Bihar polls: BJP likely to fight 170 seats, offer 73 to allies

New Delhi, Sep 11: The BJP has decided to contest 170 seats in the Bihar assembly polls -- a major chunk in the 243-member house -- leaving 73 seats for its three allies -- LJP, HAM and RLSP, sources here said on Thursday.

Bihar pollsA maximum of 40 seats was likely to go to Ram Vilas Paswan's Lok Janshakti Party, followed by 20 seats to Upendra Kushwaha's Rashtriya Lok Samta Party, and 13 seats to former chief minister Jitan Ram Manjhi's Hindustani Awam Morcha (Secular), according to informed sources.

Sources said the offer has not gone down well with Kushwaha and Manjhi, though they have publicly refrained from conveying their unhappiness.

Union minister Ananth Kumar, who is election in-charge of Bihar, held meetings with Kushwaha and Manjhi separately at his official residence here on Thursday and discussed the seat-sharing formula.

The meetings were also attended by the Bharatiya Janata Party's general secretary in-charge of Bihar Bhupendra Yadav.

According to sources, the BJP has decided a broad formula in which each party will have 6-7 assembly seats in its share for every parliamentary constituency in its kitty.

However, this was opposed by Manjhi as his party has no parliament member, and pitched for seats as per numbers in the present assembly.

Manjhi has 13 MLAs whereas Paswan has no members in the assembly.

As per the formula, the BJP, which has 22 MPs in Bihar, was likely to get around 170 seats.

Paswan's LJP with six MPs was likely to get around 40 seats and Kushwaha's RLSP with three MPs was likely to get around 20 seats.

The BJP has offered 13 seats to Manjhi as his party has 13 MLAs.

Sources said Kushwaha and Manjhi on Thursday got irked with the number of seats offered to them. However, they avoided to air their views in public.

Meanwhile, the RLSP authorised BJP president Amit Shah to take a final call on seat sharing.

"A letter has been written to Amit Shah that he should decide the seat sharing at the earliest. We hope that the BJP would do justice to the seat sharing, keeping all the parties in view. We will accept the decision taken by the BJP," Kushwaha said, soon after meeting Ananth Kumar.

"Whenever such talks take place, it takes time," he added.

Manjhi also reposed confidence in Prime Minister Narendra Modi and Shah.

"Whatever decision the prime minister and the BJP president take, it will be okay with us. We have decided that whatever is in favour of Bihar and the NDA, that route will be taken," said Manjhi.

Ananth Kumar said the decision over seat sharing between the BJP and its allies would be taken in the next 2-3 days.

"We are holding talks with our allies. The seat sharing will be very respectable. We will contest the elections together and will win it," he said.

According to sources, the seat sharing announcement will be made in Patna after convening a meeting of the NDA leaders in a day or two.

Polls to the 243-member Bihar assembly will be held in five phases starting on October 12 and ending on November 5. Counting of votes will take place on November 8.

New Delhi, Apr 18: With 957 new cases of COVID-19 in the last 24 hours and 36 deaths, India's total count of coronavirus cases has surged to 14,792, said the Union Ministry of Health and Family Welfare on Saturday.

The total cases are inclusive of 2,014 cured and discharged patients, one migrated and 488 deaths. At present, there are 12,289 active COVID-19 cases in the country.

Lav Aggarwal, Joint Secretary, Ministry of Health and Family Welfare said that mortality rate due to COVID-19 in our country is around 3.3 per cent.

"An age-wise analysis will tell you that 14.4 per cent of deaths have been reported in the age group of 0-45 years. Between 45-60 years it is 10.3 percent, between 60-75 years it is 33.1 percent and for 75 years, and above it is 42.2 percent," Aggarwal said at a press conference here.

New Delhi, May 8: India's count of COVID-19 cases on Friday rose to 56,342 including 1,886 deaths, according to the Ministry of Health and Family Welfare.

Currently, there are 37,916 active cases while 16,539 COVID-19 positive patients have been cured/discharged and one has migrated.

Maharashtra has the highest number of cases with 18,120 followed by Gujarat with 7,013 cases and Delhi with 5,980 cases.

New Delhi, Jan 16: In trouble brewing for the Gautam Adani-led M/S Adani Enterprises, the Central Bureau of Investigation (CBI) on Thursday said that it has registered a case against former officials of the National Co-operative Consumer Federation (NCCF) and others over alleged irregularities in supply of coal to the Andhra Pradesh Power Generation Corporation (APGENCO) in 2010.

The CBI in its FIR has named Virendra Singh, the then Chairman of the NCCF, G P Gupta, the then MD of the NCCF, S C Singhal, the then Senior Advisor of NCCF, Adani Enterprises Ltd and other unknown public servants and others for criminal conspiracy, cheating and criminal misconduct by public servants.

According to CBI, the case was filed on Wednesday after the preliminary enquiry revealed the crime by the officials named in the FIR and the Adani Enterprises was found to be true.

The FIR alleged that on June 26, 2010, APGENCO floated a tender enquiry for supply of six lakh metric tonnes of imported coal "on free on rail destination" basis to Dr Narla Tata Rao Thermal Station (NTTPS), Vijaywada and Rayalasaleema Thermal Power Plant (RTTP), Kadapa, Andhra Pradesh/RTPP via Kakinada-Vizag-Chennai-Krishnapatnam or any other ports

The same was forwarded by the Chief Engineer, APGENCO to seven PSUs -- PEC Limited, STC Limited, MSTC Limited, NCCF, MMTC, Coal India Limited and SCCL Limited.

The FIR alleged that during the probe, the Adani Enterprises used a proxy company to get the supply contract. It said, "NCCF received bids from six companies -- Adani Enterprises Ltd, Maheshwari Brothers Coal Limited (MBCL), Vyom Trade Links Pvt. Ltd, Swarana Projects Pvt. Ltd, Gupta Coal India Ltd and Kyori Oremen Ltd.

During investigation it was found that Gupta Coal India Ltd had quoted the NCCF margin of 11.3 percent, while the MBCL quoted the margin of 2.25 percent and rest did not quote any margin to the NCCF.

The FIR said the quotes of the Gupta Coal India Ltd, Kyori Oremen Ltd and Swarana Projects Pvt. Ltd were rejected by the NCCF as they were not found to be fulfilling the tender conditions.

"Post tender negotiation was done by senior officials of NCCF to give undue favour to Adani Enterprises Ltd despite it not qualifing the tender (terms)," the FIR said, adding instead of cancelling the bid of Adani Enterprise Ltd, senior management of NCCF conveyed the offer margin to the company through one of its representative -- Munish Sehgal, who was sitting in the NCCF head office. It is prima facie evident that when the bids were being processed at NCCF head office in Delhi, a representative of Adani Enterprises Ltd. was informed regarding their imminent rejection due to non-submission of NCCF margin and also that MBCL was eligible bidder quoted 2.25 percent margin," it alleged.

The CBI in its FIR, further alleged that Adani Enterprises Ltd. had given an unsecured loan of Rs 16.81 crore to Vyom Trade Links Ltd in 2008-09. "And further it was revealed that the bank guarantees of the Adani Enterprises Ltd. and Vyom Trade Links Ltd. were issues by the same branch of the State Bank of India and at the same time," it said.

"It was clear that Adani Enterprises Ltd. presented Vyom Trade Links Ltd. as a proxy company in this particular tender and Vyom Trade Links Ltd. later withdrew its offer on flimsy ground," the CBI FIR said.

"The aforesaid acts of commissions and omissions on the part of the senior management of the NCCF disclose that during their tenure, they acted in a manner unbecoming of public servants and committed irregularities by way of manipulation in the selection of bidders, thereby giving undue favours to Adani Enterprises Ltd. in award of work for supply of coal to APGENCO despite its disqualification," it added.
