China slams U.S. trade ‘blackmail’

New York, Sept 29: China on Friday denounced “blackmail” by President Donald Trump over trade but insisted it had no plan to challenge U.S. pre-eminence, as relations between the world’s two largest economies deteriorate.

Days after Mr. Trump slapped $200 billion in tariffs and vowed to press on until China buckles, Foreign Minister Wang Yi told the UN General Assembly that Beijing would resist.

“China will not be blackmailed or yield to pressure,” Mr. Wang told the UNGA in a speech that did not mention the U.S. but appeared to be a pushback against Mr. Trump’s repudiation of globalism from the same podium on Tuesday.

“China will keep to its commitments and remain a champion of multilateralism,” he said. “We must pursue win-win cooperation.... We need to replace confrontation with cooperation and coercion with consultation. We must stick together as a big family as opposed to forming closed circles.”

Mr. Trump forged initial bonhomie with Chinese President Xi Jinping after the real estate tycoon’s unexpected election victory but relations have plummeted, largely over trade.

With characteristic bluntness, Mr. Trump this week said he may no longer consider Mr. Xi a friend and accused Beijing of interfering in midterm U.S. elections to punish him for his tough trade stance.

‘Not surprising’

Mr. Wang, while addressing opinion leaders at the Council on Foreign Relations thinktank earlier in the day, played down the spurt in tensions as natural between two major countries.

“Various frictions may ensue and this is not surprising, and it is also no cause for panic,” he said.

“Some American friends have proceeded from the Western theory of realism,” he said, believing that “in the past several hundred years, strong countries are bound to seek hegemony, and their conclusion is that China is about to seek hegemony and even challenge or displace U.S. leadership.”

“I want to tell you very clearly that this is a serious strategic misjudgment,” Mr. Wang said. “It is a misguided anticipation that will be extremely detrimental to U.S. interests and the future of the United States.”

He also flatly denied a key charge behind Mr. Trump’s hard line on trade — that China is stealing U.S. technology to boost its own companies. “We hope that such untrue allegations will stop.”

Chengdu, Jul 24: China on Friday asked the US to close down its Consulate in Chengdu in retaliation to Washington's decision to shut the Chinese Consulate in Houston.

A statement by the Chinese Foreign Ministry said China has informed the US Embassy of its decision to withdraw its consent for the establishment and operation of the US Consulate General in Chengdu.

This was in response to "unilateral" decision by the US to shut the Houston Consulate. China's decision is legitimate and necessary response to the unreasonable actions of the US, it said.

The US on Wednesday ordered the closure of the Chinese consulate in Houston, a move it said was aimed "to protect American intellectual property and private information."

Reacting strongly to the US move, Chinese Foreign Ministry spokesman Wang Wenbin termed it as an "unprecedented escalation and warned retaliatory measures.

China on Thursday said that "malicious slander" is behind an order by the US government to close its consulate in Houston, Texas, and maintained that its officials have never operated outside ordinary diplomatic norms.

Wang said the order to close the consulate violates international law and basic norms governing international relations, and seriously undermines China-US relations.

This is breaking down the bridge of friendship between the Chinese and American people, Wang said.

Ninety per cent of a sample group of coronavirus-recovered patients from a prominent hospital in China's Wuhan city where the pandemic broke out have reported lung damage and five per cent of them are again in quarantine after testing positive for the virus, according to a media report on Wednesday.

A team at the Zhongnan Hospital of Wuhan University led by Peng Zhiyong, director of the hospital's Intensive Care Unit, has been conducting follow-up visits with '100 recovered patients' since April.

The first phase of this one-year programme finished in July. The average age of the patients in the study is 59.

According to the first phase results, 90 per cent of the patients' lungs are still in a damaged state, which means their lungs ventilation and gas exchange functions have not recovered to the level of healthy people, state-run Global Times reported.

Peng's team conducted a six-minute walking test with the patients. They found that the recovered patients could only walk 400 metres in six minutes while their healthy peers could walk 500 metres in the same period.

Some recovered patients have to rely on oxygen machines even three months after being discharged from the hospital, Liang Tengxiao, a doctor from the Dongzhimen Hospital, Beijing University of Chinese Medicine, was quoted as saying by the report.

Liang's team is also conducting follow-up visits with recovered patients aged above 65.

The results also showed that antibodies against the novel coronavirus in 10 per cent of the 100 patients have disappeared.

Five per cent of them received negative results in Covid-19 nucleic acid tests but positive results in Immunoglobulin M (IgM) tests, and thus have to be quarantined again, the report said.

IgM is usually the first antibody produced by the immune system when a virus attacks. A positive result in an IgM test usually means that a person has just been infected by the virus.

It is still unclear if this means these people have been infected again.

The 100 patients' immune systems have not fully recovered as they showed a low level of B cells -- - a primary force for killing viruses in the human body -- but a high level of T cells which only recognise viral antigens outside infected cells.

"The results revealed that the patients’ immune systems are still recovering," Peng said.

The patients also suffered from depression and a sense of stigma. Most of the recovered patients told the team that their families were not willing to have dinner with them at the same table, the report said.

Less than half of the recovered patients have returned to work, it said.

The findings are significant as the coronavirus first emerged in Wuhan city.

Hubei province for which Wuhan is the provincial capital has reported a total of 68,138 confirmed Covid-19 cases till now. The disease has claimed 4,512 lives in the province, according to the official data.

China reported 27 new confirmed Covid-19 cases on Tuesday, including 22 locally-transmitted cases, the National Health Commission (NHC) said on Wednesday.

Beijing, Jan 24: As China stepped up measures to control the spread of coronavirus, locking down Wuhan and Huanggang cities in the Hubei province where several Indians live, the Indian Embassy here has set up hotlines for their assistance.

Chinese officials assured all assistance, including food supply, to the Indians who stayed put in the province, the Indian Embassy here said in a press release on Thursday.

Wuhan and its surrounding area became the epicentre of the coronavirus outbreak as the confirmed cases climbed to over 600 mostly from the city and the province with 17 deaths so far.

China has virtually sealed Wuhan and Huanggang cities, halting all public transport, including flight services, and advised people to stay at home and follow the precautions. The two cities put together have a population of over 17 million people.

Chinese officials said the measures have been taken to prevent the spread of the virus to other cities and the world.

Concerns arose for India too as about 700 Indian students, mostly studying medicine in different Chinese universities, resided in Wuhan and its neighbouring areas.

While many of them were believed to have left home for the Chinese New Year holidays, others remained in the city to complete their academic work. However, the exact number is not yet known.

“The Embassy of India has been receiving queries from Indians in Hubei province as well as their relatives in India in connection with the evolving situation of coronavirus infection in China,” the embassy press release said.

The embassy is in touch with relevant Chinese authorities in Beijing and Wuhan as well as Indians in Hubei Province, especially in Wuhan, it said.

“We are closely monitoring the evolving situation in China, including the advisories issued by the World Health Organisation (WHO),” the embassy said.

According to the embassy, Chinese authorities have assured all assistance to residents of Wuhan, including food supply.

“At present, it is reported that supermarkets (particularly those that are government-run) and e-commerce services, including food delivery, continue to remain operational in Wuhan,” it said.

The embassy has started two hotlines for those who wish to get in touch with the Mission in this regard in the following phone numbers:              +8618612083629 and +8618612083617.

“All are advised to also keep track of the embassy's social media accounts (Twitter:@EoIBeijing; Facebook: India in China) for updates on this evolving situation,” the release said.

Meanwhile, the Chinese Foreign ministry said all assistance would be provided to consular officials of the foreign missions to ensure the safety of the foreigners in the country.

Asked whether China would consider any request from the respective countries to move their citizens out of Wuhan, Chinese Foreign Ministry spokesman Geng Shuang said, “We always help foreign consular officials in China in their official jobs, we offer them all the assistance and convenience necessary and we work to guarantee foreign citizens' legitimate rights and interest in China.”

He said while specific detailed would be provided by local officials, China in principle, has always handled issues according to domestic laws, international laws and bilateral consular agreements.
