China moves to expand DNA testing in Muslim region

Beijing, May 17: China appears to be laying the groundwork for the mass collection of DNA samples from residents of a restive, largely Muslim region that's been under a security crackdown, rights observers and independent experts said Tuesday.

Police in western China's Xinjiang region confirmed to The Associated Press that they are in the process of purchasing at least $8.7 million in equipment to analyze DNA samples.

Observers from Human Rights Watch said they've seen evidence of almost $3 million in additional purchases related to DNA testing. They warned such a collection program could be used as a way for authorities to beef up their political control.

The move comes after Chinese authorities last year reportedly required Xinjiang residents to submit DNA samples, fingerprints and voice records to obtain passports or travel abroad.

If used at full capacity, the new equipment could be used to profile up to 10,000 DNA samples a day and several million a year, said Yves Moreau, a computational biologist specializing in genome analysis and DNA privacy at the University of Leuven in Belgium.

Since it started collecting DNA profiles in 1989, China has amassed the unique genetic information on more than 40 million people, constituting the world's largest DNA database, according to a study last year by forensic researchers at the China Ministry of Public Security.

Unlike many other countries, China lacks legal protections to guard people's privacy and prevent their genetic information from being misused, said Helen Wallace, founder of the British group GeneWatch.

Xinjiang borders several unstable Central Asian countries, including Afghanistan. It has experienced numerous bombings and vehicle and knife attacks blamed on ethnic separatists from the native Uighur minority.

Chinese authorities seeking to counter religious extremism among the Uighurs have taken increasingly aggressive steps to quell the unrest. Those have included mandatory satellite tracking systems for vehicles in some areas, rewards for terror-related tips and prohibitions against women wearing veils and men growing beards.

United Nations, Mar 21: The UN has called on all nations to stop the use of capital punishment or put a moratorium on it, a day after four men convicted of gang-raping and murdering a 23-year-old woman were hanged in India.

Seven years after the rape and murder of the young medical student, who came to be known as 'Nirbhaya', sent shock waves across the country, the four convicts - Mukesh Singh (32), Pawan Gupta (25), Vinay Sharma (26) and Akshay Kumar Singh (31) - were hanged to death on Friday at 5.30 am in New Delhi's Tihar Jail.

Responding to the hanging, UN Secretary-General Antonio Guterres' spokesperson Stephane Dujarric said the world organisation calls on all nations to stop the use of capital punishment or put a moratorium on it.

"Our position has been clear, is that we call on all States to halt the use of capital punishment or at least put a moratorium on this," Dujarric said at the daily press briefing on Friday.

The horrific gang-rape and murder of the physiotherapy intern on December 16, 2012, who came to be known as Nirbhaya, the fearless, had seared the nation's soul and triggered countrywide outrage.

This was the first time that four men have been hanged together in Tihar Jail, South Asia's largest prison complex that houses more than 16,000 inmates.

The executions were carried out after the men exhausted every possible legal avenue to escape the gallows. Their desperate attempts only postponed the inevitable by less than two months after the first date of execution was set for January 22.

The execution of the four convicts brings the curtains down on the case that shook not just India but also the world with the details of its brutality The widespread protests subsequently paved the way for a change in India's rape laws.

Paris, Aug 5: French President Emmanuel Macron on Tuesday said France will deploy a civil security detachment and several tonnes of medical equipment to Lebanon, whose capital was hit by an explosion that left over 70 people dead and thousands injured.

"Emergency doctors will also reach Beirut as soon as possible to strengthen hospitals. France is already engaged," the French President said in a tweet.

US Secretary of State Mike Pompeo, also extended his deepest condolences to all those affected by the "massive explosion at the port of Beirut."

"We are closely monitoring and stand ready to assist the people of Lebanon as they recover from this tragedy. Our team in Beirut has reported to me the extensive damage to a city and a people that I hold dear, an additional challenge in a time of already deep crisis. 

We understand that the Government of Lebanon continues to investigate its cause and look forward to the outcome of those efforts," he said in a statement.

UK Prime Minister Boris Johnson said his country is ready to provide support in any way it can.

"The pictures and videos from Beirut tonight are shocking. All of my thoughts and prayers are with those caught up in this terrible incident. The UK is ready to provide support in any way we can, including to those British nationals affected," Johnson said.

Israeli people share the pain of their Lebanese neighbours after a devastating blast in the port of Beirut and reach out to offer their aid, Israeli President Reuven Rivlin said on Tuesday.

"We share the pain of the Lebanese people and sincerely reach out to offer our aid at this difficult time," Rivlin said on Twitter.

Over 70 people have been killed while thousands of others were wounded in the massive explosion on Tuesday in Beirut which shattered buildings and caused widespread damage.

Washington, May 20: The United States recorded another 1,536 coronavirus deaths over the past 24 hours, the Johns Hopkins University tracker said.

That figure, tallied as of 8:30 pm (0030 GMT), raises to 91,845 the total number of COVID-19 deaths in the US.

The US tops the global rankings both for the highest death toll and the highest number of infections, with more than 1.5 million cases.
