Centre unveils plan to tap household gold

New Delhi, May 20: The Centre on Tuesday unveiled a draft gold monetisation scheme that provides flexible interest rate and possible exemption from income, wealth and capital gains taxes in order to unlock the value of this dormant asset held by households.

The key objective of the scheme, announced in the 2015-16 Budget, is to mobilise gold held by households and institutions, and to reduce the import of gold without hurting domestic demand.

To encourage small depositors, the minimum deposit is pegged at 30 grams. Under the scheme, a customer will have to get the jewellery tested at one of the 350 hallmarking centres across the country.

After a preliminary test to find the approximate amount of pure gold, the customer will be asked to fill up a bank KYC (know your customer) form and give his consent to melt the gold.

The gold is then subjected to a fire assay test, which will ascertain its purity through melting. At this point, the customer will have the option to either take back the melted gold or deposit it.

Should he choose the latter, the collection centre will issue a certificate mentioning the amount and purity of the deposited gold.

When a customer produces the certificate at a bank, it will in turn open a “Gold Savings Account” for the customer and credit the “quantity” of gold into the customer’s account.

Banks have been given the freedom to decide on the rate of interest. The principal and interest will be valued in gold, the draft guidelines stated. “If a customer deposits 100 grams of gold and gets one per cent interest, then, on maturity he has a credit of 101 gms,” the draft stated.

The customer will only take the certificate to the bank. The gold is transferred by the testing centres to the refiners (32 across the country), which will keep them in their warehouses for a fee from the banks.

For the customer, the tenure of the deposit will be one year, and extensions can be made in multiples of it. There’s also the facility to break the lock-in period. Redemption can be in the form of either cash or gold, as decided at the commencement of the deposit.

The scheme also aims to encourage the gems and jewellery sector which has taken a hit after a 10 per cent duty was imposed on gold in 2013 to stop its runaway import.

This will be primarily accomplished through the instrument of “Gold Loan Account” envisaged by the scheme, which will allow banks to lend gold to jewellers.

India imports 800 to 1,000 tonnes of the yellow metal every year. According to conservative estimates, stocks of gold in India are nearly 25,000 tonnes or equivalent to about Rs 63 lakh crore.

This amounts to nearly 56 per cent of the total goods and services produced in the country. Given this context, the “Gold Loan Account” could benefit jewellers in cutting down imports.

Ayodhya, Aug 4: Ramarchan puja begins at Ram Janmabhoomi site ahead of the foundation laying ceremony of Ram Temple in Ayodhya.
Ramarchan Puja is a prayer to invite all major gods and goddesses ahead of Lord Ram's arrival.

Mahesh Bhagchandka, one of the trustees of Ashok Singhal foundation as Yajman in the puja said, "This is being conducted at the temporary seat of Ramlalla. The pooja will be conducted in four phases."

Speaking about the third and fourth phases, he said: "In the third phase, Dashrath, father of Lord Ram with his wives will be worshipped and then all three brothers of Lord Ram - Laxman, Bharat and Shatrughan with their wives. Lord Hanuman ji will too be worshipped. Whereas in the fourth phase, Lord Ram will be worshipped."
Meanwhile, security has been heightened in Ayodhya ahead of the foundation laying ceremony.

Temples across the city is decorated with lights, diyas and flowers ahead of the grand event. Patna's Mahavir Mandir Trust is preparing over 1.25 lakh 'Raghupati Laddoos' for the occasion. Thes laddoos will be distributed as 'prasad' to devotees.

Uttar Pradesh Chief Minister Yogi Adityanath on Monday offered prayers at the Hanuman Garhi temple during his visit to Ayodhya to take stock of the preparations for the 'bhoomi pujan'.
He along with officials also visited 'Ram ki Paudi' to inspect the arrangements ahead of the foundation stone laying ceremony.

Prime Minister Narendra Modi is scheduled to lay the foundation stone of the Ram Temple in Ayodhya on August 5.

Kochi, Apr 16: As many as 268 British citizens stranded in Kerala due to the nationwide lockdown were airlifted by British Airways on Wednesday from Thiruvananthapuram and Cochin International Airports.

The flight took off from Thiruvananthapuram to London's Heathrow Airport with 110 passengers at 7.30 pm. Later, 158 more passengers boarded the flight from Cochin airport at 10.07 pm.
A medical team, including four doctors, screened the passengers at the Thiruvananthapuram airport before they boarded the flight.

Earlier this month, the first charter flight from India reached London's Stansted with 317 British nationals on board from Goa.

The British government had earlier announced the operation of 19 chartered flights to evacuate its nationals who are stranded in India amid travel restrictions owing to the coronavirus crisis.

Gwalior, Jul 23: As India's daily infections of coronavirus keep rising, the country is fighting a pandemic which is getting bigger by the day.

A vaccine, according to the World Health Organization, may not be coming until early 2021 despite good progress on the font. There is also, so far, no definitive cure for the virus, yet.

Madhya Pradesh Assembly Protem Speaker and Bharatiya Janata Party(BJP) leader Rameshwar Sharma, however, feels that the end of the coronavirus pandemic will begin with the start of the construction work for Ram Temple in Ayodhya.

"He (Lord Ram) had reincarnated for the welfare of mankind and to kill demons at that time. As soon as the construction of Ram Temple begins the destruction of the COVID pandemic will begin too," said Sharma, reports ANI.

"Not only India, but the entire world is suffering due to coronavirus. We are not only maintaining social distancing but also remembering our holy figures. The Supreme Court has ordered that Ram Temple will be built," he further added.

The treasurer of Shri Ram Janmabhoomi Tirtha Kshetra Trust, Swami Govind Dev Giri had said that Prime Minister Narendra Modi will lay the foundation stone of Ram Temple on August 5.

He said that social-distancing norms would be ensured at the program, and not more than 200 people will be attending the ceremony.

"The Prime Minister will visit Hanuman Garhi, Ram Lalla Temple, plant a tree and later do the 'bhoomi pujan'," he told ANI.

Ram Mandir trust spokesperson Nritya Gopal Das said five silver bricks will be placed inside the sanctum sanctorum during the ceremony.

The bricks are believed to symbolise five planets as per the Hindu mythology, he said, adding that the design and the architecture of the temple is the same as the one proposed.

According to the trust sources, Home Minister Amit Shah, Defence Minister Rajnath Singh, RSS chief Mohan Bhagwat , Maharashtra Chief Minister Udhav Thackeray and Bihar CM Nitish Kumar are also on the list of invitees.

India so far has recorded 1.19 million coronavirus positive cases, and 28,732 deaths.
