Chidambaram urges all states to object 15th Finance Commission

New Delhi, May 14: Former finance minister P. Chidambaram on Monday urged the chief minister's and finance minister of all the state to come together and raise an objection on the Terms of Reference (ToR) prescribed by the 15th Finance Commission for allocation of funds to states.

The former finance minister asked the states to protest against the Centre's attempt to violate the Constitution.

"Kerala FM's open letter on the ToR of the Fifteenth Finance Commission deserves support. I urge all State CMs and FMs to join hands to protest the Centre's attempt to violate the Constitution and wreck the federal system," Chidambaram Tweeted.

Chidambaram's comment came after Kerala Finance Minister TM Thomas Isaac in an open letter to the states Finance Ministers, through a leading daily, urged to join hands to perverse "the Constitution and the right of States."

Isaac has asked them to "block the sinister move to undermine the basic tenets of fiscal federalism in India."

Earlier in April, Finance ministers of three southern Indian states and one Union Territory highlighted loopholes in the ToR prescribed by the Finance Commission.

Leaders who attended a conclave of finance ministers of Kerala, Karnataka, Andhra Pradesh and Puducherry, argued that with the present guidelines in place, states with higher population would be entitled to a larger share of tax resources, while those that undertook measures for population control would incur losses.

Isaac claimed that the terms of reference of the 15th Finance Commission were a threat to the federal system, adding that a deliberate attempt was being made to cut down tax devolution to states and forcibly impose conditions on them.

Union Finance Minister Arun Jaitley had described the controversy surrounding the ToR of the 15th Finance Commission as 'needless' and added that nothing could be further from the truth.

One of the key concerns raised by the Southern finance ministers was the usage of 2011 Census data for devising the ToR, as opposed to using data from 1971, as in the case of the 14th Finance Commission, as states with larger growth in population since 1971 would benefit more compared to the others. Chennai, Jun 10: DMK MLA J Anbazhagan who had tested positive for coronavirus and was on ventilator support from June 3 passed away at a hospital in Chennai on Wednesday.

Coincidently, today is the 62nd birthday of the MLA.

"Anbazhagan J, who has been fighting for his life with severe COVID 19 pneumonia rapidly deteriorated early this morning. In spite of full medical support including mechanical ventilation at our COVID facility, he succumbed to his illness. He was declared dead at 08:05 hours on the 10th of June 2020," the hospital said in a statement.

In 2001, Anbazhagan was elected from T Nagar Assembly constituency. He served for five years.

Later in 2011, he was elected to Tamil Nadu Assembly from Chepauk-Thiruvallikeni seat. The DMK leader was re-elected from the same constituency in 2016.

Feb 1: The Congress on Saturday expressed hope that the Union Budget would provide relief to the salaried class through tax cuts and invest in rural India besides providing a healing touch to the common man and industry facing “hardship” since demonetisation.

Congress chief spokesperson Randeep Surjewala said the last budget led to crashing consumption levels, soaring unemployment and falling GDP. “Budget 2019= Consumption crashed, Unemployment soared, Farm distress surged, Incomes declined, Investments slumped, Public spending fell, GDP nose dived!,” Surjewala tweeted. “Yet, Modiji gave Corporate Tax Cuts of Rs 1,45,000 crore. Let Budget 2020 give tax cuts to Salaried Class and invest in Rural India,” he said

Rajasthan Chief Minister Ashok Gehlot hoped the budget fulfils expectations of the common people. “Budget 2020 is the time for NDA government to provide a healing touch to common people and industries facing hardships since noteban. Hope the budget fulfils expectations of common people and provide relief across sections,” Gehlot said.

Lucknow, Jul 2: After a video showing health workers allegedly tossing bodies of coronavirus victims in a large pit in Karnataka, BSP President Mayawati on Wednesday stated that the incident is the "height of cruelty and insult to humanity".
The former UP Chief Minister demanded that the guilty must be punished.

"The tragedy that the bodies of COVID-19 victims being thrown into trenches in Ballari, Karnataka is the height of cruelty and an insult to humanity. Though incidents related to inhuman cruelty with corona patients are rampant but guilty of Ballari must be punished by the state government," Mayawati said in a tweet.

Also, in another tweet, she asked the Central government to extend the Pradhan Mantri Garib Kalyan Anna Yojana till the end of the coronavirus pandemic.

"In order to check ignominy of starvation on account of long unprecedented hardship & unemployment due to coronavirus and the subsequent nationwide lockdown, the PM Garib Kalyan Anna Yojna must continue not till November but till the end of the pandemic, this is the demand of BSP," she tweeted.
