Bill targeting H1B visas reintroduced in US Congress

Washington, Jan 5: A bill backing key changes in the H1-B programme that allows skilled workers from countries like India to fill high-tech jobs in the US has been re-introduced in the US Congress by two lawmakers who claim that that it will help crack down on the work visa abuse.plane

The 'Protect and Grow American Jobs Act'makes important changes to the eligibility requirements for H1-B Visa exemptions was re-introduced yesterday by Republican Darrell Issa and Scott Peters – both from California.

The bill among other things increase the minimum salary of H-1B visa to USD 100,000 per annum and eliminate the Masters Degree exemption.

The legislation, they argued, will help crack down on abuse and ensure that these jobs remain available for the best and brightest talent from around the world.

The bill comes after a number of companies -- Disney,SoCal Edisonand others -- have come under fire for abusing the H1B Visa programme to replace American workers with foreign workers.

"In order for America to lead again, we need to ensure we can retain the world's best and brightest talent. At the same time, we also need to make sure programs are not abused to allow companies to outsource and hire cheap foreign labor from abroad to replace American workers," Issa said.

"The legislation we're introducing today does both. It will ensure that our valuable high-skilled immigration spots are used by companies when the positions cannot be filled by the existing workforce," Issa said.

By raising the salary to a level more in-line with the average American salary for these positions, it would help cut down on abuse by removing the profit incentive and ensuring these positions remain available for companies who truly need them, a media release said.

"Curbing abuse of the H1-B system will protect American jobs and help ensure that visas are available for innovators who need them to maintain a competitive workforce," Peters said.

"This bipartisan bill makes one of the much-needed updates to our high-skilled visa system to level the playing field and help prevent companies from taking advantage of the system to offshore jobs," the Congressman said.

The two lawmakers claimed that the legislation would cut down on abuse by eliminating the masters degree exemption, which has become abused as foreign workers seeking H1B Visas have increasingly sought and obtained low-qualitycertificates to meet the requirements for an exemption just to qualify for H1B, instead of keeping the positions open for truly high- skilled positions that companies cannot fill domestically.
The bill had faced opposition last year in Congress.

Reshaping immigration is a central tenet of President- elect Donald Trump's push for companies to invest and hire more in the US.

Trump has listed immigration reform among five executive actions he plans to take on his first day in office. They include asking the Department of Labor to investigate "all abuses of the visa programmes that undercut the American worker."

The Japan government on Monday decided to lift the state of emergency for COVID-19 in Tokyo and four other prefectures of the country, the only places where the measure implemented to curb the pandemic had remained in force.

The lifting of the alert was backed by the coronavirus advisory panel and will be formally approved by the government later day, the economic revitalization minister and head of the working group to coordinate Japan's fight against COVID-19, Yasutoshi Nishimura, said.

The Japanese authorities made the decision after taking into account the number of infections and the situation of the health system in Tokyo, the three neighbouring prefectures of Chiba, Kanagawa and Saitama and the northern Hokkaido, the only ones where the state of emergency declared more than a month ago to control the pandemic remained in effect, reports Efe news.

The health alert was initially declared in Tokyo and six other prefectures on April 17 and subsequently extended across the country.

It allowed local authorities to ban large-scale public events and close bars and restaurants at night, among other measures, while the government has launched a campaign to encourage teleworking and staying at home.

The government resorted to this measure for the first time in the country's recent history to contain the spread of the virus and is now withdrawing it after a sustained slowdown in infections throughout the archipelago, where around 16,600 confirmed COVID-19 cases and 839 deaths have been recorded, according to the latest data.

The group of experts advising the government appreciated the efforts made by citizens to comply with the recommendations to achieve the target of reducing interpersonal contact by 80 percent, top government spokesperson Yoshihide Suga said at a press conference on Monday.

The recommendation for citizens to avoid unnecessary trips outside and the request for non-essential businesses to close were not mandatory nor accompanied by fines or other penalties for non-compliance, unlike the stricter containment measures implemented in other countries.

The government plans to formally approve the lifting of the state of emergency on Monday after consulting with other political parties in parliament and another meeting with the advisory panel, following which Japanese Prime Minister Shinzo Abe will hold a press conference.

The government had already decided to lift the emergency in 39 prefectures on May 14 after they reported a marked decrease in the number of infections, leaving out the more populated regions such as Tokyo and Osaka.

To avoid new outbreaks of the virus, Abe has urged people to become accustomed to a "new lifestyle" that includes maintaining social distancing, the use of masks outside as well as a series of guidelines for the reopening of shops, restaurants and public facilities.

New Delhi, Jun 1: Actor Kendrick Sampson, who stars in HBO series Insecure, was struck by rubber bullets as Los Angeles police officers tried to disperse a crowd protesting George Floyd”s death in Minneapolis.

Floyd, a black man, died last Monday in Minneapolis, Minnesota after a white police officer pressed his knee on his neck for more than eight minutes. The officer was arrested on Friday and charged with third-degree murder.

The actor went live via Instagram on Saturday to show his view of events, but he could be also be seen on a CNN broadcast simultaneously, with viewers watching him get hit by a police baton on TV.

Sampson posted several videos on his page of a large demonstration at Pan Pacific Park near the city”s Fairfax District, where violent clashes took place throughout the day outside the Grove shopping center.

In one video, LAPD officers can be seen firing rubber bullets to try and regain control at the park.

“They shot me four times already. I already got hurt and I got hit with a baton,” Sampson said in the video on Instagram.

Another clip showed him moving away from the police, as he appeared to be hit by an officer”s baton.

“Y”all ain”t see no police f*****g up white folks when they took guns to the statehouse,” he said, referring to an incident in Michigan over coronavirus restrictions, not in California. “Y”all didn”t see police attacking white folks, beating em up with batons, shooting them with rubber bullets when they brought guns to f*****g state houses. We came up here with no weapons, with masks.… And we”re the ones who are not peaceful,” Sampson alleged.

Protests turned violent over Floyd”s death and other police killings of black people spread Saturday in dozens of US cities, with police cars set ablaze, reports of injuries mounting on all sides, shops and showrooms vandalised amid the lockdown.

London, Mar 27:  British Prime Minister Boris Johnson said Friday he has tested positive for the new coronavirus, but remains in charge of the U.K.'s response to the outbreak.

Johnson's office said he was tested on the advice of the chief medical officer after showing mild symptoms.

It said Johnson is self-isolating at his 10 Downing St. residence and continuing to lead the country's response to COVID-19.

In a video message, Johnson said he had a temperature and a persistent cough.

Over the last 24 hours I have developed mild symptoms and tested positive for coronavirus.

I am now self-isolating, but I will continue to lead the government’s response via video-conference as we fight this virus.
