China wants code of conduct, not clarification of LAC as proposed by PM Modi

Beijing, Jun 4: China prefers a pact with India on a Code of Conduct to maintain peace along the border rather than clarification of Line of Actual Control proposed by Prime Minister Narendra Modi during his visit here last month.

Outlining China's first public reaction to Prime Minister Modi's proposal, Deputy Director General of the Asian Affairs at the Foreign Ministry Huang Xilian said both sides should try to reach an agreement on Code of Conduct as attempts to clarify mutual positions on the LAC had "encountered difficulties" in the past.

"Whatever we do in the border area it should be constructive. That means it should be a building block for the process of negotiations not stumbling block," he said, replying to a question.

"If we find that clarification of the LAC is building block then we should go ahead. But if we find that it is a stumbling block it could complicate the situation further. We have to be careful," Huang, the Ministry's point man for India, told an Indian media delegation here on the outcome of Modi's three-day visit here last month.

"Our position is that we have to seek some kind of comprehensive measures, not only one measure to control and manage the border to ensure peace and tranquillity along the border. We can try and reach an agreement on the Code of Conduct," Huang said.

He said both countries still have some time to explore together. "There is no need to do only one thing. We have to do many things. We have to seek comprehensive approach to this," he said.

Pressed further on why China has reservations on the LAC clarification, which Modi stated will help both sides to know their positions, Huang said it was tried few years ago but ran into difficulties.

"We tried to clarify some years ago but it encountered some difficulties, which led to even complex situation. That is why whatever we do we should make it more conducive to peace and tranquillity for making things easier and not to make them complicated," he said.

China says the border dispute is confined only to 2,000 kms mostly in Arunachal Pradesh, but India asserts that the dispute covered the western side of the border spanning to about 4,000 kms, especially the Aksai Chin area annexed by China in 1962 war.

The two sides have held 18 rounds of Special Representative talks to resolve the issue.

Officials say that LAC clarification was discussed in the past but remained dormant after vast differences in perception about mutual claims. Beijing was reluctant to agree even after India clarified that the claims will not have any impact on final solution to the boundary issue.

Modi first took up the issue of clarification of the LAC during President Xi Jinping's visit to India last year. He highlighted the need for it when Indian and Chinese troops had a face off at Chumar sector overshadowing Xi's trip.

The Prime Minister again highlighted it during his recent visit to China last month.

He said a "shadow of uncertainty always hangs over the sensitive areas of the border region" despite remarkable efforts by both the countries to maintain peace and tranquillity along the border.

"It is because neither side knows where the LAC is in these areas. That is why I have proposed resuming the process of clarifying it. We can do this without prejudice to our position on the boundary question," Modi had said addressing students of Tshinghua University here on May 15.

Terming Modi's visit most successful, Huang said leaders of both the countries have agreed to seek early solution to the border question. Both leaders have shown political will to resolve the issue.

"Both leaders have agreed that boundary question should not affect the overall development of our bilateral relationship and over all cooperation between the two countries," he said.

They also agreed that both sides should take effective measures to ensure peace and tranquillity along the border area, he said.

"Both sides are making efforts to maintain peace and tranquillity along the border. That shows the kind of political will and sincere efforts," he said.

The two leaders also agreed on how to handle the differences in a constructive way. This is new model of relationship between the two major developing countries, he said.

New Delhi, Jun 23: In an unexpected development, the pump price of diesel is all set to surpass the petrol price in the capital, making it the most expensive transport fuel for the first time in a long time.

Globally, diesel is priced slightly above petrol prices due to the very nature of the product that has a higher cost of production. But in India, due to the lopsided taxation structure, diesel attracts lesser of the tax between the two auto fuels keeping its prices lower than petrol for last several years.

Diesel is currently priced at Rs 79.40 a litre in the Capital, just 36 paise short of petrol price that is being retailed at Rs 79.76 a litre. Going by the trend of price movement in the two products for the last few days where diesel prices have consistently increased by 50-60 paise per litre while the daily increase in petrol prices have fallen to just 20 paise on Tuesday, it is set to surpass petrol prices in next few days.

"Diesel price movement is sharper in international market and if oil companies follow the global price trend, diesel prices will surpass that of petrol later this week. It will be after many years that this would happen and is expected to sustain for some time unless government changes the tax structure of the petroleum products again," said an oil sector expert from one of the big four audit and advisory firms asking not to be named.

Interestingly, even in India the base price of diesel is expensive than petrol. According to the Indian Oil Corporation (IOC), while the base price of petrol in Delhi currently comes to Rs 22.11 per litre, the same for diesel is higher at Rs 22.93 per litre (effective from June 16, 2020). This has been the case for a long time, but retail price of petrol can be higher than diesel due to central and state taxes.

What has now brought diesel prices to a whisker of petrol prices in the capital is the Delhi government's decision early May to increase the Value Added Tax on diesel from 16.75 per cent to 30 per cent and on petrol from 27 per cent to 30 per cent. This increased the retail price of diesel and petrol in Delhi by Rs 7.10 and Rs 1.67 a litre respectively. With Central taxes on the two products already reaching identical levels, the Delhi governments move hastened price parity between petrol and diesel.

Currently, the Central excise on petrol is Rs 32.98 a litre while that on diesel it is Rs 31.83 a litre. The VAT on petrol in Delhi is Rs 17.71 a litre and that on diesel is Rs 17.60 a litre.

While the movement of retail pricing is being seen with a sigh of relief by vehicle owners whose cars run on petrol, those buying the relatively expensive diesel cars are now repenting on their decision. The development is also being seen with caution by automobile companies who have spent millions to ramp up their facilities for diesel run vehicles. The expectation is that demand for such cars will now fall, causing more damage to companies where sales are already impacted due to persistent economic slowdown and now the spread of COVID-19 pandemic.

"The pricing development would push automobile companies to strategies being followed by companies in the western markets where diesel run cars are not sold on fuel pricing differential, but on overall make and quality that puts them ahead of petrol run cars," the expert quoted earlier.

Yes, but for commercial vehicle sector the rising price of diesel had not been welcomed. In fact, the commercial transport sector had time an again threatened strike against the move to raise fuel prices.

With petrol and diesel retail prices closing, the case for adultering fuel has also gone down much to the relief of vehicle owners.

New Delhi, Jan 5: A masked mob on Sunday entered the Sabarmati Hostel on the Jawaharlal Nehru University (JNU) campus and assaulted several students and professors with sticks and rods.

"I have been brutally attacked by goons wearing masks. I am bleeding. I was brutally beaten up," JNU Students' Union (JNUSU) president Aishe Ghosh told reporters.

She has been admitted to the AIIMS here for treatment.

Several other students were also injured in the incident.

In a video of the incident, a group of goons with their faces covered can be seen assaulting students with wooden sticks and rods.

A tweet from the official handle of the JNUSU said, "Sabarmati Hostel: right now. They are beating the students who are inside. Knocking on doors with rods. People are jumping from balconies. #SOSJNU #EmergencyinJNU."

"Professors who were trying to protect us have been beaten up. These are unknown ABVP goons, not all are students, they have covered their faces, and they are moving towards the hotels near the West Gate. Stay alert. Make human chains. Protect each other. #SOSJNU #EmergencyinJNU," another tweet added.

Meanwhile, the ABVP's JNU unit claimed in a tweet: "Emergency in JNU. Leftist goons of JNU accompained with their cadre from other universities have crossed every limit. They have proceeded with unimaginable violence on ABVP activists of JNU."

Mumbai, Jan 29: Unfazed by his suspension from flying on Tuesday, stand-up comedian Kunal Kamra on Wednesday claimed that he once again approached television journalist Arnab Goswami, who he said was his co-passenger on a flight from Lucknow, for an "honest discussion" but was turned away.

Kamra tweeted in the morning that "Arnab Goswami was again travelling in his flight while returning from Lucknow". "I again asked him politely if he wants to have a honest discussion he with his verbal arrogant hand jester he asked me to move away & I did that (sic)," he tweeted.

The comedian was suspended from flying by IndiGo and Air India on Tuesday after he allegedly heckled Goswami aboard a Mumbai-Lucknow plane and posted a video clip on his Twitter handle.

While IndiGo suspended Kamra from flying with it for a period of six months, Air India banned him until further notice.

In a statement released on Twitter after he posted the video, Kamra said he did "exactly what Republic TV journalists do to people in their private/public spaces". Kamra stated he had not done anything criminal by allegedly heckling Goswami.
