CBI files 3 FIRs in Vyapam scam: Cong alleges BJP minister Pradhan took favours from accused

July 16, 2015

Bhopal/New Delhi, Jul 16: The CBI on Wednesday registered three FIRs and formally launched its probe in the Vyapam scam, which generated more political heat, with Congress alleging an accused in the scandal extended favours to Union Minister Dharmendra Pradhan and other BJP and RSS leaders, a charge denied by them.

Vyapam scamThe CBI team, which has been camping in Bhopal for the last two days, registered three cases in connection with the massive rigging of examinations for recruitment in government jobs and admissions in educational institutions, naming among others a member of Madhya Pradesh Backward Classess and Minorities Commission member and his son.

The investigating agency also launched a probe into the "mysterious" deaths of five persons associated with the scam. As the agency got down to cracking the cases related to the scandal involving the Madhya Pradesh Professional Examination Board (MPPEB), also known by its Hindi acronym Vyapam, Congress released a document purportedly showing Pradhan and some top BJP and RSS functionaries having received favours from a prime accused.

Congress leaders Jairam Ramesh and Randeep Surjewala released documents at a press conference in Delhi, based on information claimed to have been recovered from a pen drive seized from accused Sudhir Sharma by the Income Tax department.

Sharma, a mining baron considered close to the ruling establishment in MP, was alleged to have made "payments" also to Prabhat Jha, BJP national vice president, his two sons, Suresh Soni, RSS joint general secretary and BJP MP Anil Dave.

"Complicity of the entire BJP leadership with deep-rooted links to RSS in Vyapam scam is thus writ large. The only alternative is a Supreme Court-monitored CBI investigation after removing Chief Minister Shivraj Singh Chouhan," they said.

Besides Chouhan, the Congress leaders also demanded the resignation of Pradhan, Union Petroleum and Natural Gas Minister.

Pradhan, whose travel tickets were alleged to have been booked by Sharma, said he knew the Vyapam accused as he was an ABVP activist but insisted it was the BJP office which bought tickets for him when he travelled for party work. "Not at all. No question," he said when asked if his tickets had been booked by Sharma. BJP secretary Siddharth Nath Singh said the Madhya Pradesh High Court-appointed SIT had probed these charges and given "clean chits". "Now the CBI is looking into it. Let them investigate," he said.

Jha, a Rajya Sabha MP, too denied the allegations, saying since he was entitled to air travel, the bill for which was footed by the House, there was no need for others to but tickets for him. CBI sources said the three FIRs have been registered in connection with Pre-Medical Tests for 2009, 2010 and Pre-PG Examination of 2011. The cases have been lodged under various sections of Indian Penal Code pertaining to cheating and forgery.

The CBI has named 21 candidates in the FIR in connection with PMT Test 2010, eight in the second case related to Pre-PG examination of 2011 which includes Gulab Singh Kirar a member of the MP Backward Classes and Minorities Commission and his son Shakti Singh Kirar. Others named include former Controllers of Examination, Vyapam, Sudhir Bhadauria and Pankaj Trivedi.

As the Supreme Court, while handing over the investigation of Vyapam scam to CBI, had also asked it to probe the deaths of people linked to it, the agency also called for records from the Superintendents of Police of Ujjain, Kanker, Gwalior, Jhabua and DIG, Indore, records of "mysterious" deaths of five people.

The Congress has alleged at least 49 people associated with the scandal have so far died under "mysterious" circumstances. Records have been sought in connection with the deaths of Namrata Damor, Vijay Patel, Rajendra Arya, Akshay Singh and Deepak Verma. Akshay Singh, a TV Today group reporter, had recently died minutes after interviewing Damor's parents. The body of Damor, an MBBS student and a suspected beneficiary of the scam, was found near railway tracks in Ujjain district.

The death was initially described as murder by the MP police, which later closed the case calling it accidental. Patel was accused in three cases related to Vyapam probe carried out by STF of MP police. A resident of Rewa district, he was found dead in Kanker, Chhattisgarh.

Arya, a suspected middleman facing probe in the scam, was found dead a week after he was released from prison. Police claimed he was suffering from a liver infection. Verma, also an alleged middleman in the PMT scam, was killed in a road accident in 2010.

Meanwhile, Congress has called a state-wide bandh on Thursday to demand the resignation of Chouhan.

New Delhi, Jun 18: Republican Party of India (RPI-A) leader Ramdas Athawale on Thursday urged Indians to boycott Chinese food and asked for a ban on all restaurants which serve the cuisine.

"Restaurants selling Chinese food should be banned. Restaurants should be closed by the order of the state government. I appeal to people who consume Chinese food to boycott it," Athawale told ANI here.

The Union Minister also said that both the products which come from China and its literature should also be banned in the country.

"The Chinese literature should also be banned, its products too should be banned and its companies too should not be given business here. We should develop such companies in the country which can manufacture the same products here," he added.

Athawale also warned China to reconsider its actions and stop its nefarious activities on the border by saying, "You took Buddha from us but we don't want yuddha (war) with you. A war will prove to be costly for both countries, economically and loss of lives will also occur. If we (Indians) are not crossing the border then why are you doing so?"

Athawale's statements came after at least 20 Indian Army personnel, including a Colonel rank officer, lost their lives in the violent face-off in the Galwan valley area of Ladakh on June 15.

The clash happened as a result of an attempt by the Chinese troops to "unilaterally change" the status quo during de-escalation in eastern Ladakh and the situation could have been avoided if the agreement at the higher level been scrupulously followed by the Chinese side, India said on June 16.

Several India-based firms are spoofing the World Health Organisation (WHO) by creating fake Gmail accounts and luring business leaders in disguise of informing them of latest COVID-19 announcements and hack their personal and financial information, Google has warned.

These "hack-for-hire" firms, many based in India, have been creating Gmail accounts spoofing the WHO, largely targeting business leaders in financial services, consulting, and healthcare corporations within numerous countries including, the US, Slovenia, Canada, India, Bahrain, Cyprus, and the UK.

"The lures themselves encourage individuals to sign up for direct notifications from the WHO to stay informed of COVID-19 related announcements, and link to attacker-hosted websites that bear a strong resemblance to the official WHO website," security researchers from Google's Threat Analysis Group said on Wednesday.

The sites typically feature fake login pages that prompt potential victims to give up their Google account credentials, and occasionally encourage individuals to give up other personal information, such as their phone numbers.

On any given day, Google's Threat Analysis Group (TAG) said it is tracking more than 270 targeted or government-backed attacker groups from more than 50 countries.

Last month, it sent 1,755 warnings to users whose accounts were targets of government-backed attackers.

"Our team of analysts and security experts is focused on identifying and stopping issues like phishing campaigns, zero-day vulnerabilities and hacking against Google, our products and our users," said the tech giant.

Google continues to see attacks from groups like Charming Kitten on medical and healthcare professionals, including WHO employees.

"We're seeing a resurgence in COVID-related hacking and phishing attempts from numerous commercial and government-backed attackers," said the company.

Government-backed or state-sponsored groups have different goals in carrying out their attacks: Some are looking to collect intelligence or steal intellectual property; others are targeting dissidents or activists, or attempting to engage in coordinated influence operations and disinformation campaigns.

Google said that since March, it has removed more than 1,000 YouTube channels that were part of a large campaign and behaving in a coordinated manner.

"These channels were mostly uploading spammy, non-political content, but a small subset posted primarily Chinese-language political content similar to the findings of a recent Graphika report," said the company.

Several cybersecurity firms have seen a spike in COVID-19 related scams and hacking attempts. Hackers are also creating scam sites similar to COVID-19 relief packages.

Researchers at Check Point Software Technologies revealed in mid-May that they have seen 192,000 coronavirus-related cyber-attacks per week over the past three weeks, a 30 % increase compared to previous weeks.

New Delhi, Jan 12: As many as 109 children were sexually abused every day in India in 2018, according to the data by the National Crime Records Bureau, which showed a 22 per cent jump in such cases from the previous year.

According to the recently released NCRB data, 32,608 cases were reported in 2017 while 39,827 cases were reported in 2018 under the Protection of Children from Sexual Offences Act (POCSO).

POCSO Act, 2012 is a comprehensive law to provide for the protection of children from offences of sexual assault, sexual harassment and pornography. It requires special treatment of cases relating to child sexual abuse such as setting-up of special courts, special prosecutors, and support persons for child victims.

As many as 21,605 child rapes were recorded in 2018 which included 21,401 rapes of girls and 204 of boys, the data showed.

The highest number of child rapes were recorded in Maharashtra at 2,832 followed by Uttar Pradesh at 2023 and Tamil Nadu at 1457, the data showed.

Overall crimes against children has increased steeply over six times in the decade over 2008-2018, from 22,500 cases recorded in 2008 to 1,41,764 cases in 2018, according to the NCRB data from 2008 and 2018.

In 2017, 1,29,032 cases of crime against children were recorded.

Priti Mahara, Director of Policy Research and Advocacy at CRY – Child Rights and You (CRY) said, that while on the one hand, the increasing numbers of crimes against children are extremely alarming, it also suggests an increasing trend in reporting which is a positive sign as it reflects people's faith in the system.

"It also provides a direction in which government interventions must be made and evidence needs to be created. While some major efforts have been taken to ensure child protection, a lot more is needed to see expected results on the ground," Mahara said.

In percentage terms, major crime against children during 2018 were kidnapping and abduction which accounted for 44.2 per cent followed by cases under POCSO, which accounted for 34.7 per cent, the data showed.

A total of 67,134 children (19,784 male,47,191 female and 159 transgender) were reported missing in 2018. During the year 2018, a total of 71,176 children (22,239 male, 48,787 female and 150 transgender) were traced, the NCRB data said.

As many as 781 cases of use of child for pornography or storing child pornography material was also recorded in 2018, more than double that of  2017 when 331 such cases were recorded, the data showed.

The state-wise segregation of crimes against children reveals Uttar Pradesh, Madhya Pradesh, Maharashtra, Delhi and Bihar accounted for 51 per cent of all crimes in the country, the data said.

While Uttar Pradesh tops the list with 19,936 recorded crimes against children (14 per cent of total crimes), Madhya Pradesh and Maharashtra are the close second and third with 18,992 and 18,892 crimes registered respectively.

The report also showed that cases of sexual harassment in shelter homes against women and children reportedly increased by 30 per cent, from 544 cases recorded in 2017 to 707 cases in 2018.

Mahara suggested that financial investments must be adequately increased with a focus on prevention of crimes against children and the identification of vulnerable children and families.

"Strengthening community-level child protection system is also a key to prevention. While there is growing evidence of the precarious lives that children in India are leading, it is essential that this evidence is used to effectively inform policy and programme initiatives," she said.

As many as 501 incidences were also recorded under The Prohibition of Child Marriage Act, a 26 per cent jump from 2017 when 395 cases were reported under the Act.
