CBSE papers circulated 'out of friendship' on WhatsApp groups, say police

New Delhi, Mar 31: In the wake of the CBSE mathematics paper leak, the police have interrogated more than 60 people including the admins of over 10 WhatsApp groups on which the leaked question papers were circulated.

The initial investigation revealed that most of the papers were shared "out of friendship", police said. On being questioned, the students and tutors revealed that they got the papers from someone else.

The police have also sought the details of the e-mail address from Google to identify the source from where the Central Board of Secondary Education chairperson was sent a mail on the Class 10 mathematics paper being leaked.

The Delhi Police Crime Branch had sought details of the examination centres, their superintendents and the contacts of banks where the papers were kept for safekeeping and these have been furnished by the board, the official said.

"The papers (economics and mathematics) were shared on over 10 WhatsApp groups, comprising 50-60 members. These groups were active in outer Delhi and border areas of Delhi and Haryana. Four numbers that the CBSE had mentioned in their complaint were used to circulate the Class 12 economics paper were traced and through them the police traced these WhatsApp groups and their admins," the official said.

The WhatsApp groups mostly comprise students and tutors and some of them had common members, the official said.

"If we are able to establish the link of any of these WhatsApp group members with those connected to officials related to the examination process, we might question the latter as we have got their details from the board," the official added.

The CBSE also informed the police that they had received five complaints informing them that the two papers were leaked, another official said, adding that the contents of these complaints have been shared with them and will be examined.

In the complaint pertaining to the mathematics paper, the board has said that a day before the exam, an e-mail was received on the CBSE chairperson's official ID informing about the leak, the officials said.

In the email, the sender had stated that the mathematics paper was leaked on WhatsApp and that it should be cancelled, they said.

The mail also contained 12 images of the handwritten mathematics paper allegedly leaked on WhatsApp, according to the complaint.

In its complaint to the police, the board had said that they received a complaint by fax on March 23 from an "unknown source" that a man running a coaching institute in Rajendra Nagar was involved in leaking the economics paper.

The complaint also named two schools in Rajendra Nagar for their involvement in the alleged leak.

The police said that so far, they have not found any clue to indicate that the schools were involved and it appears that it was an act of mischief. They have also asked the board to share the fax number from which the anonymous fax was received.

Yesterday, the police "interacted" with three officials of the Board -- the Controller of Examinations, Regional director CBSE, Delhi and secretary to understand the examination process and other details pertaining to papers being set.

On March 26, when the students sat for the economics paper, the CBSE Academic unit at Rouse Avenue received an unaddressed envelope in the evening containing four sheets of hand written answers of the economics paper.

The Delhi Police has registered two cases in connection with the leaks. The first case relating to the leak of the economics paper was lodged on March 27 and the other pertaining to the mathematics paper was lodged on March 28, following a complaint by the regional director of the CBSE.

The cases were registered on charges of criminal breach of trust, cheating and criminal conspiracy.

A Special Investigation Team (SIT) comprising two deputy commissioners of police, four assistant commissioners and five inspectors has been set up to investigate the matter.

The team is being supervised by the joint commissioner of police (crime).

Kashmir, Jan 9: US Ambassador to India Kenneth I Juster along with envoys from 15 other countries arrived in Srinagar on a two-day visit to Jammu and Kashmir on Thursday, the first visit by diplomats since the abrogation of the erstwhile state's special status in August last year.

The Delhi-based envoys arrived in Srinagar by a special chartered flight at Srinagar's technical airport where top officials from the newly carved out union territory received them, officials said.

Later in the day, they would be going to Jammu, the winter capital of the newly created Union Territory, for an overnight stay. They will meet Lt Governor G C Murmu as well as civil society members, they said.

Besides the US, the delegation will include diplomats from Bangladesh, Vietnam, Norway, Maldives, South Korea, Morocco, and Nigeria, among others.

Brazil's envoy Andre Aranha Correa do Lago was also scheduled to visit Jammu and Kashmir. However, he backed out because of his preoccupation here, the officials said on Wednesday.

Envoys from the European Union (EU) countries are understood to have conveyed that they will visit the union territory on a different date and are also believed to have stressed on meeting the three former chief ministers -- Farooq Abdullah, Omar Abdullah and Mehbooba Mufti -- who are under detention.

Officials said envoys of several countries had requested the government for a visit to Kashmir to get a first-hand account of the situation in the Valley following the August 5 decision to abrogate provisions of Article 370 and bifurcate it into two union territories, Jammu and Kashmir, and Ladakh.

This is the second visit of a foreign delegation to Jammu and Kashmir since August 5. Earlier, Delhi-based think tank International Institute for Non-Aligned Studies, a Delhi-based think tank took 23 EU MPs on a two-day visit to assess the situation in the union territory.

The government had distanced itself from the visit with Minister of State for Home G Kishan Reddy informing Parliament that the European parliamentarians were on a "private visit".

Bengaluru, Mar 12: Imarti Devi, who recently resigned as Congress MLA from Madhya Pradesh, on Wednesday said that she was happy with Jyotiraditya Scindia's decision to join the BJP.

Imarti said: "All 22 MLAs are here (in Bengaluru) on their own. We're happy that Scindiaji has taken this decision. I'll always stay with him even if I had to jump in a well."

"When we were in the Congress, Kamal Nathji never heard us," she said.

Another rebel leader and former minister Mahendra Singh Sisodia said: "Betrayal is not done by Jyotiraditya Scindia. Instead, betrayal was done by the Congress and Kamal Nathji."

"Congress betrayed the people of Madhya Pradesh. We are with Jyotiraditya Scindia," he said.

Bhopal, Jul 25: Madhya Pradesh chief minister Shivraj Singh Chouhan said on Saturday he has tested positive for the coronavirus disease (Covid-19).

Chouhan made the announcement in a series of tweets.

“My dear countrymen, I had symptoms of COVID-19 and after the test, my report has come back positive. I appeal to all my colleagues that whoever came in contact with me, must get their corona test done. And my close contacts should quarantine themselves,” Chouhan said in a tweet in Hindi.

“If COVID19 is treated on time, a person is completely cured. I have been reviewing the status of corona infection every evening since March 25. I will try to review corona situation through video conferencing as much as possible now,” he added.

The chief minister said the review meeting will now be held by home minister Narottam Mishra, urban development and administration minister Bhuppendra Singh, health education minister Vishvas Sarang and health minister Dr Prabhuram Choudhary in his absence.

“I will also continue to do everything possible to help control COVID19 in the state during treatment,” he said.

One of Chouhan’s ministerial colleagues tested positive for Covid-19 late on July 22.

The chief minister along with the minister, the Bharatiya Janata Party’s state unit president VD Sharma and state unit general secretary (organisation) Suhas Bhagat had visited Lucknow in a government plane on July 21 to attend the funeral of MP governor Lalji Tandon who died away in the Uttar Pradesh capital, his hometown. during hospitalisation.

The minister is admitted to a private medical college’s teaching hospital in Bhopal.
