Brushing aside the BJP’s charge of ‘minority appeasement’ by the Congress government in Karnataka, the State Home Ministry has said that cases filed against innocent people belonging to all communities during communal clashes would be withdrawn.

The Ministry, meanwhile, has withdrew a recent circular issued by the office of the Director-General and Inspector-General of Police (DG&IGP) to heads of all districts on dropping cases registered against “innocent minorities”, claiming that it was a “clerical error”. The circular, which had riled the BJP that said it amounted to “minority appeasement”, was recalled and the department issued a revised version instead, dropping the word “minorities” and inserted “all innocent people”.

Speaking to presspersons in Bengaluru on Saturday, Home Minister Ramalinga Reddy said the notice was issued only in the context of implementation of the Sachar Committee recommendations. The Cabinet subcommittee constituted for implementation of the committee recommendations had sought information from all police officials on cases registered against those from minority community.

Revoking cases against innocent people from minority community was among the several recommendations of the committee report, which the subcommittee headed by Minister for Health and Family Welfare K.R. Ramesh Kumar sought to implement. In this context, a note was originally sent on December 22, 2017 to all the police officials concerned, followed by a reminder on January 25, 2018, the Home Minister clarified.

Revised notice

Nonetheless, the department has now issued a revised notice, as the government is open to withdrawing cases against innocent people from all communities, not just with regard to communal clashes, but also in cases of Cauvery, Mahadayi, and farmers protests, Mr. Reddy said.

“Let the organisations concerned send us an appeal and we will consider them all,” he said, referring to self-proclaimed Hindutva outfits. However, if it was a case of murder, attempt to murder or damage to property, the cases could not be dropped, irrespective of which community the accused belonged to, he added.

The truth behind Muslim appeasement

The Home Department stated that during the last four years, cases against 3,164 people have been withdrawn. Among them 2,806 Hindus and 341 Muslims. These are not just with regard to communal clashes but also include other incidents and protests. As many as 414 cases, registered against innocent people during protests or clashes, were withdrawn between 2015 and 2017, the minister said.

Karwar, Jun 3: The India Meteorological Department (IMD) has issued an alert, predicting thundershowers and heavy rainfall over north interior Karnataka, coastal Dakshina Kannada and Udupi over the next three days.

With Cyclone Nisarga hitting the Uttara Kannada coast on Tuesday,  parts of coastal Karnataka received heavy rainfall. Gusty winds tore through the coastal towns, as the sea too turned violent with rough waves smashing the shore.

The alert was issued with the advancement of Nisarga from east-central Arabian Sea to north Maharashtra, and adjoining south Gujarat coast. “Though it does not cover Karnataka, the range of cyclonic winds is very big and reaches north interior Karnataka also.

So an alert has been called out,” CS Patil, director in-charge, IMD, Bengaluru, said. The weather department has forecast a severe cyclonic storm and then a depression. Patil said formation of systems is a common factor before the onset of the monsoon and they help in its advancement.

“Cyclone Nisarga is helping in the quick advancement of the southwest monsoon to Karnataka, and the monsoon is likely to arrive before the scheduled date as conditions are favourable,” he added.

Bengaluru, Jul 15: With the state capital along with a few districts under lockdown to control the spread of Covid-19, Karnataka Home Minister Basavaraj Bommai on Wednesday said the measure was important to break the chain and people seem to have understood its importance.

Appealing for cooperation from the people, he asked them not to make it inevitable for police to use force in implementing the lockdown. "Traffic movement is less, there is a lockdown atmosphere everywhere, I feel that people have understood the importance... cooperation is required. I appeal to the people, if this lockdown has to be effective it has to be voluntary, only then we can control the rapid spread of coronavirus," Bommai said.

Speaking to reporters here, he said this lockdown is important, last time the infection was not up to this level. "This time areas that have a high number of infections- about five districts and Bengaluru city are going for lockdown. People have understood that this lockdown is to break the chain," he said. "Please don't make it inevitable for police to use force," he added.

Bengaluru urban and rural areas are under "complete lockdown" since last night at 8 pm and it will be effective till 5 am on July 22.

Following Bengaluru urban and rural, administrations in several districts like Dharwad, Dakshina Kannada, Kalaburagi (only in Urban areas), Bidar, Raichur (in Raichur city and Sindhanur) and Yadgir too have announced lockdown.

Noting that Police have taken all necessary strict measures to enforce lockdown in Bengaluru urban and rural districts by restricting the movement of vehicles and people, Bommai said barricades have been erected at various places and flyovers have been shut. People have been allowed to purchase vegetables and groceries till 12 noon, he said.

The government has warned of action in case of any violation of the lockdown rules. As of July 14 evening, cumulatively 44,077 Covid-19 positive cases have been confirmed in the state, which includes 842 deaths and 17,390 discharges. Bengaluru Urban district tops the list of positive cases, with a total of 20,969 infections.
