Bombay HC judge who read down beef ban is now Chief Justice of Karnataka

Mumbai, Apr 11: Mumbai’s loss is Karnataka’s gain. The Supreme Court collegium on Monday recommended the appointment of Justice Abhay Oka, the senior-most Bombay high court judge, as chief justice of Karnataka high court.

“Having regard to all relevant factors, the collegium finds Justice Oka suitable in all respects for being appointed as chief justice of the Karnataka high court,” said the collegium, comprising Chief Justice of India Ranjan Gogoi, Justices Sharad Bobde and N V Ramana. Karnataka high court Chief Justice Dinesh Maheshwari was elevated to the Supreme Court in January.

Justice Oka is known for judgments in high profile cases, including Maharashtra’s beef ban law, and is considered among lawyers and litigants as one of the most public-spirited judges in Bombay high court. He is credited with landmark judgments on noise pollution, illegal hoardings, potholes, unauthorized buildings and environment.

In August 2016, a bench headed by Justice Oka had ordered a crackdown on noise pollution and illegal pandals on public roads in Mumbai. A year later, with the bench castigating the state for trying to dilute silence zone norms, the government asked the then Chief Justice Manjula Chellur to transfer the noise pollution matters alleging that one of the judges was “harbouring a serious bias” against it. Chief Justice Chellur withdrew the case from him and passed an administrative order to place it before another bench. This unprecedented incident led to condemnation from citizens, lawyers and Bombay Bar Association, all of whom rallied to support Justice Oka. The state tendered an unconditional apology and withdrew its allegations.

While the judge helmed a bench that upheld the law banning slaughter of bulls, bullocks and cows, he quashed provisions that criminalized possession of beef brought from outside the state.

He had thrice struck down Maharashtra’s amnesty scheme for illegal constructions before December 2015, saying authorities should show “zero tolerance”. He also ruled that citizens have a fundamental right to “good pothole- free roads and pathways”. In 2018, a bench headed by him confirmed a 2005 order that banned construction and dumping of garbage and debris on mangroves. Last week, he ruled Maharashtra can’t force project-affected persons to live in polluted Mahul.

Wayanad, Apr 21: Panic gripped residents of Mananthavady and Mepaddi regions of the district after several cats in the region were found dead.

A group of people approached authorities after which the Animal Husbandry Department tested samples from the carcasses and found that the cat deaths were caused by Feline Parvovirus, which does not transmit to humans.

Speaking to ANI, Dr D Ramachandran, Chief Veterinary Officer, Wayanad said that Feline Parvovirus affects cats and vaccines are available to protect cats and keep the virus at bay.

"There were incidents of cat deaths in Mananthavady and Meppadi region of Wayanad district creating panic among the local residents. The officials of the Animal Husbandry department visited the spots for epidemiological investigations. The samples were collected and sent to the State Institute of Animal Diseases, which confirmed that the deaths were due to Feline Parvovirus. There is no need to worry as this virus does not spread to humans," he said.

A cat owner in Meppadi said that within a span of two-three days, over 13 cats had died in the region.

"We are afraid of these sudden cat deaths amidst coronavirus outbreak. We have informed the Health Department and Animal Husbandry department. Officials came here and collected the samples," she said.

Bengaluru, Jul 26: Today, one of the Co-founders of Infosys, SD Shibulal announced that over the last three days (22nd - 24th July) his family members have sold a portion of (representing approximately 0.20 per cent of the paid-up equity share capital) their holding in Infosys Ltd on the stock exchanges.

Proceeds from the partial stake monetization will be utilized for a combination of philanthropic and investment activities.

The sale was executed by Citigroup Global Markets India Private Limited as the Sole Broker.

The Founders, have served Infosys in various capacities, since its inception in 1981 until October 2014. Over the three decades, the Founders have nurtured the company transforming it into one of the professionally run companies in India with a global presence.

Mangaluru, Mar 29: The state government has lifted the restrictions on the movement of chicken and eggs, thus ensuring the availability of protein-based nutrition to consumers.

Due to the 21-day lockdown in the State, police and other regulatory authorities were not allowing movement of poultry products, which not only had affected the entire poultry sector but also the consumers. The Karnataka Poultry Farmers and Breeders Association (KPFBA) had made a representation to the government to lift the restrictions.

The Secretary of Animal Husbandry and Fisheries, A B Ibrahim in a circular dated March 27, 2020 night , said that the minimal husbandry sector came under essential services and is given exemption during the lockdown period. He cited the letter which provides for the exemption, issued by the Government of India Home Secretary and the Union Joint Secretary of Animal Husbandry and Dairying.
