CCTVs mandatory for commercial and religious places in Karnataka

Bengaluru, Jun 22: Installation of closed circuit television cameras (CCTVs) will soon be made mandatory in all commercial establishments and religious places that have a footfall of 500 persons per day.cctv

This rule will be applicable in Bengaluru and other municipal corporations across the state.

A bill to this effect, titled "The Karnataka Public Safety (Measures) Enforcement Bill-2017", was passed in the legislative assembly on Wednesday.

Outlining the government's intention, law minister T B Jayachandra said the bill has been mooted to augment public surveillance and to aid the police in curbing crimes, preventing acts of terrorism and other illegal activities.

The bill makes it mandatory for all establishments -- which also includes educational institutes, hospitals, sports complexes, industries, railway stations, bus stations and places of organized congregations -- to install CCTVs at their own cost and to make available video recordings of up to 30 days to the designated police authorities as when required during investigation of specific crimes.

According to the bill, establishments are required to file periodical returns every three months to the jurisdictional police inspector stating that public safety measures, including CCTVs, have been provided and properly maintained.

Those failing to file periodical returns are liable to pay a fine of Rs 2,000 for the first time and Rs 4,000 the second time. The jurisdictional police inspector has been empowered to inspect the establishments to ascertain compliance. Those who refuse to share the CCTV footage will be penalized Rs 5,000.

Bengaluru, Jun 26: The National Restaurant Association of India (NRAI) on Thursday came up with a Standard Operating Procedure (SOP) for restaurants whereby among other physical distancing norms, it has suggested a 2-metre gap between tables.

Formulated in partnership with Releski, a Bengaluru based skill-tech company, the SoP suggests that in case of back-to-back seating, people sitting with their backs towards each other will have their seats divided by 'Plexiglass' divider raised up to 2 meters from the ground.

"In a typical restaurant, the improvised seating plan should have a minimum distance of 2 metres between tables. The distance of 2 metres (6 feet) between tables should measure from one edge of the table to the other table's edge," it said.

In case of loose or free seating such as in banquet style or food court style seating, a minimum 2 meters of distance should be maintained between tables.

The guidelines noted that, to encourage physical distancing, restaurants have to sacrifice their seating capacity, to promote health and safety, and also to gain trust from their patrons.

"In order to perform this, divide your restaurants under different sectors. Pull out your restaurant's floor plan and colour code different sections red and yellow. Red sections are potential areas where maximum footfall or traffic is observed. Yellow sections are areas where the footfalls are average," it said.

All the red sections are encircled or bordered by placing barricades or Q manager and will open at specific points to access the yellow section and all the opening points will have hand sanitisers and sprays, and every guest who walks from red zones to yellow zones will sanitise himself/herself to reduce the chances of contamination.

For air conditioning, the guidelines of CPWD shall be followed which inter alia emphasises that the temperature setting of all air conditioning devices should be in the range of 24-30 degree Celsius, relative humidity should be in the range of 40- 65 per cent, intake of fresh air should be as much as possible and cross ventilation should be adequate, the guidelines suggested.

The industry body has also suggested appointment of a COVID-free Ambassador who would operate as the Chief Health Officer within the restaurant team, preferably from the management team in each shift.

The ambassador's would put the new daily work routines into practice, to monitor compliance with good practice and to lead the preventative measures, adapt to health & safety recommendations and requirements of the restaurant and oversee the implementation of the norms.

Anurag Katriar, President of NRAI and CEO & Executive Director of deGustibus Hospitality, said: "Every restaurant cutting across formats is facing the harsh reality of subdued to shut business volumes in the present and the uncertainty of business environment in the future. One thing is certain that hygiene and safety will be a key differentiator in the post-pandemic restaurant operations."

Bengaluru, Jan 22: Chief minister BS Yediyurappa has urged the business community to focus on industries that are farmers and job-oriented and promised that his government would provide all the assistance it can in setting up these industries.

“My government will go the extra mile to facilitate industries that help farmers and provide jobs for youths,” Yediyurappa said during a meeting with several investors and entrepreneurs on the first day of the World Economic Forum, which brings global industry players and government representatives face- to-face, in Davos, Switzerland, on Tuesday.

The chief minister met representatives of 2000 Watt Smart Cities Association, which is represented by sustainability professionals of Nuesch Development, a Swiss Company, and ReNew Power. Both made presentations of their projects to the state delegation.

Yediyurappa appeared impressed by the 2000 Watt’s food processing clusters (development of modern infrastructure and common facilities) projects in rural areas. While presenting their concept, company representatives said they are willing to invest in food clusters, which can provide a better remunerative price for farm produce.

“We will provide all assistance and scientific farming techniques to grow healthy food and market them with added value to the produce,” said Andreas Binkert, scientist and academician, 2000 Watts.

Madhav Bhagwat, CEO of Nuesch Development India, told the Karnataka delegation that the company specialises in carbon-neutral smart township development projects and it has already signed an MoU with the Pune Metropolitan Region Development Authority.

ReNew Power delegates expressed interest in setting up solar power plants in North Karnataka districts like Vijayapura, Kalaburagi, Koppal and Raichur. Samanth Sinha, CEO, ReNew Power, urged the Karnataka government to remove bureaucratic and legal bottlenecks in acquisition of land.

Industries minister Jagadish Shettar and chief secretary TM Vijay Bhaskar among others were present at the meeting.

Yediyurappa and members of the state’s delegation attended US president Donald Trump’s address at the meet. Union minister of commerce and industry Piyush Goel and Union minister of state for shipping Mansukh Mandaviya were also present in the audience.

Ballari, Mar 6: Ballari Deputy Commissioner S S Nakul on Friday said that two persons who had shown symptoms of COVID-19 had been admitted to the district government hospital here.

Informing this to the presspersons here, Mr Nakul said that the cases were reported from Jindal village of K R Hospital taluk and another one from Hospet town in Ballari taluk.

He said a suspect returned from Dubai to Hospet last week and showed symptoms of COVID-19. Both suspected patients were admitted to special isolated ward in Ballari government hospital and their throat swab tests taken on Thursday had been sent to lab in Bangalore to check for COVID-19.
