BJP?sees Rs 190-cr scam in rural development dept

May 7, 2016

Bengaluru, May 7: The BJP on Friday said a lot of procedural and financial irregularities had taken place in the establishment of water testing laboratories and purchases made by the Rural Development and Panchayat Raj (RDPR) department.shattal

Leader of Opposition in the Legislative Assembly Jagadish Shettar told reporters that the department spent Rs 190 crore to establish water quality testing labs in 146 taluks since 2014. RDPR?Minister H?K Patil encouraged nepotism and is directly involved in the scam. The government must cancel the tender for the works and order an inquiry, he demanded.
The senior BJP leader released some documents to support his claims. However, he did not come out with any documentary evidence to show Patil's direct involvement.

Shettar said a certain Prasad Rayapati had got the tenders through his companies in three phases to establish the labs. In the first phase, the work orders were issued for establishing labs in 80 taluks. In the second phase, the work orders were given to Prasad in deviation of the tender process. In the final phase, tenders of other bidders were rejected on technical grounds to help Prasad as he remained the sole bidder.

Rules were changed'
Shettar said that to participate in the tender process, contractors/participants should be either manufacturers or dealers of the products required for a project. Though Prasad was ineligible to participate in the tenders, the department changed the rules to help him. The department stated the work could be taken up in association with another company.

The rules specify that the contractors, of their five years' existence in business, should have transacted business worth Rs 57 crore in two years. To fulfill this norm, Prasad has tied up with Srinivasa Constructions India and gained backdoor entry, Shettar said.

Prasad had not submitted insolvency certificate worth Rs 15 crore, which is compulsory. Prasad and the companies which he has created - Ray Environ - and Global Technologies, Sawant Instrument Private Limited, Hyderabad and Gen Next Lab Technologies, New Delhi have illegally submitted the certificates to get the work orders, he charged.

Shettar said there have been financial irregularities in water testing too. For instance, officials have written to the department that the firm floated by Prasad has taken money without carrying out lab tests on borewell waters. Lab reports have been submitted even for those borewells which have been defunct, he pointed out.

Mangalore, Jun 3: One man was arrested by the Crime Branch of city police from Mangalore for allegedly having links with gangster Ravi Pujari, Joint Commissioner of Police (Crime) Sandeep Patil said on Wednesday.

According to the police, the man identified as Ghulam has been sent to 10-day police custody.

"During the investigation of a case related to Ravi Pujari, it was found that one Ghulam is a close associate of Pujari and had helped him in extortion and other illegal activity. Ghulam was arrested from Mangalore. He was produced before a court and sent to 10-day police custody," Patil said.

The senior police officer said that further investigation is on in the matter.

Pujari, who was wanted in several cases including ones related to heinous crimes like murder and extortion, was brought to Bengaluru earlier this year from Senegal. He had reportedly gone underground two decades ago and had allegedly been carrying out illegal activities from abroad.

Bengaluru, Jan 7: Slogans of ‘Inquilab Zindabad’ rent the air at Town Hall on Monday evening as thousands of students, social activists, lawyers, doctors and theatrepersons among others staged a protest to denounce Sunday’s attack on the students and faculty of New Delhi’s Jawaharlal Nehru University (JNU).

“This is unacceptable. As students living in hostels, we are now worried about our safety,” said Prakruthi Kishore, a student of National Law School of India University (NLSIU), Bengaluru.

Rishi Kumar, a student of Indian Institute of Science, pitched in. “JNU is an extremely protected university located in the national capital. It’s surprising that such an incident occurred amid tight security.”

Delhi police and the government need to wake up and take stringent action against the goons, Kumar said, adding: “Students can’t be treated like puppets. The government needs to act immediately.”

“The government is behaving shamelessly by sending goons to threaten students and professors of JNU,” said Alokanath Pandit, a lawyer.

With “Zor se bolo-azadi, tum din me maaro-azadi, hum raat me ayenge-azadi,” drowning the cacophony of traffic at the intersection, the sloganeering reached a crescendo around 6pm as the protesters raised their hands in a show of solidarity with the beleaguered JNU community.

Theatrepersons Prasanna and Arundathi Nag, farmer leader Kodihalli Chandrashekar and social activists Tara Krishnaswamy and Srinivas Alavilli were present at the protest venue. “It is not fair that educational institutions are now becoming the target. First, they hiked fees and now they are attacking students. What is the government doing,” Arundathi asked.

“JNU has always been an institution which has raised its voice against atrocities across the country as its students harbour no fear. This is an alarm bell for the country and the government to wake up. Students are the future and can’t be targeted,” she added.

Chandrashekar said Narendra Modi is unfit to be the Prime Minister as he doesn’t keep his word. “Modi said he will help farmers but has done nothing for them. He said he will provide employment to students but is now making them furious,” he said.
