Centre lets land ordinance lapse, Opposition parties claim victory

New Delhi: Aug 31: Prime Minister Narendra Modi on Sunday announced that the controversial land acquisition ordinance would be allowed to lapse on Monday.

modiThis was viewed as an attempt to blunt the “anti-farmer” tag the Opposition has been politically cashing in on ahead of the Bihar Assembly polls.

In the absence of the ordinance re-promulgated thrice with some amendments that hit the Opposition wall, the UPA-drafted Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act of 2013 will become effective.

Opposition leaders hailed the rollback announcement as a victory at the JD(U)-RJD-Congress coalition’s Swabhiman rally in Patna on Sunday.

Modi, however, on his Mann Ki Baat radio programme defended his government’s proposal to amend certain provisions of the 2013 Act.

“I decide that (the land acquisition) ordinance we issued should be allowed to lapse on August 31 because I noted misinformation (about the changes) was spread to such an extent that it created fear and confusion in the minds of our farmers. The voice of farmers is the most important to me. Now, there is neither any need to be scared nor should anybody try to scare (farmers). There is no confusion now,” he said.

Though the ordinance is lapsing, 13 of its points, meant to provide direct financial benefit to farmers, are being brought under the rules effective from Sunday so farmers do not face financial loss, said Modi.

The 2013 Act required the government to equate its provisions for compensation and package with other 13 laws, including those meant for mining and railways, within a year of it coming to force so people losing their land for development projects under these laws also get compensation and rehabilitation packages assured under the Act.

“To me, every voice in my country is important but the voice of farmers is most important. There is controversy over the land acquisition bill, but the government’s mind is open to this issue. I have said time and again I am ready to accept any suggestion that is in farmers' interest,” said Modi.

The suggestions for the act’s amendment, he argued, came from states as all of them felt welfare measures had to be taken for betterment of farmers and villages, like canals to bring irrigation water, electric poles for electricity, roads and houses.

New Delhi, Jan 1: On the New Year's eve, the railways announced fare hike across its network effective from January 1, 2020, according to an order issued on Tuesday.

While suburban fares remain unchanged, ordinary non-AC, non-suburban fares were increased by 1 paise per km of journey.

The railways also announced a two paise/km hike in fares of mail/express non-AC trains and four paise/km hike in the fares of AC classes.

The fare hike is also applicable to premium trains such as Shatabdi, Rajdhani and Duronto, according to the order.

In the Delhi-Kolkata Rajdhani, which covers a distance of 1,447 km, the hike at the rate of 4 paise per km will be around Rs 58.

According to the order, there will not be any change in the reservation fee and superfast charge and the hike in fares will not be applicable to tickets already booked.

The last such hike was announced in 2014-2015 when fares of all classes of trains were raised by 14.2 per cent and freight charges by 6.5 per cent. However, since then, the railways introduced the flexi-fare scheme which significantly raised fares on select trains and launched trains like Vande Bharat Express and Tejas Express which have relatively higher fares. Trains with dynamic pricing like Suvidha Express were also introduced.

Kochi, May 28: In these pandemic times, when the businesses are gravely affected and the MSMEs are particularly feeling the heat, a Kerala institute has come up with an initiative to help the distressed industry. The Institute of Small Enterprises and Development (ISED) has come out with a unique platform -- 'business clinic' for extending advisory services to the COVID-19 affected MSMEs in the state.

The Kochi based ISED's multi-disciplinary team of experts will offer free guidance to entrepreneurs to make a self-evaluation for improving their performance.

It will serve the interests of the MSMEs, entrepreneurial aspirants, such as the returning migrants, start-ups, educated unemployed, and women entrepreneurs.

ISED director, PM Mathew said COVID-19 pandemic has shattered the budgets and operations of most SMEs, globally, as also in India.

"Post-lockdown, the operational problems are likely to get aggravated. Beyond the broad macro level projections and debates, it is now time to act at the grassroots level. Many entrepreneurs need appropriate clinical assessment, and moral and psychological support, said Mathew.

According to the work force participation data at the national level, Kerala is ranked 31 in terms of the number of self employed, and placed in second rank in relation to the size of casual labour.

The Kerala Enterprise Development Report, brought out by the ISED states while the number of the unregistered enterprises is sizeable, constituting 76.85 % of the total, the respective share of registered MSMEs is only 9.53 %.

The constraints to these enterprises today are, poor sales, large inventory, delayed payments, damage of stock, wage bill arrears, unreliable labour supplies, fund diversion due to exigencies, GST related problems, and NPA/poor credit score.

"For all businesses, unlike in a sporadic recession in the economy, the danger today is circular and cumulative. Both from the demand side, and the supply angle, there is a serious contraction of business activities, which essentially means a glut in the cash flow. Corporate businesses, obviously, will come out of the mess due to their relative advantages of high reserve funds, liberal credit offerings, and easier access to alternative sources of finance," said Mathew.

New Delhi, May 19: Spitting at workplace will be punishable with fine, the Personnel Ministry has said, citing the national directives for COVID-19 management.

In an order issued to all central government departments, it has asked their heads to ensure strict compliance of this and other directives in this regard.

This order is likely to bring about changes in and around government and private work places, where one can easily spot stains of 'pan' and 'gutka' spitted at some of the corners of walls or areas not frequented by many employees/public.

"Spitting in public and work places shall be punishable with fine, as may be prescribed in accordance with its laws, rules and regulations by the state/union territory local authority," said the national directives issued by the Home Ministry and shared by the Personnel Ministry with all central government departments.

It said wearing 'face cover' is compulsory in all public and work places.

In additional directives for the work places, the ministry said as far as possible, the practice from work from home should be followed.

"Staggering of work/business hours shall be followed in offices, work places, shops, markets and industrial and commercial establishments. Provision for thermal scanning, hand wash and sanitiser will be made at all entry and exit points and common areas," the directives said.

Frequent sanitization of the entire workplace, common facilities and all points which come into human contact e.g. door handles etc., shall be ensured, including between shifts, it said.

"All persons in charge of work places shall ensure social distancing through adequate distance between workers, adequate gaps between shifts, staggering the lunch breaks of staff, etc," the directive said.

The Centre on Monday asked 50 per cent of its junior employees, below the level of deputy secretary, to join work in office.

Till now, only 33 per cent of such employees were asked to attend office due to the novel coronavirus lockdown.

Central government employees were asked to work from home due to the lockdown that came into force from March 25.

All officers of the level of deputy secretary and above have already been asked to attend office on all working days.
