Centre mulling life sentence for hoax bomb calls

New Delhi, Feb 6: A hoax call about a bomb threat may soon lead to life imprisonment as the authorities consider invoking the Suppression of Unlawful Acts against Safety of Civil Aviation Act.

Airports across India, including Delhi, receive threat calls almost every day and passengers often miss their connecting flights and lose their baggage in the chaos caused by flight delays.

The Bureau of Civil Aviation Security (BCAS) is considering invoking the stricter law to deter hoaxes.

“Usually, the police register a case under the Indian Penal Code and the caller gets bail easily and if convicted the punishment is not more than two-three years. But under this act, the punishment can be extended up to life imprisonment and we will be writing to the state police to register cases under this act if a passenger puts airport security at risk,” said a BCAS official.

In the last month, the Capital received eight to 10 hoax calls. Sagar Malviya’s flight to the US via Istanbul was delayed because of a security alert in January. The passenger from Mumbai is yet to find his luggage.

Malviya, who missed his connecting flight because of the delay, reportedly didn’t get any help from Turkish Airlines once in Istanbul. Malviya returned to Mumbai, but he is still trying to locate his baggage.

“I was travelling on January 2. After we had boarded the plane, the airline staff informed us that there would be a delay in takeoff because of a security alert. We were made to sit in the plane for five hours as the staff had noticed an unclaimed mobile phone,” said Malviya, who returned two weeks later.

“Turkish Airlines staff did not offer any help to my query of missing my connecting flight from Istanbul, which I eventually did. They refused to take responsibility for my baggage. I had to stay there and buy clothes as the airline missed my baggage,” he said.

Turkish Airlines, however, said they handed over the baggage to the other airline.

Kochi, May 28: In these pandemic times, when the businesses are gravely affected and the MSMEs are particularly feeling the heat, a Kerala institute has come up with an initiative to help the distressed industry. The Institute of Small Enterprises and Development (ISED) has come out with a unique platform -- 'business clinic' for extending advisory services to the COVID-19 affected MSMEs in the state.

The Kochi based ISED's multi-disciplinary team of experts will offer free guidance to entrepreneurs to make a self-evaluation for improving their performance.

It will serve the interests of the MSMEs, entrepreneurial aspirants, such as the returning migrants, start-ups, educated unemployed, and women entrepreneurs.

ISED director, PM Mathew said COVID-19 pandemic has shattered the budgets and operations of most SMEs, globally, as also in India.

"Post-lockdown, the operational problems are likely to get aggravated. Beyond the broad macro level projections and debates, it is now time to act at the grassroots level. Many entrepreneurs need appropriate clinical assessment, and moral and psychological support, said Mathew.

According to the work force participation data at the national level, Kerala is ranked 31 in terms of the number of self employed, and placed in second rank in relation to the size of casual labour.

The Kerala Enterprise Development Report, brought out by the ISED states while the number of the unregistered enterprises is sizeable, constituting 76.85 % of the total, the respective share of registered MSMEs is only 9.53 %.

The constraints to these enterprises today are, poor sales, large inventory, delayed payments, damage of stock, wage bill arrears, unreliable labour supplies, fund diversion due to exigencies, GST related problems, and NPA/poor credit score.

"For all businesses, unlike in a sporadic recession in the economy, the danger today is circular and cumulative. Both from the demand side, and the supply angle, there is a serious contraction of business activities, which essentially means a glut in the cash flow. Corporate businesses, obviously, will come out of the mess due to their relative advantages of high reserve funds, liberal credit offerings, and easier access to alternative sources of finance," said Mathew.

Seventy-seven per cent children below five years of age in Jammu and Kashmir were not able to access basic healthcare services like immunisation during the lockdown imposed to curb the spread of COVID-19, CRY said on Monday citing a study.

The 'Rapid Online Perception Study about the Effects of COVID-19 on Children' was conducted during the first and second phases of the lockdown based on responses of parents and primary caregivers from all across the country, including Jammu and Kashmir, the NGO said in a statement.

It said a total of 387 respondents from Jammu and Kashmir participated in the study.

"Seventy-seven per cent children of age 0-5 years were not able to access basic healthcare services such as immunisation during lockdown - necessarily imposed to curb the spread of COVID-19 pandemic in Jammu and Kashmir," Child Rights and You (CRY) said.

It said as immunisation programmes witnessed a major setback during the lockdown across the country, the results of the survey across 23 states and Union Territories found nearly 50 per cent of parents with children below five years of age unable to access immunisation services.

"Worryingly, the figure was considerably high in Jammu and Kashmir with 77.14 per cent children below five years unable to get immunisation services," it added.

According to the study, in Jammu and Kashmir, nearly 35 per cent of the respondents said their children did not receive medical help during the lockdown, resulting in difficulties to cope with their children's illnesses and health hazards.

The study also talks about more systemic arrangements and logistical preparedness to ensure that children with no or compromised digital reach are not deprived from their Right to Education.

With online classes introduced as a substitute of schools during the lockdown, access to education for children remained a major issue of concern, as many of them, especially the ones from marginalised and financially poorer backgrounds found it difficult without smartphones and internet access.

The survey's findings revealed that nationally only 41 per cent households with children of school-going age could access online classes on a regular basis.

"Almost 90 per cent parents and primary caregivers reported that the lockdown has increased the screen time of their child to great or some extent. About half of the households recorded an increase of children's exposure to online activities during lockdown," it said.

The NGO said around 76 per cent parents agreed that they could keep a watch of their children's online activity to some extent.

Kota, Jun 19: In a shocking incident, a COVID-19 patient in Rajasthan's Kota district died after his family disconnected the ventilator to plug in the air cooler to combat the scorching heat.

The incident happened on June 15 in the Maharao Bhimsingh Hospital (MBS) hospital.

A committee was formed soon after the death was reported, which will submit its report on Friday at 4 p.m., hospital Medical Superintendent Naveen Saxena told media persons.

He said, "We have set up the committee to investigate the incident based on the primary information. The committee includes deputy superintendent of the hospital, nursing superintendent and CMO. We will look into the matter and then shall explore further action for a need to go to the police."

The family members of the COVID-19 patient, who came to meet him in the MBS hospital unplugged the ventilator and had put on the cooler switch which they had brought from outside. The ventilator worked for some time on the battery but later it collapsed and the patient turned critical.

The doctors were reported of the patient's critical condition who came rushing and did all they could do to save his life, but the result was unfavourable and the patient died.

The relatives, on the other hand, attacked the resident doctors after the patient died.

Doctor Varun, on duty, submitted a written complaint to the officials, alleging that the patients' relatives misbehaved with the staff. Other resident doctors also supported him and boycotted work very briefly, but then later resumed work.
