China tests new stealth fighter; eyes export sales

Beijing, Dec 26: China has tested an improvised version of its stealth fighter and plans to sell it at half the price of the US variant to break Western monopoly over the high-tech aircraft, which will have strategic implications for India as Pakistan has already shown interest in acquiring it.plane

An improved version of China's fifth-generation FC-31 Gyrfalcon stealth fighter jet has conducted its maiden flight last week in Shenyang, capital of Liaoning province, state-run China Daily reported today.

Previously known as the J-31, the twin engine, radar evading aircraft is still under development by Shenyang Aircraft Corp, part of the Aviation Industry Corp of China, (AVIC), it said.

The Chinese stealth aircraft have strategic significance for India as besides China, Pakistan - which is producing JF-17 Thunder fighter along with Beijing - has already evinced interest in acquiring China's stealth fighter.

India is yet to have stealth aircraft in its arsenal. AVIC displayed a large-scale model of the FC-31 at the 14th Dubai Airshow in the UAE in November, 2015.

Specifications supplied by AVIC show the jet has a maximum takeoff weight of 28 metric tonnes, a flight radius of 1,250 kms and a top speed of Mach 1.8, or 1.8 times the speed of sound.

It can carry eight tonnes of weapons. The plane can hold six missiles in its internal weapons bay and another six under its wings, AVIC said.

The first test flight of the FC-31's second prototype took place on Friday at Shenyang Aircraft Corp, four years after the first prototype took to the skies, the Daily quoted officials as saying.

The report also said fifth-generation fighters are the most advanced available. Fu Qianshao, an aircraft expert with the PLA Air Force, said the new FC-31 has state-of-the-art instruments such as its electro-optical targeting system and helmet-mounted display and sight system.

The new FC-31 seems to have better stealth capabilities, improved electronic equipment and a larger payload capacity, said Wu Peixin, an aviation industry observer in Beijing said.

"Compared with the first FC-31, there are a lot of improvements on the second prototype. Changes were made to the airframe, wings and vertical tails, which make it leaner, lighter and more manoeuvrable," he said.

AVIC wants to use the FC-31 to capture market share at home and abroad but the company is making a big push to attract foreign buyers with its medium-sized stealth combat planes, he said.

Li Yuhai, deputy general manager of AVIC, previously said AVIC plans to use the FC-31 to "put an end to some nations' monopolies on the fifth-generation fighter jet" and this plane "is able to compete with any other aircraft of its kind".

"I believe the aircraft will have bright prospects in the market. Based on my experience and knowledge, I presume its price will be around USD 70 million, about half that of the US' Lockheed Martin F-35 Lightning II," Fu said.

"Moreover, the fourth-generation Euro fighter Typhoon and Dassault Rafale fighter jets are priced at about USD 100 million. All of these mean you can spend a lot less money to get an advanced, fifth-generation stealth combat plane," Fu told the Daily.

The only fifth-generation fighter jet currently available in the market is the US' F-35 Lightning II, but the US sells it only to allies.

Following the Friday test flight, aviation enthusiasts posted pictures on Chinese websites, showing what they said was the second prototype in flight.

The FC-31 was unveiled in October, 2012, when the first prototype made its maiden flight, becoming the country's second fifth-generation fighter jet following the J-20, which conducted its first flight in January, 2011.

Deliveries of the J-20 to the People's Liberation Army Air Force have started.

Manila, Apr 13: The Asian Development Bank (ADB) on Monday tripled the size of its response to novel coronavirus disease (COVID-19) pandemic to 20 billion dollars and approved measures to streamline its operations for quicker and more flexible delivery of assistance.

The package expands ADB's 6.5 billion dollars initial response announced on March 18, adding 13.5 billion dollars in resources to help ADB's developing member countries counter the severe macroeconomic and health impacts caused by COVID-19.

The 20 billion dollar package includes about 2.5 billion dollars in concessional and grant resources.

"This pandemic threatens to severely set back economic, social, and development gains in Asia and the Pacific, reverse progress on poverty reduction and throw economies into recession," said ADB President Masatsugu Asakawa.

"Our expanded and comprehensive package of assistance, made possible with the strong support of our board, will be delivered more quickly, flexibly and forcefully to the governments and the private sector in our developing member countries to help them address the urgent challenges in tackling the pandemic and economic downturn," he said in a statement.

ADB's most recent assessment released on April 3 estimates the global impact of the pandemic at between 2.3 and 4.8 per cent of gross domestic product. Regional growth is forecast to decline from 5.2 per cent last year to 2.2 per cent in 2020.

The new package includes the establishment of a COVID-19 pandemic response option under ADB's countercyclical support facility.

Up to 13 billion dollars will be provided through this new option to help governments of developing member countries implement effective countercyclical expenditure programs to mitigate impacts of the COVID-19 pandemic, with a particular focus on the poor and the vulnerable.

Grant resources will continue to be deployed quickly for providing medical and personal protective equipment and supplies from expanded procurement sources.

Some 2 billion dollars from the 20 billion dollar package will be made available for the private sector. Loans and guarantees will be provided to financial institutions to rejuvenate trade and supply chains.

Enhanced microfinance loan and guarantee support and a facility to help liquidity-starved small and medium-sized enterprises, including those run by female entrepreneurs, will be implemented alongside direct financing of companies responding to or impacted by COVID-19.

The response package includes a number of adjustments to policies and business processes that will allow ADB to respond more rapidly and flexibly to the crisis. These include measures to streamline internal business processes, widen the eligibility and scope of various support facilities and make the terms and conditions of lending more tailored.

All support under the expanded package will be provided in close collaboration with international organisations, including the International Monetary Fund, World Bank Group, World Health Organisation, UNICEF, other UN agencies and the broader global community.

Toronto, Apr 25: Canadian Prime Minister Justin Trudeau on Thursday (local time) announced a new CAD 1.1 billion package supporting vaccine research and clinical trials as well as expanded testing capacity.

"We are putting in place an additional CAD 1.1 billion dollars for a national medical and research strategy to address COVID-19," Trudeau said during his daily novel coronavirus pandemic briefing on Thursday.

"This plan has three pillars -- research on vaccines and other treatments, support for clinical trials and expanding national testing and modelling," he added.

Trudeau pointed out that CAD 82 million of the total sum will be directed to the development of a vaccine and treatments against the virus, while CAD 471 million will go towards supporting clinical trials.

A further CAD 249 million is being allocated for expanding testing capacity and modelling, the Prime Minister added.

According to Trudeau, this funding will be allotted to a new "immunity task force" commissioned with conducting serology testing -- blood tests looking for the presence of antibodies indicative of exposure to the virus and subsequent immune response.

He said the taskforce, comprising the country's top medical experts, including Chief Public Health Officer Dr Theresa Tam, will test at least a million Canadians over the next two years.

The funding announced today comes in addition to the CAD 200 million committed for COVID-19-related research on March 11.

Trudeau has repeatedly stressed the daily constraints that much of the population is adhering to will be the new normal until a vaccine is developed.

As of Thursday, Canada has confirmed a total of 40,824 COVID-19 cases since the onset of the outbreak, out of which more than 2,000 have proven to be fatal, according to the latest figures from the country's public health agency.

Seoul, May 2: North Korean leader Kim Jong Un has made his first public appearance since speculation about his health began last month, cutting the ribbon at the opening of a fertilizer factory, KCNA reported Saturday.
 
Kim attended the event on Friday in Sunchon, near the capital Pyongyang, after nearly three weeks of swirling rumours that the leader of the nuclear-armed nation was seriously ill or possibly dead.
 
The North Korean leader had not made a public appearance since presiding over a Workers' Party politburo meeting on April 11, and the following day state media reported that he had inspected fighter jets.
 
At Friday's event, "all the participants broke into thunderous cheers of 'hurrah!'" when Kim appeared, the Korean Central news agency reported.
 
He inspected the facility and was "briefed about the production processes," the report said.
 
Kim "said with deep emotion" that his grandfather Kim Il Sung and father Kim Jong Il "would be greatly pleased if they heard the news that the modern phosphatic fertilizer factory has been built," it added.
 
Also in attendance were other senior officials, including his sister and close adviser, Kim Yo Jong. Photos from the ceremony were not immediately released.
 
Conjecture over Kim's health had grown since his conspicuous no-show at April 15 celebrations for the birthday of his grandfather, the North's founder -- the most important day in the country's political calendar.
 
His absence unleashed a series of unconfirmed reports over his condition, triggering global fears over the North's nuclear arsenal -- and who would succeed Kim were he unable to lead.
 
A top security advisor to South Korea's President Moon Jae-in said less than a week ago that Kim was "alive and well," downplaying rumors that he was ill or incapacitated.
 
The advisor, Moon Chung-in, told CNN that Kim had been staying in Wonsan -- a resort town in the east of North Korea -- since April 13, adding: "No suspicious movements have so far been detected."

Daily NK, an online media outlet run mostly by North Korean defectors, reported that Kim was undergoing treatment after a cardiovascular procedure last month.
 
Citing an unidentified source inside the country, it said Kim -- who is in his mid-30s -- had needed urgent treatment due to heavy smoking, obesity and fatigue.
 
Soon afterwards, CNN reported that Washington was "monitoring intelligence" that Kim was in "grave danger" after undergoing surgery, quoting an anonymous US official.
 
US President Donald Trump appeared to confirm that Kim was alive earlier this week.
 
On Friday, Trump refused to comment on Kim's reported re-emergence.
 
Previous absences from the public eye on Kim's part have prompted speculation about his health.
 
The North is extremely secretive, and doubly so about its leadership.
 
Kim's father and predecessor had been dead for two days before anyone outside the innermost circles of North Korean leadership was any the wiser.
 
In 2014, Kim Jong Un dropped out of sight for nearly six weeks before reappearing with a cane.
 
Days later, the South's spy agency said he had undergone surgery to remove a cyst from his ankle.
