Aware of deployment of Chinese ships in Indian Ocean Region, keeping a close eye: Navy

New Delhi, Dec 3: The Indian Navy on Friday said it was aware of the deployment and movement of Chinese naval ships and submarines in the Indian Ocean Region, and that it has “kept a close eye” on them.

sunilAddressing the annual ‘Naval Day' news conference in New Delhi, Navy chief Sunil Lanba said a Chinese nuclear submarine was deployed in the Indian Ocean and it made a port call at Karachi harbour. “As far as People's Liberation Army (PLA) Navy ships and submarines are concerned, the Indian Navy keeps a close eye and monitors their movements. We have maritime domain awareness of the deployment of PLA naval forces in the Indian Ocean Region (IOR).

“We launch surveillance missions in the form of aircraft and ships to keep a track of them. They had started deployment of their submarines from 2012,” he said.

The Chief of Naval Staff said India's primary area of interest was the IOR followed by Strait of Bab el Mandeb and the Strait of Hormuz.

In response to a question on Indian Navy's capabilities in the Pacific region, Lanba said, “The Navy is well within its capabilities to operate in the region.” Lanba also sought to downplay the Bangladesh Navy acquiring its first submarines from China, saying “India has a plan in place that takes into account what is happening in the neighborhood.”

When asked about the South China Sea dispute, the Navy chief said maritime issues should be solved as per United Nations Convention on the Law of the Sea (UNCLOS). He added that the Kalavari Class Scorpene submarine will be commissioned next year.

In Mumbai, Vice Admiral Girish Luthra, Flag Officer Commanding in Chief (FOC-in-C) of the Western Naval Command said the Indian Navy was working on improving physical security of all its bases and assets not just in Maharashtra but in the entire west coast. The Indian Navy, he said, was introducing new technologies for perimeter security and was also increasing patrolling and surveillance and strengthening the response mechanism in case of breaches. Security audits have also been conducted to “observe shortcomings.”

As per its perspective measure, the Indian Navy plans to build next-generation destroyers with a new design which will be more potent and versatile, said Luthra.

He said that INS Kalavari, the first of its six Scorpene class submarines, would be commissioned soon into the Indian Navy. The Navy's six Scorpene-class stealth submarines are being constructed under the much-delayed Project-75 at the Mazagon Dock Shipbuilders Limited (MDL) in collaboration with DCNS, France to augment its depleted and aging underwater fleet.

‘PAK CLAIM BOGUS'

Indian Navy chief Admiral Sunil Lanba on Friday termed the claims made by Pakistan that an Indian submarine had entered into territorial waters, as “bogus”. “There was no Indian submarine deployed in the area where the Pakistani Navy is claiming it to be. As far as repelling a submarine of any nation goes, it is not an easy task and the claim made by Pakistani Navy is totally bogus. We deploy submarines where there is an operational necessity and we will continue to deploy them,” the Navy chief Admiral Sunil Lanba said.

Karachi, May 25: The pilot of the Pakistan International Airlines (PIA)'s crashed plane ignored three warnings from the air traffic controllers about the aircraft's altitude and speed before the landing, saying he was satisfied and would handle the situation, according to a report on Monday.

The national flag carrier's PK-8303 tragedy on Friday, in which 97 people were killed and two miraculously survived, is one of the most catastrophic aviation disasters in the country's history.

The Airbus A-320 from Lahore to Karachi was 15 nautical miles from the Jinnah International Airport, flying at an altitude of 10,000 feet above the ground instead of 7,000 when the Air Traffic Control (ATC) issued its first warning to lower the plane's altitude, Geo News quoted an ATC report as saying.

Instead of lowering the altitude, the pilot responded by saying that he was satisfied. When only 10 nautical miles were left till the airport, the plane was at an altitude of 7,000 feet instead of 3,000 feet, it said.

The ATC issued a second warning to the pilot to lower the plane's altitude. However, the pilot responded again by stating that he was satisfied and would handle the situation, saying he was ready for landing, the report said.

The report said that the plane had enough fuel to fly for two hours and 34 minutes, while its total flying time was recorded at one hour and 33 minutes.

Pakistani investigators are trying to find out if the crash is attributable to a pilot error or a technical glitch.

According to a report prepared by the country's Civil Aviation Authority (CAA), the plane's engines had scraped the runway thrice on the pilot's first attempt to land, causing friction and sparks recorded by the experts.

When the aircraft scraped the ground on the first failed attempt at landing, the engine's oil tank and fuel pump may have been damaged and started to leak, preventing the pilot from achieving the required thrust and speed to raise the aircraft to safety, the report said.

The pilot made a decision "on his own" to undertake a "go-around" after he failed to land the first time. It was only during the go-around that the ATC was informed that landing gear was not deploying, it said.

"The pilot was directed by the air traffic controller to take the aircraft to 3,000 feet, but he managed only 1,800. When the cockpit was reminded to go for the 3,000 feet level, the first officer said 'we are trying'," the report said.

Experts said that the failure to achieve the directed height indicates that the engines were not responding. The aircraft, thereafter, tilted and crashed suddenly.

The flight crashed at the Jinnah Garden area near Model Colony in Malir on Friday afternoon, minutes before its landing in Karachi's Jinnah International Airport. Eleven people on the ground were injured.

The probe team, headed by Air Commodore Muhammad Usman Ghani, President of the Aircraft Accident and Investigation Board, is expected to submit a full report in about three months.

According to the PIA's engineering and maintenance department, the last check of the plane was done on March 21 this year and it had flown from Muscat to Lahore a day before the crash.

In the wake of the COVID-19 pandemic, the Pakistan government had allowed the limited domestic flight operations from five major airports - Islamabad, Karachi, Lahore, Peshawar and Quetta - from May 16.

After the plane tragedy, the PIA has called off its domestic operation.

The new visa regulations requiring international students in the US with an F-1 visa to take at least one in-person course or face the prospect of deportation is likely to "cause uncertainties and difficulties" for some students, the Indian Embassy has said.

"These new modifications at a time when many of the US universities and colleges are yet to announce their plans for the new academic year are likely to cause uncertainties and difficulties for some Indian students wishing to pursue their studies in the US," said a spokesperson of the Indian Embassy.

Responding to media queries, the spokesperson said the Indian government has taken up the matter with concerned US officials.

At the India US Foreign Office Consultations held on July 7, Foreign Secretary Harsh Vardhan Shringla conveyed India's concerns on the matter to Under Secretary of State for Political Affairs David Hale.

According to a recent report of Student and Exchange Visitor Program (SEVP), there were 1,94,556 Indian students enrolled in various academic institutions of the US in January this year. Of these 1,26,132 were males and 68,405 were females.

Noting that partnership in higher education is a key component of the strong people-to-people ties between India and the US, the spokesperson said in the last two decades Indian students in American universities and colleges have been the harbingers of a strong partnership between technology and innovation sectors between the two countries.

The spokesperson hoped that the US authorities would provide adequate flexibility in their visa rule, keeping in mind the extraordinary circumstances created by the COVID-19 pandemic for the Indian students community.

We continue to engage all the stakeholders in the matters, including the US administration officials, Congressional leaders, universities and colleges as well as the Indian students community in the US as we move forward towards the 2020-21 academic year to further strengthen our bilateral partnership in higher education, the spokesperson said.

Announced by the SEVP on July 6, the new rules provide temporary exemptions for nonimmigrant students on F-1 and M-1 visas taking online classes due to the COVID-19 pandemic for the fall semester of the 2020 academic year.

While these modifications do provide some flexibility for US universities and colleges to adopt a hybrid model -- that is a mixture of online and in person classes -- they also restrict international students on F-1 and M-1 visas from taking courses entirely online, the spokesperson said.

Kuala Lumpur, Feb 24: Malaysian Prime Minister Mahathir Mohamad has submitted his resignation to the king, two sources with direct knowledge of the matter told Reuters on Monday, amid talks of forming a new coalition to govern the country.

Mahathir, 94, assumed office in May 2018 for his second stint as prime minister.

A spokesman from the prime minister's office declined to comment, saying only that a statement will be issued soon.

The sources declined to be named as they were not authorised to talk to the media.
