Cabinet meet: Prohibitory orders around Vidhana Soudha

Bengaluru, Jul 11: As the stage is set for a major political showdown starting on Thursday in the wake of a spate of resignations threatening the existence of the coalition government in Karnataka, Bengaluru Police Commissioner Alok Kumar has issued prohibitory orders under section 144 of the Criminal Procedure Code, restricting the gathering of more than five persons and any form of protests within the two-km area around the Vidhana Soudha.

The police commissioner issued the orders on Wednesday night, taking into account intelligence inputs.

The prohibitory orders came into effect on Thursday when Chief Minister H D Kumaraswamy is scheduled to chair a cabinet meeting in the backdrop of 16 MLAs, including Housing Minister M T B Nagaraj, resigning and two Independent legislators -- R Shankar and H Nagesh -- withdrawing support to the Congress-JD(S) coalition government on Wednesday.

Assembly Speaker K R Ramesh Kumar is yet to accept the resignations of the MLAs. Kumar has said he has to first hear the legislators. He has also pointed out that of the 16 resignations of the MLAs, only five were in the proper format.

The developments surfaced well ahead of the Assembly session starting Friday.

The opposition Bharatiya Janata Party (BJP) has asked Kumaraswamy to step down, claiming that his government has lost the majority.

The saffron party has also urged the governor to step in following the crisis.

"We have petitioned the governor seeking his intervention. We may even move a no-confidence motion against the government. We will urge the governor to direct the government to prove its majority," BJP MLC and party spokesperson N Ravikumar said.

'Unnecessary tests; too expensive': Dr Srinivas Kakkilaya slams Karnataka's covid-19 protocol

Mangaluru, May 23: Criticising the Karnataka government's fresh protocol for management of Covid-19 as expensive, a prominent physician in the city has demanded its withdrawal.

According to Dr B Srinivas Kakkilaya, the protocol released by the Health and Family Welfare Department on May 15 enlists unnecessary and unconfirmed tests and treatments.

The protocol has classified Covid-19 cases into three categories and has provided for hospitalisation of all three categories of patients, from asymptomatic to the most severely ill.

In a letter to the government, Dr Kakkilaya said: "The protocol suggests several investigations to be done right on the day of admission, including blood counts, liver and renal function tests, chest X Ray, ECG, CT scan of the chest, and other special investigations, all of which, if done, will cost Rs 25,000 per patient."

"In the coming days when lakhs of patients are likely to be infected with SARS CoV2, is it necessary and feasible to hospitalise and test all these patients at Rs 25,000 per person," he questioned.

The treatment options suggested in the protocol are also surprising, he pointed out. "The protocol recommends choloroquine, azithromycin, oseltamivir, zinc and vitamin C for all patients, from asymptomatic to the severely ill, and also anti coagulant injections for many patients. All these would cost at least Rs 5,000 per patient. For severe cases of Covid-19, many unproven and experimental treatments have been suggested, which are very expensive and highly questionable," Dr Kakkilaya notes.

Therefore, this protocol, he asserted was not evidence based and likely to do more harm than good. He said these unnecessarily expensive tests and allowing private companies to conduct trials on Covid-19 patients is likely to be misused by vested interests and must be immediately withdrawn, and instead, a protocol that is evidence-based, simple and avoiding unnecessary expenses, must be developed.

BJP indirectly admitted covid scam; Cong only getting publicity but not filing complaint: HDK

Bengaluru, Jul 27: Former Karnataka Chief Minister HD Kumaraswamy said that when COVID-19 has made life and livelihoods difficult, it is unfortunate that charges have been levelled of irregularities in the procurement of COVID-19 equipment.

"The Congress which has levelled charges against the ruling BJP has not so far filed a complaint with any investigating agency. Instead, the Congress has limited itself to getting publicity. On the other hand, the ruling BJP instead of coming clean by ordering a probe into the main charges is indirectly admitting the scam," Kumaraswamy said on Sunday.

"By washing dirty linen in public, both the Congress and the BJP are playing a cruel joke on people instead of protecting their lives," he said.

Hitting out at the BJP, he asked, "Why is it that the BJP is not ordering an investigation into the Rs 2,000 crore Covid 19 corruption charges levelled against the government by the Congress? Why is the government keeping quiet on the corruption charges?"

He said, "Is this the leadership provided by Chief Minister BS Yediyurappa? There could be political pressure on seeking resignation of his Ministers. But why has no action been initiated against any officers? Is there any effort to destroy the evidence by retaining officers in their existing postings?"

"Hunger for publicity is evident when we look at the press conference by five Ministers at a time," he said.

The government has countered the charges of the Congress but backtracked on ordering an investigation, he said.

"Would this not give rise to suspicion that the government is involved in the scam?" he asked.

He also asked why Congress leaders have not filed a complaint before any investigating agency despite "possessing documents to prove the charges".

"Are the Congress leaders trying to get publicity or are they concerned about the welfare of the people? The Congress Legislative Party leader is seeking an account (Lekka Kodi) while the BJP president is seeking answers (Uttara Kodi). Is it enough to give such questions and answers?"

Is there a concrete legal plan to deal with the irregularities? he asked.

"Looking at the way the Congress leaders have addressed media conferences and taken to social media campaigns, it appears that they are trying to get publicity," he said.

Resolution in Kerala Assembly is against unconstitutional Act passed by Centre: CM

Thiruvananthapuram, Jan 1: Kerala chief minister Pinarayi Vijayan on Wednesday said that the resolution passed by the Kerala Assembly is against the "unconstitutional Act passed by the Centre".

"The resolution passed by Kerala Assembly is against the unconstitutional Act passed by the Centre. It has been noticed by the whole country," Vijayan said.

The Kerala Assembly had on Tuesday passed a resolution seeking withdrawal of the Citizenship (Amendment) Act, 2019.

Before the resolution was passed against the Act, Vijayan in a special Assembly session targeted RSS and said that citizenship law is part of an agenda.

"The CAA is part of an agenda. Muslims are being considered as internal enemies by RSS, who is controlling the ruling dispensation at the Centre," he alleged.

The new law grants citizenship to Hindus, Sikhs, Jains, Parsis, Buddhists and Christians fleeing religious persecution in Pakistan, Afghanistan and Bangladesh who came to India on or before December 31, 2014.

Meanwhile, on Wednesday while talking about women safety, the Chief Minister said, "Those women, who are traveling face many problems, particularly regarding accommodation. To address this, government will start accommodation facilities in all towns. This project will be implemented with the help of local bodies."

Reacting to the development in the Kerala Assembly, BJP leader Mukhtar Abbas Naqvi said that Assembly has insulted the Constitution and parliament by passing a resolution seeking withdrawal of the Citizenship Amendment Act (CAA).

"The Constitution has delineated clearly the roles of parliament and state legislatures. When people who have taken an oath of the constitution, destroy it, it is a most irresponsible act. Both the houses of parliament have passed CAA and if a state assembly tries to hijack the Act it is an insult not only of the constitution but the parliament as well," Naqvi told news agency.

MPs are taking oath to respect and safeguard indian constitution and not to disrespect it and go agaisnt the teachings of constitution. What Central Govt has done is 100 perent agaisnt the constitution and every citizen has the right to oppose this. You are definately go with the Govt as you are paid for it.
