Cabinet defers decision on notifying?rules to Real Estate Act

Bengaluru, May 31: The state Cabinet on Tuesday deferred taking a decision on notifying the final rules for the Real Estate (Regulation and Development) Act, 2017.RealEstate

Briefing reporters after the meeting, Law Minister T?B?Jayachandra said discussions on notifying rules to the Act, which aim at protecting consumers' interests and enhancing transparency in the real estate sector, remained inconclusive. “We will take a decision on the issue at the next Cabinet meeting,” he said.

Asked whether there was a demand from a section of ministers that rules should not be applicable for on-going projects, Jayachandra replied in the negative. As per the draft rules, all developers will have to register under-construction projects with the regulatory authority within three months of the implementation of the Act.

Housing Minister M?Krishnappa has been on record stating that the final rules will be notified by May 31. Jayachandra also evaded a direct reply to a query whether the state government was considering bringing changes in the model RERA rules recommended by the state. Sources said the state government will seek legal opinion whether the Act will be applicable to projects taken up by Bangalore Development Authority and Karnataka Housing Board.

The Cabinet also cleared a proposal for setting up Ayush units in all taluk hospitals in the state, Jayachandra said.

The Cabinet gave its approval for the chief minister's “Anila Bhagya Scheme'' of providing free gas connections and stove to five lakh poor families, which have not qualified under the Centre's Ujjwala scheme, the minister added.

The Cabinet gave its approval for developing 10,000 hectares of good quality cashew orchards over the next five years at a cost of Rs 10 crore.

Other Cabinet decisions

*Approval for construction of 25 new polytechnics at a cost of Rs 200 crore.

*Approval for construction of 23 women's hostels attached to the polytechnics at a cost of Rs 46 crore.

*Rs 300 crore to be released for development of 1,000 'model' village under CM's Gram Vikas scheme.

*Approval of Rs 25 crore for silver jubilee celebrations of Kannada University, Hampi, including construction of an auditorium.

*Entry tax concession for National Thermal Power Corporation for executing its 4,000 MW?Super Thermal Plant at Kudagi in Vijayapura district.

*Approval of Rs 54.51 crore as state's share for computerisation of 5,292 primary agricultural cooperative credit society under Nabard scheme.

*Additional incentive of Rs 17 per quintal of sales for fair price shop owners who install point of sale machines.¬

Wayanad, April 7: The Kerala government has allowed people from border villages of Karnataka and Tamil Nadu to use medical facilities at Wayanad.

"We have opened our borders to people from neighbouring states who require medical facilities in Kerala. Twenty-nine people from Bairakuppa in Karnataka have used medical facilities in Wayanad and 44 from Tamil Nadu," Kerala Chief Minister Pinarayi Vijayan said on Monday.

Bairakuppa, a small village in Karnataka, is separated by the river Kabini from Wayanad district and the residents there depend on the healthcare facilities available in Wayanad.

Speaking to news agency, Adeela Abdulla, District Collector of Wayanad, said that instructions have been issued to allow people from neighbouring states of Karnataka and Tamil Nadu, who need medical facilities, to cross the border.

"Right from the start of the lockdown, we have not restricted individuals from Bairakuppa region in Mysore district to use the medical facilities in Wayanad as people in that region depend on medical facilities in Wayanad," she said.

Bengaluru, Aug 4: Muzrai Department of Karnataka on Tuesday issued a circular requesting all temples in the state to perform special puja on Wednesday following the 'bhoomi pujan' for Ram Temple in Ayodhya.

The circular was issued on the directions of Chief Minister BS Yediyurappa, Commissioner's Office, Hindu Religious Institutions and Charitable Endowments Department Karnataka said.

Prime Minister Narendra Modi is scheduled to lay the foundation stone of the Ram temple in Ayodhya on August 5.

The construction of Ram temple will begin in Ayodhya after the foundation ceremony in which various dignitaries from political and religious fields are scheduled to participate.

The apex court, on November 9 last year, had directed the Central government to hand over the site at Ayodhya for the construction of a Ram temple.

The formation of Shri Ram Janmabhoomi Teertha Kshetra Trust was announced on February 5 for the construction of Ram temple at Ayodhya. The Trust has been mandated by the Central government to oversee the construction of Ram temple in Ayodhya.

Bengaluru, Jun 29: The results of second pre-university and the Secondary School Leaving Certificate examination results will be out by July last week and August first week, Karnataka Primary and Secondary Education Minister S Suresh Kumar said on Monday.

Instead of giving general promotion to the 10th and 12th standard students as the Central Board of Secondary Education and other states have done, the Karnataka government decided to hold the examination defying the coronavirus scare.

"We are trying to get the SSLC results out by the first week of August.The PUC results will be out in the last week of July," the minister told reporters in Bengaluru.

Amid reports of schools increasing the school fees ignoring the government's direction, the minister said he has got reports that 1,150 schools have increased their fees of which action has been taken against 450 schools.

"We have directed all the schools not to increase the fees in view of the coronavirus scare.

It is a peculiar year.Humanity says no one should increase fees.

We have set up a helpline. If we come across such practices, we will initiate action," Kumar said.

He said an officer has been entrusted to look into the complaints against schools.

Speaking about online classes for kindergarten students, the minister said such classes are not allowed.

The schools can hold talks with parents twice a week about grooming their children.

Kumar said a decision on opening kindergarten schools will be taken after July 5.

He, however, conceded that most parents are unwilling to send their children to school.

The government is gathering the opinion of parents based on which a decision would be taken, he added.

Regarding education to students from Class one to Class 10, Kumar said the Centre has given guidelines, which will be followed.

The state has formed an expert committee to recommend guidelines on education to children from Class I to Class six.

"Once the committee report comes, we will formulate regulations," Kumar added.
