Chhattisgarh's 'killer' Doctor flouted SC order

R K GuptaNew Delhi, Nov 13: The surgeon under scanner for botched-up sterilisation surgeries in Chhattisgarh, R K Gupta, violated a Supreme Court order which allows a maximum of 30 operations in a day with two separate laparoscopes only in government facilities. Also, a doctor cannot perform more than 10 sterilisations per day.

Despite this, Gupta performed about three times the permissible number of surgeries (83) in less than six hours in a private hospital which reportedly remained closed for 15 years. This is an evidence of how these operations were not performed as per protocol, public health activists said.

“After each procedure, a laparoscopic instrument is to be sterilised before the next use. The sterilisation process can take any time between one and two hours,” a former professor of All India Institute of Medical Sciences told Deccan Herald.

The toll touched 13 with the death of two more women, one from the protected Baiga tribe, on Wednesday.

Twenty-six more women were referred to hospitals in Bilaspur after they reported complications following the surgery. Gupta conducted three sterilisation camps at Pendra, Garola and Marwahi near Bilaspur on November 10 in which 55 women were operated.

Almost 50 per cent of them developed complications following which they were admitted to Chhattisgarh Institute of Medical Sciences, Bilaspur. Among those who underwent tubectomies were two tribal women from the Baiga community, who are not to be sterilised as per a government rule. One tribal woman, Chaiti Bai, died prompting angry reactions from state Congress leaders.

The Chhattisgarh High Court took suo motu cognisance of the incident and asked the Raman Singh government to submit a detailed report within 10 days. The division bench comprising Justice T P Sharma and Justice Inder Singh Uboweja took serious note of the reports on the incident at a government-organised sterilisation camp in Pedari village in Takhatpur block on Saturday. The bench appointed two advocates— Salim Kazia and Sunita Jain— as amicus curiae to assist the court.

While the state government constituted a three-member panel to probe the incident, doctors and public health activists suspect poorly sterilised laparoscopic instruments could be one of the key reasons behind the tragedy. Some medicines used in these camps have also been seized.

Meanwhile, the Supreme Court refused to take suo motu cognisance of the incident when some lawyers tried to attract the attention of the bench to the newspaper reports on the tragedy. The apex court, however, asked them to file a petition.

New Delhi, May 10: A medium-intensity earthquake of 3.4 magnitude hit Delhi on Sunday.

According to the National Center for Seismology (NCS), the quake occurred at 1.45pm at a depth of five kilometres.

There were no immediate reports of loss of life or property.

Dehradun, Jun 13: Chief of Army Staff General M M Naravane on Saturday said the country is passing through difficult times and its safety and honour depend on the ability of its young officers as military leaders.

Addressing gentlemen cadets at the Indian Military Academy here as the reviewing officer of a passing out parade, Gen Naravane said they are being commissioned as officers into the army under the most daunting of circumstances and the high standards of their military training will help them overcome the challenges lying in store for them.

The parade saw a total of 423 cadets being commissioned into the army including 333 from the country and 90 from friendly foreign countries.

"These are difficult times for the country. Its safety, honour and respect depend on your abilities as military leaders. You have to live up to the expectations of your countrymen. You have to ensure that whatever you do is for their welfare," he said.

The army chief said there are no good or bad regiments but only good officers.

"Become one with your men. Win their trust and affection and they will win battles for you," Naravane said.          

He asked the gentlemen cadets to throw themselves into their new role as commissioned officers with passion but also be compassionate towards their men.

"When the going gets tough and all seems lost, it is the spirit of your men that helps you win," he said.          

He said the gentlemen cadets who are taking their first step as commissioned officers will have to make decisions in the tactical and operational domain as well as resolve ethical issues and they will have only their conscience to guide them.          

"In such critical moments let the core values enshrined in the preamble of the constitution of India be your guiding light," the Army Chief said.

Asking them to rise above petty considerations of caste, creed and religion, he said the army does not discriminate.

Apart from containing the external threats, you may also have to defang internal forces out to destabilise the country.

He said the precise drill movements of the cadets had convinced him they will do their respective countries proud.

"In the autumn of your careers what will matter is not the position you finally attain but how honourably you have served your nation," he said.              

In a message to the gentlemen cadets' parents, who were not allowed to attend the event due to the coronavirus pandemic, the Army Chief said, "Till yesterday they (gentlemen cadets) were your children but from tomorrow they will be ours."

He promised to be with them through thick and thin.

The parade looked slightly off-colour this time with the enthusiastic crowds of parents and some usual features missing like the showering of the drill square with flower petals by helicopters.

Mar 19: Amidst spiralling cases of COVID-19 in the country, Union Minister of State for Health and Family Welfare Ashwini Kumar Choubey on Thursday advocated "absorbing sunlight" as a possible precaution against coronavirus that has claimed over 8,000 lives globally.

Speaking to reporters outside parliament, Choubey said 10-15 minutes in the sun would build immunity as sunlight provides Vitamin D.

"From 11 am to 2 pm the sun is shining brightly. We should spend at least 10-15 minutes to absorb sunlight so that we get vitamin D which improves the immunity of our body and also kills such viruses. All should be aware of (this fact)," he said when asked about the spread of coronavirus.

COVID-19 cases in India climbed to 169 on Thursday after 18 fresh cases were reported from various parts of the country, according to the Union health ministry.

The cases include 25 foreign nationals -- 17 from Italy, 3 from the Philippines, two from the UK, one each belonging to Canada, Indonesia and Singapore.

The figure also includes three deaths reported from Delhi, Karnataka and Maharashtra so far.

According to the World Health Organisation, the novel coronavirus has killed over 8,000 people globally and infected more than two lakh.
