Bengaluru citizens' group moves SC to intervene in Cauvery case

New Delhi, Sep 21: A citizens' group led by philanthropist Kiran Mazumdar Shaw today moved the Supreme Court seeking intervention in the ongoing legal battle between Karnataka and Tamil Nadu over distribution of Cauvery water and protection of drinking water rights of residents of Bengaluru and surrounding districts.

kiranbiaconNoting that it was a dispute between two states, an apex court bench headed by Justice Dipak Misra said it would decide whether the citizens' group can be allowed to intervene in the matter on the next date of hearing.

"We will hear you on September 27, the next date of hearing of the main petition," the bench, also comprising Justice U U Lalit, said.

Senior advocate Harish Salve, appearing for Bangalore Political Action Committee (BPAC) in which Shaw is President and Mohandas Pai the Vice President, said the citizens of Bengaluru need adequate drinking water and their right to life needed to be protected by this court.

Senior advocate Shekhar Naphade, appearing for Tamil Nadu, opposed the submission saying these kind of pleas cannot be entertained in an inter-state dispute of this nature.

"That the present application is being filed by the applicant in the aftermath of the violence that took place in the city of Bengaluru, since the applicant is of the belief that there are extra-ordinary circumstances in the city and its adjoining areas which needs to be addressed through the intervention of this Hon'ble Court," the BPAC plea said.

"There is an acute drinking water problem in the city of Bengaluru and certain other districts of South Karnataka. The annual requirement of Bengaluru city alone is more than 19 TMC of water to be supplied to the citizens by the authorities of the State of Karnataka. The annual drinking water requirements of the Cauvery basin districts including the Bengaluru is roughly about 26 TMC (approximately)," it said.

The apex court today asked Karnataka to release 6,000 cusecs of Cauvery water per day to Tamil Nadu from tomorrow till September 27. Yesterday, the Cauvery Supervisory Committee had asked Karnataka to release 3,000 cusecs water to Tamil Nadu.

BPAC, in its plea filed through lawyer Aparna Bhat, said "the southwest monsoon for the year 2016-17 has miserably failed over most parts of Karnataka and especially in the catchment areas of the Cauvery River. The lack of rainfall is also evident by the reservoir levels in the major reservoirs of the Cauvery basin in Karnataka, which have a huge shortfall of inflows, and thereby the drastic decrease in the storage capacities of the respective reservoirs."

"The approximate live storage of Karnataka's reservoirs (Harangi, Hemavathi, K.R.S and Kabini) as on 16.09.2016 is only 28.77 TMC as against the total drinking water requirements of Bengaluru, Mysuru, Mandya and other Cauvery basin districts which is 26 TMC (approximately)," it said.

If further releases are made to Tamil Nadu, then there would not be enough water available in these reservoirs for supply to the citizens of Bengaluru and other towns, it said.

"This is indeed an alarming situation which requires urgent attention of the relevant authorities, and it is also the need of the hour that the present scenario is brought to the notice of this court," the plea said.

Bengaluru, May 8: Karnataka Chief Minister B S Yediyurappa said his government is clear in its stand on extending every possible help to the farmers. The Chief Minister spoke to the farmer-leaders of the state, who wanted their concerns to be heard and addressed, with regard to the problems the agrarian community has been facing in the wake of the COVID-19 lockdown.

"We will soon make our position clear on supporting the farmers. We will not allow any hindrance to come in the way of agriculture activities," Yediyurappa told the farmer- leaders.

The Chief Minister told the delegation that the pre-monsoon activities are in full swing in the state.

The government has also set up help centres and been providing agriculture equipment on rent, the Chief Minister said. In most of the places, at least 80 per cent of the standing crops have been harvested.

Arrangements have been made to bring equipment from neighbouring states to harvest the standing crop, he said.

Yediyurappa said fertilisers and seeds are available in abundance in the state.

He informed the farmer-leaders about the arrangements made to transport flowers, vegetables and fruits to other states.

Similarly, the market has been developed for the farmers to sell their products, said the Chief Minister.

He said the government is working out a compensation for farmers who lost their crops due to hailstorm in Raichur, Koppal and Ballari. Agriculture Minister B C Patil, Horticulture Minister Narayana Gowda, Revenue Minister R Ashoka, Chief Secretary T M Vijay Bhaskar and Development Commissioner Vandita Sharma were also present in the meeting.

The service initiative during the Lockdown was taken up as per the guidance of Minister for Kannada and Culture C T Ravi.

Wuhan, Feb 6: Chinese multinational conglomerate holding company Tencent has allegedly published "real" data on the novel coronavirus deaths, with briefly listing death toll as 24,589 -- way too higher than over 500 deaths China has officially announced to date.

According to Taiwan News, "Tencent... seems to have inadvertently released what is potentially the actual number of infections and deaths, which were astronomically higher than official figures".

Tencent, on its webpage titled "Epidemic Situation Tracker," showed confirmed cases of novel coronavirus (2019-nCoV) in China as standing at 154,023 - over 10 times the official figure given to the world on February 1.

It listed the number of suspected cases as 79,808, four times the official figure.

"The number of cured cases was only 269, well below the official number that day of 300. Most ominously, the death toll listed was 24,589, vastly higher than the 300 officially listed that day".

Once people noticed this, Tencent immediately updated the numbers to reflect the government's "official" numbers.

"Netizens noticed that Tencent has on at least three occasions posted extremely high numbers, only to quickly lower them to government-approved statistics," said the report.

Some people speculated a coding problem may be behind the real "internal" data but others believe that someone is actually trying to reveal the real numbers.

Tencent was yet to officially comment on these reports.

"According to multiple sources in Wuhan, many coronavirus patients are unable to receive treatment and die outside of hospitals."

There have been multiple reports of Wuhan officials cremating deceased coronavirus victims before they could be added to the official death toll.

The Wall Street Journal reported that the coronavirus numbers coming out of China are "fishy".

If the numbers from the alleged Tencent leak are accurate, it would put coronavirus' mortality rate at almost 16 per cent. By comparison, SARS' mortality rate was 9.6 per cent, reports CCN.

Caijing, an independent magazine based in Beijing that covers societal, political, and economic issues, has also claimed that the Communist Party of China (CCP) is underreporting the extent of the coronavirus outbreak.

Caijing's article on Coronavirus that detailed how Wuhan officials are not reporting real figures was censored in China.

As of Thursday, the official death toll in China rose to 563, with 28,018 confirmed cases.
