Chinese media ups the ante, asks India to withdraw with dignity

Beijing, Jul 5: The Chinese official media today stepped up its attack on India with editorials asking Indian troops to move out of Dokalam area in Sikkim sector "with dignity or be kicked out" and describing the situation as "worryingly tense".chinese

While China's nationalistic tabloid Global Times said India should be taught a "bitter lesson", another official newspaper, China Daily, said India should look in the mirror.

The Global Times said in its editorial that India will suffer "greater losses" than in 1962 if it "incites" border clashes with China.

As the standoff in the Dokalam area continued for the third week, it said India should be taught a "bitter lesson".

It also claimed that the Chinese public was infuriated by India's "provocation".

"We believe the Chinese People's Liberation Army (PLA) is powerful enough to expel Indian troops out of Chinese territory. The Indian military can choose to return to its territory with dignity, or be kicked out of the area by Chinese soldiers," it said.

"We need to give diplomatic and military authorities full power to handle the issue. We call on Chinese society to maintain high-level unity on the issue. The more unified the Chinese people are, the more sufficient conditions the professionals will have to fight against India and safeguard our interests. This time, we must teach New Delhi a bitter lesson," it said.

The editorial said it "firmly" believes that the face-off in what it calls the Donglang area will end with the Indian troops in "retreat".

"If New Delhi believes that its military might can be used as leverage in the Donglang area (referred to as Dokalam or Dok La), and it is ready for a two-and-a-half front war, we have to tell India that the Chinese look down on their military power," it said.

The paper was referring Indian Army Chief General Bipin Rawat saying that India 'was ready for a two-and-a-half front war'.

"Jaitley (Defence Minister Arun Jaitley) is right that the India of 2017 is different from that of 1962 - India will suffer greater losses than in 1962 if it incites military conflicts," it added.

Jaitley on June 30 said India of 2017 is different from what it was in 1962, hitting out at China for asking the Indian Army to learn from "historical lessons".

According to the editorial in China Daily, India's defeat in the 1962 war was perhaps too "humiliating" for some in the Indian military and that is why they are talking "belligerently" this time.

Since the standoff on June 6, when the PLA destroyed bunkers of the Indian Army, claiming the area belonged to China, Chinese media have carried several pieces warning India against escalating border tensions.

"India should look in the mirror. It was not able to refute the evidence of illegal border-trespassing and coerced its small neighbour Bhutan to shoulder the blame," the China Daily said.

The Global Times also asserted that China attaches great importance to domestic stability and doesn't want to be mired in a mess with India.

"But New Delhi would be too naive to think that Beijing would make concessions to its unruly demands," it said.

"New Delhi's real purpose is to turn the Donglang area of China into a disputed region and block China's road construction there," the editorial said.

"Cold war-obsessed India is suspicious" that China is building the road to cut off the Siliguri Corridor, an area held by Indians as strategically important for India to control its turbulent northeast area. India is taking the risk to betray the historical agreement and wants to force China to "swallow" the result, it said.

The China Daily added that India should respect border agreement and withdraw troops, linking India's move to stop the Chinese military from building a strategic road in Dokalam area in June 16 to its concern over China's Belt and Road Initiative (BRI), which includes the USD 50 billion China Pakistan Economic Corridor (CPEC).

"India may be trying to make a point. It is reportedly worried that the Chinese road construction may represent a significant change in the status quo with serious security implications for India, according to its foreign ministry."

Such worries, the paper added, could have been allayed through dialogue and consultation using the mechanisms that are already in place and "which have long helped the two sides maintain peace and tranquillity in the region since their short border war in 1962".

The editorial said the situation in Dokalam remains "worryingly tense, with a stand-off between soldiers of the two countries still ongoing".

"That the situation has not flared out of control is thanks to the great restraint exercised by the Chinese troops. But the tensions resulting from the intrusion will surely grow if there is not a total withdrawal of the Indian troops."

Unlike previous incidents that have occurred along other parts of the 3,500-kilometre border between China and India, the latest incident happened at a section that has long been demarcated by an 1890 historical convention and reaffirmed in documents exchanged between the successive Chinese and Indian governments since then.

Both dailies, however, referred to India's concerns over the road in Dokalam close to the narrow chicken neck area in the tri-junction of India, China and Bhutan border as it could cut off a vital link with India's north-eastern region.

China and India have been engaged in a standoff in the Dokalam area near the Bhutan trijunction since June 6 after a Chinese Army construction party came to build a road.

May 12: Several Indians in the US, either on the H-1B work visa or Green Card having children who are American citizens by birth, are being prevented from travelling to India aboard the special repatriation flights being run by Air India amidst the coronavirus-linked global travel restrictions.

According to the regulations issued by the Indian government last month and updated last week, visas of foreign nationals and OCI cards, that provide visa-free travel privileges to the people of Indian-origin, have been suspended as part of the new international travel restrictions.

For some of the Indian citizens like the Pandey couple in New Jersey (name and place changed at request), it's a double whammy. Having lost their H-1B job, they have to go back to India within the stipulated 60 days as required by law. The couple has two kids aged one and six years who are American citizens.

In the wee hours of Monday, they had to return from Newark airport as Air India refused to give their kids a ticket to fly to India along with them, despite them having a valid Indian visa. The young mother and father are Indian citizens.

They said that the officials from Air India and (Indian) Consulate (in New York) were very cooperative.

But they could not do anything as their hands were tied by the latest regulation issued by the Indian government, a shocked Ratna Pandey told PTI.

"I would like to urge the Indian government to reconsider their decision on the humanitarian basis," said the Indian national who has lost her job but could not leave the US within the stipulated 60 days to avoid any future visa complications.

She now plans to make an appeal to the US Citizenship and Immigration Services (USCIS) to extend their stay.

Last month, H-1B visa holders, mostly Indians, launched a White House petition urging US President Donald Trump to extend their permissible stay from 60 to 180 days after job loss. However, there has been no decision from the White House so far.

While there is no official statistics of how many Indian H-1B visa holders have lost their jobs, it is believed to be substantial.

The US, due to the coronavirus pandemic, is experiencing an unprecedented unemployment rate and more than 33 million Americans have lost their jobs in the last two months. Given this massive job loss, Indians, who have lost their jobs, are unlikely to get one and thus many would have no other option but to travel back home.

In the case of single mother Mamta (name changed), the situation is graver as her son is just three-month old. Only she was given the ticket and the infant was not allowed to fly along with her because he carried an American passport.

"I would like to request the Indian government to let us fly back home. I don't want to stay in the US any longer," she told PTI hours after being prevented from boarding her hometown Ahmedabad-bound flight from Newark on Sunday.

"I am alone here. I don't have a relative here. It's a difficult situation," she said.

"Vande Bharat Mission is a humanitarian mission. But this is certainly inhuman," said Rakesh Gupta (name changed) from Washington DC.

An H-1B professional, Gupta has lost his job and needs to return to India within the stipulated 60 days. He and his wife, Geeta (name changed) being Indian citizens, received the confirmation of their seats in the flight but have been told that their two-and-a-half-year-old daughter cannot travel with them as she carried an OCI card.

"I don't believe this," he said.

Unlike the Pandey couple and Mamta, who had made the payment of USD 1,361 per ticket for their flight back home, Rakesh has not made the payment. Air India has said that the money would be refunded.

All the three Indian citizens requested the Indian government to help them travel back home by making necessary changes in the current regulations.

As per a recent government notification, all existing Indian visa holders, and visa-free travel facility, granted to OCI card holders who are not in India, have been suspended till restrictions on international air travel remains.

New York-based community leader Prem Bhandari said that the May 5 travel advisory has created multiple painful issues for the OCI card holders in the US and also to Indian citizens who are either on Green Card or H-1B visas and want to travel back home, but cannot leave their kids who are Americans by birth.

"We would like to express our disappointment with the discrimination between OCIs and citizens in respect of entering India at this critical stage when many OCIs have lawfully built their homes, families and businesses in India," Bhandari said in a letter to Union Home Secretary Ajay Kumar Bhalla on Monday.

Months after the outbreak of COVID-19 in Wuhan city of central China, families of those deceased, who contracted the contagious infection, stood in long queues at funeral homes demanding to receive the cremated ashes of their loved ones.

Now this has spurred questions about the actual tally of COVID-19 related casualties in Wuhan, in a renewed pressure on the Chinese government that is already struggling to control its containment narrative of the pandemic spread.

Chinese media outlet Caixin showed how trucks carrying 2,500 urns with the ashes of the deceased COVID-19 cases were being shipped in a funeral home last week. Another picture published revealed how 3,500 urns were stacked within these funeral homes. It is therefore unclear how many urns have been filled in.

According to media reports, workers at several funeral parlors declined to provide any details as to how many urns were waiting to be collected, saying they either did not know or were not authorised to share the number.

Some families said they had been forced to wait for several hours to pick up the ashes. The photos circulated as mass deaths from the virus spiked in cities across the west, including Milan, Madrid and New York, where hospitals were erecting tents to handle the overflow as global infections soar past 500,000, with 24,000 dead.

According to Chinese government figures, 2,535 people in Wuhan have died of the virus. The announcement that a lockdown in place since January would be lifted came after the country said its tally of new cases had hit zero and stepped up diplomatic outreach to other countries hard hit by the virus, sending some of them medical supplies.

But some in China have been skeptical of the accuracy of the official tally, particularly given Wuhan's overwhelmed medical system, authorities' attempts to cover up the outbreak in its initial stages, and multiple revisions to the way official cases are counted.

Residents on social media have demanded disciplinary action against top Wuhan officials.

Many people who died had Covid-19 symptoms, but weren't tested and excluded from the official case tally, Caixin said. There were also patients who died of other diseases due to a lack of proper treatment when hospitals were overwhelmed dealing with those who had the coronavirus.

There were 56,007 cremations in Wuhan in the fourth quarter of 2019, according to data from the city's civil affairs agency. The number of cremations was 1,583 higher than those in the fourth quarter of 2018 and 2,231 higher than the fourth quarter of 2017.

Two locals in Wuhan who have lost family members to the virus said online that they were informed they had to be accompanied by their employers or officials from neighborhood committees when picking up the urns, likely as a measure against public gatherings.

COVID-19 is affecting 199 countries and territories around the world. Over 664,000 coronavirus cases have been registered globally out of which 30,890 have succumbed to the infection.

Washington, Mar 1: The US Federal Communications Commission (FCC) has proposed a fine of over $200 million for all major US mobile carriers for selling the location data of customers to some agencies.

The Federal Communications Commission today proposed fines against the nation's four largest wireless carriers for apparently selling access to their customers' location information without taking reasonable measures to protect against unauthorised access to that information. As a result, T-Mobile faces a proposed fine of more than $91 million, AT&T faces a proposed fine of more than $57 million, Verizon faces a proposed fine of more than $48 million, and Sprint faces a proposed fine of more than $12 million, the FCC said in a statement on Friday.

The Enforcement Bureau of FCC opened this investigation after reports surfaced that a Missouri Sheriff, Cory Hutcheson, used a "location-finding service" operated by Securus, a provider of communications services to correctional facilities, to access the location information of the wireless carriers' customers without their consent between 2014 and 2017.

"American consumers take their wireless phones with them wherever they go. And information about a wireless customer's location is highly personal and sensitive. The FCC has long had clear rules on the books requiring all phone companies to protect their customers' personal information. And since 2007, these companies have been on notice that they must take reasonable precautions to safeguard this data and that the FCC will take strong enforcement action if they don't. Today, we do just that," said FCC Chairman Ajit Pai.

"This FCC will not tolerate phone companies putting Americans' privacy at risk."

The FCC also admonished these carriers for apparently disclosing their customers' location information, without their authorisation, to a third party

The four major US carriers mentioned sold access to their customers' location information to "aggregators," who then resold access to such information to third-party location-based service providers (like Securus).

Although their exact practices varied, each carrier relied heavily on contract-based assurances that the location-based services providers (acting on the carriers' behalf) would obtain consent from the wireless carrier's customer before accessing that customer's location information.
