxygen machines even three months after being discharged from the hospital, Liang Tengxiao, a doctor from the Dongzhimen Hospital, Beijing University of Chinese Medicine, was quoted as saying by the report.

Liang's team is also conducting follow-up visits with recovered patients aged above 65.

The results also showed that antibodies against the novel coronavirus in 10 per cent of the 100 patients have disappeared.

Five per cent of them received negative results in Covid-19 nucleic acid tests but positive results in Immunoglobulin M (IgM) tests, and thus have to be quarantined again, the report said.

IgM is usually the first antibody produced by the immune system when a virus attacks. A positive result in an IgM test usually means that a person has just been infected by the virus.

It is still unclear if this means these people have been infected again.

The 100 patients' immune systems have not fully recovered as they showed a low level of B cells -- - a primary force for killing viruses in the human body -- but a high level of T cells which only recognise viral antigens outside infected cells.

"The results revealed that the patients’ immune systems are still recovering," Peng said.

The patients also suffered from depression and a sense of stigma. Most of the recovered patients told the team that their families were not willing to have dinner with them at the same table, the report said.

Less than half of the recovered patients have returned to work, it said.

The findings are significant as the coronavirus first emerged in Wuhan city.

Hubei province for which Wuhan is the provincial capital has reported a total of 68,138 confirmed Covid-19 cases till now. The disease has claimed 4,512 lives in the province, according to the official data.

China reported 27 new confirmed Covid-19 cases on Tuesday, including 22 locally-transmitted cases, the National Health Commission (NHC) said on Wednesday.

Jun 4: Mahatma Gandhi’s statue outside the Indian Embassy in Washington DC was vandalised with graffiti and spray painting by unknown persons allegedly involved in the ongoing protests in the US against the custodial killing of African-American George Floyd.

This has prompted the mission officials to register a complaint with the local law enforcement agencies.

The incident is reported to have taken place on the intervening night of June 2 and 3 in Washington DC.

The Indian embassy has informed the State Department and registered a complaint with local law enforcement agencies, which are now conducting an investigation into the incident.

On Wednesday, a team of officials from Metropolitan Police in consultation with the Diplomatic Security Service and National Park Police visited the site and are conducting inquiries.

Efforts are on to clean up the site at the earliest.

Vandalism of the statue of the apostle of peace comes during the week of nationwide protests against the custodial killing of African-American George Floyd in Minneapolis on May 25.

Several of these protests have turned violent which many times has resulted in damage of some of the most prestigious and sacred American monuments.

In Washington DC, protestors this week burnt a historic church and damaged some of the prime properties and historic places like the national monument and Lincoln Memorial.

One of the few statues of a foreign leader on a federal land in Washington DC, the statue of Mahatma Gandhi was dedicated by the then Prime Minister Atal Bihari Vajpayee, in the presence of the then US president Bill Clinton on September 16, 2000, during his state visit to the US.

In October 1998, the US Congress had authorised the government of India to establish and maintain a memorial “to honour Mahatma Gandhi on Federal land in the District of Columbia."

According to the Indian Embassy website, the sculpture of Mahatma Gandhi is cast in bronze as a statue to a height of 8 feet 8 inches. It shows Gandhi in stride, as a leader and man of action evoking memories of his 1930 protest march against salt-tax, and the many padyatras (long marches) he undertook throughout the length and breadth of the Indian sub-continent.

The statue, the design of which was created by Gautam Pal, is a gift from the Indian Council for Cultural Relations (ICCR). The pedestal for the statue of Mahatma Gandhi is a block of new Imperial Red also known as Ruby Red a block originally weighing 25 tonnes reduced to a size of 9'x7'x3'4". It now weighs 16 tonnes.

Bueno Aires, Apr 25: Dozens of prisoners at a jail in Argentina's capital Buenos Aires rioted on Friday demanding urgent health measures after confirmation of a coronavirus case inside the facility.

Police surrounded the prison, which holds around 2,200 inmates, as explosions were heard, news agency reporters at the scene said.

A group of prisoners managed to climb onto a roof, burn mattresses and throw objects at security guards trying to quell the uprising.

Authorities have yet to comment on the riot or whether there are any injuries.

Inmates could be heard shouting demands for a judge to hear their case and for better protection against the pandemic, just a few days after a warden at the Villa Devoto prison was confirmed to have contracted the novel coronavirus.

"COVID-19 in Devoto, genocidal judges," read a banner hung from the prison roof. "We refuse to die in prison," read another.

The inmates are demanding, among other things, that releases that were pending before the pandemic be processed.

Several other riots broke out in prisons last week, including in Florencio Varela in Buenos Aires province where one inmate died and 20 were injured.

Argentina has been in lockdown since March 20 and has recorded more than 3,400 coronavirus cases and 167 deaths.
