Centre asks states to implement SC order on death row convicts

New Delhi, Feb 4: The Centre today directed all states to take "urgent suitable action" in implementing the Supreme Court's guidelines for safeguarding the interest of the death row convicts.

In a communication, the Home Ministry said the court had examined several individual death row cases and commuted capital punishment of the petitioners to life imprisonment.death_row_convicts

"You are requested to take urgent suitable action for implementing the orders of the Supreme Court in your state/ Union Territories," Joint Secretary in the Home Ministry S Suresh Kumar said in the communication accessed by PTI.

The Ministry said the apex court had said legal aid should be provided to the convicts at all stages even after the rejection of mercy petition.

Hence, Superintendents of Jail are directed to intimate the rejection of mercy petitions to the nearest legal aid centre apart from intimating the convicts.

It said the convict has a constitutional right under Article 72 of the Constitution to make a mercy petition and hence the rejection of the mercy plea by the President should forthwith be communicated to the convict and his family in writing.

It would be mandatory for prison authorities to facilitate and allow a final meeting between the prisoner and his family and friends prior to his execution.

Following the hanging of Parliament attack case convict Afzal Guru about a year ago, his family members had complained that they were not informed in advance about his scheduled execution at Tihar Jail in Delhi.

The family had said they received the information only after his hanging, that too through the media.

Facing flak, the Home Ministry had claimed that they sent a letter to Guru's family in Kashmir through SpeedPost which the family received a few days after his execution.

New Delhi, Aug 9: Indian on Sunday achieved a grim milestone after recording the highest single-day spike of 64,399 coronavirus cases, according to the Union Ministry of Health and Family Welfare.

As many as 861 deaths were reported in the country in the last 24 hours, taking the cumulative toll to 43,379.

With the new cases, the country's coronavirus count has reached 21,53,011 including 6,28,747 active cases and 14,80,885 cured/discharged/migrated.

Maharashtra has 1,47,355 active coronavirus cases, the highest in the country.

According to the Indian Council of Medical Research (ICMR), 7,19,364 samples were tested on August 8 while over 2.41 crores samples so far have been tested in the country.

Amaravati, Mar 28: The state governments of Andhra Pradesh and Karnataka carried out a joint quarantine operation to help over a thousand migrant labourers from various districts of Andhra Pradesh.
The Andhra Pradesh administration received the information that 1,334 migrant labourers were trying to return to the state after obtaining passes from the Deputy Director of Fisheries in Mangalore, Karnataka.
The labourers, according to a press release by the Andhra Pradesh government, were headed towards the Nangili Toll Plaza in Kolar district, from where they would enter the state to return to their native places.
"The Chittoor Collector, Superintendent of Police and Sub-Collector rushed to the spot to coordinate with their counterparts from Kolar, Karnataka. The migrant workers were not permitted to enter AP due to the lockdown and the guidelines of the Union as well as state government," according to the release.
Instead, both the governments decided to initiate a joint quarantine operation in Kolar while taking precautionary measures to ensure that none of the labourers are carriers of the COVID-19 infection.
The Andhra government also reassured the Kolar administration that it will provide doctors, healthcare and all other facilities. It has also issued directions for logistical support, food, water, transport to take the labourers to quarantine facility, and medical team, consisting of 12 doctors, 22 supervisors and other staff, to be provided.
While the Prime Minister had imposed a nationwide lockdown, including the suspension of inter-state travel to prevent the spread of coronavirus, migrant workers and labourers around the country have started returning back to their native places fearing joblessness and cash crunch.
Andhra Pradesh as of Saturday 9:30 am, had 14 confirmed cases of coronavirus while Karnataka's count stood at 55, according to the Ministry of Health and Family Welfare.

New Delhi, Jul 10: Nepal has banned all Indian news channels, except DD News, for alleged propaganda against the country.

Reports say that Nepal cable operators have stopped getting signals of Indian news channels.

Nepal government spokesperson Yuvaraj Khatiwada said: "We request all not to disseminate news that infringes sovereignty and self-respect of Nepalis. This includes the media of neighbouring countries. We might seek both political and legal remedies."

Earlier, Nepal has amended its map which show some Indian territory as part of it.

Nepal's parliament on June 13 adopted unanimously the Constitution Amendment Bill, paving the way for accommodating the updated political-administrative map, which includes Indian areas of Kalapani, Lipulekh and Limpiyadhura, in its symbol.
