China pacifies India after blocking ban on Masood Azhar

Beijing, Nov 3: China on Friday said it was ready to work with India to promote "constant progress" of bilateral relations, amid fresh strains in ties after Beijing again blocked Pakistan-based JeM chief Masood Azhar's designation as a global terrorist by the UN.

On November 2, China, for the fourth time, blocked India, the US and other nations' bid to list Pathankot terror attack mastermind Azhar as a global terrorist, saying "there is no consensus" within the members of the sanctions committee.

India reacted sharply to China's move, saying "accommodating with terrorism" for narrow objectives was both short-sighted and counterproductive.

China's Assistant Foreign Minister Chen Xiaodong today told the media that China attached great importance to its relations with India.

"India is an important neighbour of China," Chen said, adding China plans to step up ties with neighbours under the "neighbourhood diplomacy with Chinese characteristics in the new era" enunciated by President Xi Jinping during the recently concluded key Congress of the ruling Communist Party of China (CPC).

"We are ready to work with India to promote constant progress of bilateral relations guided by this diplomacy with Chinese characteristics for the new era," Chen said without elaborating.

He said China has been following this concept and vision over the past few years in its cooperation with the neighbours and deepening mutual political trust promoting practical cooperation with them.

In the last two years, China has stonewalled efforts by India to declare Azhar as a global terrorist.

Last year in March, China was the only member in the 15- nation UN organ to put a hold on India's application with all other 14 members of the Council supporting New Delhi's bid to place Azhar on the 1267 sanctions list that would subject him to an assets freeze and travel ban.

The relations between the two neighbours are also strained by a 73-day standoff at Dokalam over Chinese army?s plans to build a strategic road in the area also claimed by Bhutan.

Officials here said Chinese Foreign Minister Wang Yi will travel to India next month to New Delhi to attend the Russia, India, China (RIC) Foreign Ministers meeting during which he would also hold talks with the Indian leadership on the bilateral relations during the second term of Xi.

Washington, May 12: The US Federal Bureau of Investigation and cybersecurity experts believe Chinese hackers are trying to steal research on developing a vaccine against coronavirus, two newspapers reported Monday.

The FBI and Department of Homeland Security are planning to release a warning about the Chinese hacking as governments and private firms race to develop a vaccine for COVID-19, the Wall Street Journal and New York Times reported.

The hackers are also targeting information and intellectual property on treatments and testing for COVID-19.

US officials alleged that the hackers are linked to the Chinese government, the reports say.

The official warning could come within days.

In Beijing Foreign Affairs ministry spokesman Zhao Lijian rejected the allegation, saying China firmly opposes all cyber attacks.

"We are leading the world in COVID-19 treatment and vaccine research. It is immoral to target China with rumors and slanders in the absence of any evidence," Zhao said.

Asked about the reports, President Donald Trump did not confirm them, but said: "What else is new with China? What else is new? Tell me. I'm not happy with China."

"We're watching it very closely," he added.

A US warning would add to a series of alerts and reports accusing government-backed hackers in Iran, North Korea, Russia and China of malicious activity related to the pandemic, from pumping out false news to targeting workers and scientists.

The New York Times said it could be a prelude to officially-sanctioned counterattacks by US agencies involved in cyber warfare, including the Pentagon's Cyber Command and the National Security Agency.

Last week in a joint message Britain and the United States warned of a rise in cyber attacks against health professionals involved in the coronavirus response by organised criminals "often linked with other state actors."

Britain's National Cyber Security Centre and the US Cybersecurity and Infrastructure Security Agency said they had detected large-scale "password spraying" tactics -- hackers trying to access accounts through commonly used passwords -- aimed at healthcare bodies and medical research organisations.

Paris, Jul 20: Two coronavirus vaccine candidates have proven safe for humans and produced strong immune reactions among patients involved in separate clinical trials, doctors said on Monday.

The first trial among more than 1,000 adults in Britain found that the vaccine induced "strong antibody and T cell immune responses" against the novel coronavirus.

A separate trial in China involving more than 500 people showed most had developed widespread antibody immune response.

The studies, published in The Lancet medical journal, constitute a major step on the road towards a COVID-19 vaccine that is effective and safe for widespread use.

The authors of the studies said that they encountered few adverse side-effects from the vaccine candidates.

However, they cautioned that more research was needed, particularly among older adults, who are disproportionately at risk of dying of COVID-19.

Co-author Sarah Gilbert from the University of Oxford said the results "hold promise".

"If our vaccine is effective, it is a promising option as these types of vaccine can be manufactured at large scale."

The Seattle City Council, one of the most powerful city councils in the U.S., on Monday unanimously passed a resolution condemning India’s recently-enacted Citizenship Amendment Act (CAA) and the National Register of Citizens (NRC).

Reaffirming Seattle as a welcoming city and expressing solidarity with the city’s South Asian community regardless of religion and caste, the resolution “resolves that the Seattle City Council opposes the National Register of Citizens and the Citizenship Amendment Act in India, and finds these policies to be discriminatory to Muslims, oppressed castes, women, indigenous, and LGBT people“.

Introduced by Indian American City Council member Kshama Sawant, the resolution urges the Parliament of India to uphold the Indian Constitution by repealing the CAA, and to stop the National Register of Citizens, and take steps towards helping refugees by ratifying various UN treaties on refugees.

“Seattle City’s decision to condemn CAA should be a message to all who wish to undermine pluralism and religious freedom. They cannot peddle in hate and bigotry, and expect to have international acceptability at the same time,” said Ahsan Khan, president of Indian American Muslim Council.

Thenmozhi Soundararajan of Equality Labs, which organised the community in support of the resolution, welcomed its passage. “We are proud of the Seattle City Council for standing on the right side of history today. Seattle is leading the moral consensus in the global outcry against the CAA, she said.

Soundararajan said that thousands of organizers across the country have called, e-mailed, and visited Seattle City Council members to amplify this resolution, and it sets an example to cities across the United States.

“At a time when members of the Indian ruling party sided Trump, the Muslim ban, and his war on immigrants as justification for targeting hundreds of millions of Indian minorities, Americans have a unique responsibility to stand up and speak about this human rights crisis. We are glad that Seattle is leading the way on this,” she said.
