Bureaucrats not granting clearances due to CAG, CVC fear: PM

CVC_fearNew Delhi, Jan 17: Facing accusations of policy paralysis, Prime Minister Manmohan Singh today admitted that growth rate had slowed down because clearances were not granted to infrastructure projects for the fear of CAG and CVC.

He asked the people to judge the record of his government while closely scrutinising that of opposition governments.

Addressing the AICC session here, he rued that his government was not getting the "credit it deserves" even though the country has seen the average growth of 7.9 per cent over the last nine years despite two bouts of global recession.

With the upcoming Lok Sabha polls apparently in his mind, Singh said the people should compare his government's performance while "closely scrutinising" the record and claims of others, particularly in the context of inclusiveness, an apparent reference to BJP's Prime Ministerial candidate Narendra Modi.

The Prime Minister said that the recent election results were disappointing, but stressed there was no reason for despair as the party could still win the Lok Sabha polls with an effective strategy under the leadership of Rahul Gandhi.

"We agree that there are certain domestic reasons responsible for the slowdown in our growth rate.Infrastructure projects do not get expeditious clearances. Bureaucrats are hesitant to take decisions fearing that CVC and CAG will raise questions over their decisions," he said.

He was apparently referring to the questions raised by CAG over various decisions including in coal blocks allocation and 2G spectrum.

Singh asserted that his government was taking steps to remove such "obstacles" as he cited that the projects worth Rs 5 lakh crore had been cleared by the Cabinet. "It will take some time for our efforts to bear fruit."

Talking about efforts to deal with corruption, he said these issues are being dealt with as per law, although his government has followed the earlier policies in the allocation of coal blocks and 2G spectrum.

"Now we have changed the system completely. Now the allocation of 2G spectrum and coal blocks is being done only through auction. In future, there is no scope of corruption in these areas," he said.

New Delhi, Jan 10: The Supreme Court while hearing petitions challenging restrictions in Jammu and Kashmir on Friday stated that the right to access the internet is a fundamental right under Article 19 of the Constitution of India.

"It is no doubt that freedom of speech is an essential tool in a democratic setup. The freedom of Internet access is a fundamental right under Article 19(1)(a) of the Constitution," a two-judge bench headed by Justice N V Ramana stated while reading out the judgment.

The top court said that Kashmir has seen a lot of violence and that it will try to maintain a balance between human rights and freedoms with the issue of security.

It also directed the Jammu and Kashmir administration to review the restrictive orders imposed in the region within a week. “The citizens should be provided highest security and liberty,” the apex court added.

The top court made observations and issued directions while pronouncing the verdict on a number of petitions challenging the restrictions and internet blockade imposed in Jammu and Kashmir after the abrogation of Article 370 in August last year.

The Supreme Court had on November 27 reserved the judgment on a batch of petitions challenging restrictions imposed on communication, media and telephone services in Jammu and Kashmir pursuant to revocation of Article 370.

The court heard the petitions filed by various petitioners including Congress leader Ghulam Nabi Azad and Kashmir Times editor Anuradha Bhasin.

The petitions were filed after the central government scrapped Article 370 in August and bifurcated Jammu and Kashmir into two Union Territories -- Jammu and Kashmir and Ladakh. Following this, phone lines and the internet were blocked in the region.

The government had, however, contended that it has progressively eased restrictions.

Ayodhya,  Aug 5: The Saryu Ghat was seen decorated ahead of the foundation stone-laying ceremony of the Ram Temple in Ayodhya on Wednesday.

In wake of the COVID-19 pandemic, sanitisation work was also done at the Hanuman Garhi temple in the morning ahead of the Prime Minister's visit. Strict security and COVID-19 protocols will be followed at the temple.

Prime Minister Modi will perform 'pooja' at Hanuman Garhi and Shree Ramlala Virajman before performing 'bhoomi pujan' of the Ram Temple in Ayodhya, the Prime Minister's Office (PMO) had informed on Tuesday.

He will unveil a plaque to mark the laying of the foundation stone and also release a commemorative postage stamp on 'Shree Ram Janmabhoomi Mandir'.

Around 175 eminent guests have been invited for the ‘bhoomi pujan’ of the Ram Janmbhoomi Mandir. Besides Prime Minister Modi, RSS chief Mohan Bhagwat, Mahant Nritya Gopaldas Maharaj, Uttar Pradesh Governor Anandiben Patel and Uttar Pradesh Chief Minister Yogi Adityanath will be present on stage.

"175 eminent guests have been invited for the ‘bhoomi pujan’ of Shri Ram Janmbhoomi Mandir. 135 Pujya Sants belonging to 135 spiritual traditions will be present in the programme. Some eminent citizens of Ayodhya have also been invited," as per Shri Ram Janmbhoomi Teerth Kshetra.

New Delhi, Jul 30: Preparing for a long haul in the Eastern Ladakh sector in extreme winters, the Indian Army has an edge over the Chinese as it has deployed 35,000 troops there who have already done tenures in high altitude and cold conditions.

The Indian troops deployed there are mentally prepared for tackling the weather and terrain.
In contrast, the Chinese troops deployed along the Line of Actual Control (LAC) are not used to these conditions as they have been brought from mainland China and are not accustomed to high altitude extreme cold weather conditions.

"We are preparing to provide extreme cold weather portable cabins for around 35,000 troops that have been deployed in the Eastern Ladakh sector," government sources said.

"Our soldiers deployed there have already done a tenure or two in Siachen, Eastern Ladakh or Northeast and they are physically and mentally prepared for a longer deployment there," they said.

The Chinese soldiers deployed on the Indian front include mainly conscripts who join the PLA for a period of 2-3 years and then return to their normal lives, sources said.

Indian and Chinese troops are engaged in a standoff situation all along the LAC in Eastern Ladakh from sub-sector north with both sides having deployed around 40,000 troops against each other over there.

The two sides have disengaged at three friction points including Patrolling Point 14, PP-15 and PP-17 and PP-17A.

At PP-17 and 17A, the Chinese have now maintained a small element of close to 50 troops and the remaining elements have gone back into their permanent locations.

The sources said the Army is also not much bothered about the Chinese build-up along the LAC as it has got more than two additional divisions from outside Ladakh sector.

India Army has more troops than what the Chinese have brought there, they said.

For the winter deployment, the Army already has a sizeable stock of clothes and habitat for troops as the Indian army deploys troops at the world's highest battlefield Siachen glacier and is prepared.

For additional requirements, the force is in the process of placing orders for additional tents and shelters from indigenous as well as foreign vendors.

The time for summer stocking is on and we are going to get the additional cabins and tents by that time, the sources.

Months of June, July, and August are considered to be the best time for stocking winter rations and ammunition. The snowfall is expected to start soon in the Eastern Ladakh area where the temperature is already low.

Prime Minister Narendra Modi's government has given financial powers of Rs 500 crore per procurement to the defence forces to address any type of shortages of weapons, ammunition, and habitat.
