BRICS nations ask all states to prevent terrorist activities from their soil

Rio de Janeiro, Jul 27: India along with other BRICS nations on Friday called on all states to prevent the financing of terrorist networks and terrorist actions from their territories, as they condemned terrorism in all its forms and manifestations.

During the meeting of the BRICS (Brazil, Russia, India, China and South Africa) Ministers of Foreign Affairs/International Relations in Rio de Janeiro, the five nations called for concerted efforts to fight terrorism under UN auspices on a firm international legal basis.

India was represented by Minister of State for Road Transport and Highways Gen (retd) V K Singh. The five nations recognised the primary role of states and their competent bodies in preventing and countering terrorism.

The ministers of these countries expressed their conviction that a comprehensive approach is necessary to ensure effective results against terrorism.

The comprehensive approach should include countering radicalisation, recruitment, travel of foreign terrorist fighters, blocking sources and channels of terrorist financing, dismantling terrorist bases and countering misuse of the Internet by terrorist entities through misuse of the Information and Communication Technologies (ICTs), a statement released after the meeting said.

The ministers deplored recent terrorist attacks, including in some BRICS countries. They condemned terrorism in all its forms and manifestations wherever and by whomsoever committed, the statement said.

They described terrorist acts as criminal and unjustifiable, which should not be associated with any religion, nationality, ethnic group or civilization.

They recalled the responsibility of all states to prevent the financing of terrorist networks and terrorist actions from their territories, the statement said. The statement did not mention the name of any country.

The ministers also called for an expedited adoption of the Comprehensive Convention on International Terrorism in the UN General Assembly.

They emphasised the importance of preventing and combating the financing of terrorism. To address the threat of chemical and biological terrorism, they emphasised the need to launch multilateral negotiations on an international convention for the suppression of acts of chemical and biological terrorism, including at the Conference on Disarmament, the statement said.

They recognised progress that has been made on BRICS cooperation in countering terrorism through the BRICS Working Group on Counter Terrorism.

The five nations also reaffirmed their commitment to support international cooperation in combating illicit financial flows from all types of criminal activity, including within the Financial Action Task Force (FATF) and the World Customs Organisation.

They underscored the importance of improving mutual exchanges and data sharing. They emphasised the importance of upholding and supporting the objectives of FATF, as well of intensifying cooperation to implement and improve its standards on combating Money laundering and the financing of terrorism and proliferation.

The ministers exchanged views on key issues on the international agenda. They also reviewed with satisfaction the progress of BRICS cooperation featuring mutual respect and understanding, equality, solidarity, openness, inclusiveness and mutually beneficial cooperation.

The ministers agreed to further deepen BRICS three-pillar-driven cooperation in the areas of economy, peace and security and people-to-people exchanges.

They reaffirmed the commitment to upholding and respecting international law and to an international system in which sovereign States cooperate to maintain peace and security, advance sustainable development and ensure the promotion and protection of human rights and fundamental freedoms for all.

They underlined support for multilateralism and the central role of the UN in international affairs, and the commitment to uphold the purposes and principles enshrined in the Charter of the United Nations.

They reiterated the urgent need to strengthen and reform the multilateral system, including the UN, the WTO, the IMF, and other international organisations.

The international system, including international organisations, in particular the United Nations, should promote the interests of all, they said.

The Ministers reaffirmed the commitment to the principles of mutual respect, sovereign equality, democracy, inclusiveness and strengthened collaboration, and to build a brighter shared future for the global community through mutually beneficial cooperation.

The Ministers recalled the 2005 World Summit Outcome document and reaffirmed the need for a comprehensive reform of the UN, including its Security Council, with a view to making it more representative, effective, and efficient, and to increase the representation of the developing countries so that it can adequately respond to global challenges.

China and Russia reiterated the importance they attach to the status and role of Brazil, India and South Africa in international affairs and support their aspiration to play a greater role in the UN, the statement said.

They underscored the importance of sustained efforts aimed at making the United Nations more effective and efficient in implementing its mandates, it said.

Italian researchers have claimed that they have successfully developed a vaccine to contain coronavirus (COVID-19) which is likely to work on humans, a report said.

Luigi Aurisicchio, CEO of Takis, the firm developing the medication, said that a coronavirus candidate vaccine has neutralised the virus in human cells for the first time, the Arab News reported.

"This is the most advanced stage of testing of a candidate vaccine created in Italy. Human tests are expected after this summer," Aurisicchio was quoted as saying to Italian news agency ANSA.

"According to the Spallanzani Hospital, as far as we know we are the first in the world so far to have demonstrated neutralisation of the coronavirus by a vaccine. We expect this to happen in humans too," he added.

The researchers experimented with the vaccine on mice that had successfully developed antibodies that blocked the virus from infecting the cells. They further observed that the five vaccine candidates generated a large number of antibodies, and selected two with the best results.

All of the vaccine candidates currently being developed are based on the genetic material of DNA protein "spike", the molecular tip used by the coronavirus to enter human cells.

They are injected with the so-called "electroporation" technique, which consists of an intramuscular injection followed by a brief electrical impulse, helping the vaccine break into the cells and activating the immune system, the report said.

Researchers believe that this makes their vaccine particularly effective for generating functional antibodies against the "spike" protein, in particular in the lung cells, which are the most vulnerable to coronavirus.

"We are working hard for a vaccine coming from Italian research, with an all-Italian and innovative technology, tested in Italy and made available to everyone," Aurisicchio was quoted by the Arab News report.

"In order to reach this goal, we need the support of national and international institutions and partners who may help us speed up the process," he noted.

The total number of COVID-19 infections, fatalities and recoveries since the pandemic began has risen to 213,013 in the country.

Paris, Jun 13: The coronavirus pandemic has killed 425,000 people since it emerged in China late last year, according to an AFP tally of official sources at 0130 GMT on Saturday.

A total of 425,282 deaths have now been recorded from 7,632,517 cases.

Europe has registered 186,843 deaths from 2,363,538 cases, but the epidemic is progressing most rapidly in Latin America, where there have been a total of 76,343 deaths recorded from 1,569,938 cases.

The United States remains the country with the most recorded deaths at 114,643, ahead of Brazil which on Friday became the second worst-hit nation with 41,828 deaths. Britain is next with 41,481 deaths, followed by Italy (34,223) and France (29,374).

Seoul, Apr 26: A train presumed to belong to North Korean's Kim Jong-un has been spotted at a station in the state's eastern coastal town of Wonsan amid speculation about the leader's health, a US monitor said on Sunday, citing commercial satellite imagery on the region, Yonhap news agency reported.

According to 38 North-- a website devoted to analysis about North Korea, the imagery showed a train "probably belonging to Kim Jong Un parked at the Leadership Railway Station servicing his Wonsan compound since at least April 21."

"The approximately 250-metre long train, although partially covered by the station's roof, can be seen at a railway station reserved for use by the Kim family. It was not present on April 15 but was present on both April 21 and 23," it said.

"The train's presence does not prove the whereabouts of the North Korean leader or indicate anything about his health, but it does lend weight to reports that Kim is staying at an elite area on the country's eastern coast," it added.

The report came as rumours about his health have spread as Kim apparently skipped an important annual visit to the Kumsusan Palace of the Sun on the occasion of the April 15 birthday of late state founder and his grandfather, Kim Il-sung.

CNN intensified the speculation by reporting earlier last week that the United States is looking into intelligence that Kim is "in grave danger" after surgery.

Seoul officials have disputed recent media reports about Kim, saying there have been no unusual signs from the North. Some said that Kim is presumed to be staying in Wonsan for unspecified reasons.

Washington has also dismissed the reports, with US President Donald Trump calling such reports "incorrect" in a press briefing late last week.

On Saturday, other media reports stated that China has dispatched a team of medical doctors and officials to North Korea "to advise on" Kim, citing multiple unnamed people familiar with the situation.

North Korea's state media, however, has not made any mention of Kim's public activity for two weeks since he was last seen in April 11 presiding over a major party meeting, though it has reported on his handling of routine state affairs, such as sending diplomatic letters.
But not all speculation has proven to be false.

When he was absent from public for about a month in 2014, speculation arose about his health and a political crisis in the secretive state. He later reemerged with a cane and a limp reportedly after having a cyst removed from his ankle.

The 36-year-old leader is known to have various health problems apparently caused by obesity and heavy smoking. He took office as leader of the communist state after his father, Kim Jong-il, died of a heart attack in late 2011.
