Citizenship Bill passed in LS amid protests

New Delhi, Jan 8: A bill seeking to provide Indian citizenship to non-Muslims from Bangladesh, Pakistan and Afghanistan was approved by the Lok Sabha on Tuesday.

Piloting the contentious Citizenship (Amendment) Bill 2019, Home Minister Rajnath Singh told the Opposition that the bill was not against the provisions of the Constitution and would give succour to persecuted minorities in the three neighbouring countries.

The Bill provides for according Indian citizenship to the Hindus, Jains, Christians, Sikhs, Buddhists and Parsis from Bangladesh, Pakistan and Afghanistan after six years of residence in India instead of 12 years even if they do not possess any document.

"They have no place to go to, except India," he said, adding several leaders including first Prime Minister Jawaharlal Nehru were in favour of giving shelter to persecuted minorities in the neighbouring countries.

Seeking to assuage the concerns in the Northeast, which saw an 11-hour bandh on Tuesday against the legislation, Singh said the proposed law will not be confined to Assam alone.

"The burden of those persecuted migrants will be shared by the whole country. Assam alone should not have to bear the entire burden. The government of India is committed to give all help to the State Government and people of Assam," he said.

The BJP appears to have been isolated over the issue. The Asom Gana Parishad (AGP), a partner in the BJP-led Assam government, broke up with the saffron party while the NDA allies, the Shiv Sena and the JD(U), have opposed this legislation.

Mizoram and Meghalaya governments have opposed the bill by adopting a resolution against it in their respective cabinet meetings.

The home minister said the Union Cabinet has also approved the grant of ST status to six communities of Assam namely Tai Ahom, Koch Rajbongshi, Chutia, Tea Tribes, Moran and Matak.

The Union Cabinet's decision can be seen as a balancing act by the central government to strong opposition to the bill in Assam.

According to the Home Minister, "At the same time, full safeguards will be provided to protect the interests, rights and privileges of existing Scheduled Tribes of Assam.

"A separate Bill will be brought to grant ST status to Bodo Kacharis in Hill districts of Assam and Karbis in the rest of Assam. Sixth Schedule of the Constitution is also proposed to be amended to strengthen the Autonomous District Councils," he said.

Singh said the migrants - Hindus, Jains, Christians, Sikhs, Buddhists and Parsis - were earlier given protection against legal action in 2015 and 2016.

"Long term visa provision was made for them. The proposed amendment will make these persecuted migrants eligible to apply for citizenship," he said.

Singh said citizenship will be given to them only after due scrutiny and recommendation of district authorities and the state government.

The minimum residency period for citizenship is proposed to be reduced from the existing 12 years under the present law to seven years.

The legislation also seeks to provide relief to persecuted migrants who have come through western borders of the country to states like Gujarat, Rajasthan, Delhi, Madhya Pradesh and other states, the Home Minister said.

The bill will apply to all States and Union Territories of the country and the beneficiaries of the Citizenship Amendment Bill will be able to reside in any state of the country.

The bill was originally introduced in 2016 and was later sent to the JPC, which submitted its report on Monday.

On the basis of the recommendations of the JPC, a fresh bill was introduced on Tuesday.

Opposition parties have raised objections to the bill.

The Congress said many states have opposed the bill and it should be sent to a select committee. As the government did not heed to the demand, the Congress staged a walkout.

TMC's Saugata Roy dubbed the bill as "divisive" and "insidious" that goes against the basic tenets of the constitution.

"This is the worst form of vote-bank politics", Roy said.

Warangal, May 26: A 26-year-old man from Bihar was arrested here for murdering nine people by throwing them into a well to cover the murder of a woman, police said on Monday.

Dr Ravinder, Commissioner of Police (CP), Warangal, said that the bodies were recovered on May 21 and May 22 from the well. Investigation has revealed that the accused, Sanjay Kumar Yadav, killed all of them to cover up the murder of Rafiqa, with whom he had a relationship.

He said that Yadav got acquainted with a person named Maqsood and his sister-in-law Rafiqa. "Slowly, he came close to Rafiqa and started living together with her three children. Yadav tried to misbehave with Rafiqa's 15-year-old daughter. Rafiqa did not like this and threatened to lodge a complaint against him," Ravinder said.

"Then, Yadav planned to kill Rafiqa in order to live with her daughter. Yadav promised Rafiqa to marry. They boarded a train to West Bengal from March 7. Yadav mixed sleeping tablets in the food packet and later strangulated her, and threw her body outside the train," he said.

According to police, Yadav later came back to Warangal but Maqsood's wife Nisha started questioning him about the whereabouts of Rafiqa.

"Nisha threatened to lodge a police complaint against him. With a premeditated motive, from May 16 to May 20, he visited Maqsood's family who stayed in a gunny bag factory," he said.

Yadav purchased sleeping pills from Warangal and mixed in the food on the birthday of Maqsood's elder son on May 20, police said.

"Maqsood and his five family members were living there. Yadav mixed sleeping pills in the food and later they consumed it. Maqsood's family friend Shakeel was also there. Then, he went to the first floor of the factory where two labourers were staying. He mixed sleeping pills in their food too. He suspected that they may get up and create a problem. To cover up the murder of Rafiqa, he killed nine people," Ravinder said.

At around 12:30 am, Yadav woke up and saw that everyone is asleep, according to police.

"Then, he used the gunny bags to drag all the nine people into the well. He threw the gunny bag one by one into the well," Ravinder said.

According to the police, six teams were deployed to investigate the case.

"Yadav has been arrested now and will be taken to police custody. We will collect all evidence and ensure that he gets maximum punishment for this offence," Ravinder said.

Yadav will be released by court saying that he is mentally sick and he did not kill 10 people intentionally.

Bhopal, Mar 10: The number of MLAs who have resigned from the Congress in Madhya Pradesh climbed to 20 on Tuesday afternoon with another legislator quitting the ruling party, sources said.

While 19 MLAs, most of them believed to be loyal to expelled party leader Jyotiraditya Scindia, have sent their resignation letters via e-mail to Raj Bhavan, Bisahulal Singh submitted his resignation letter as an MLA to the Assembly speaker.

"We have received resignations of 19 MLAs through e-mails with attachments," a Raj Bhawan official told PTI.

Sources in Congress produced a copy of Bisahulal Singh's resignation letter which he submitted to the speaker.

Former chief minister and senior BJP leader later announced that Singh (65) has joined the BJP.

Patna, July 1: A wedding ceremony in rural Patna a fortnight ago where the groom was running high fever, two days before he died and his body cremated without being tested for COVID 19, appears to have set off the biggest infection chain in Bihar so far, health department officials said on Tuesday.

More than 111 people have tested positive in Paliganj sub-division of Patna district, about 55 km from the state capital, in the last few days, out of over 350 who have been tested upon contact tracing, they said. Fifteen of his relatives who attended the wedding tested positive for the contagion and apparently infected others.

The officials, who requested anonymity, said the groom was a software engineer based in Gurugram and had returned home for his marriage in the last week of May. A few days after the ''tilak'' ceremony, he started showing symptoms of the disease.

On June 15, the date of wedding, he was running high fever and wanted the ceremony to be deferred, but relented upon the insistence of family members who made him swallow paracetamol tablets and go through the rituals.
On June 17, his condition deteriorated significantly and family members made a dash to AIIMS, Patna, but he died on the way.

The body was cremated in a huff, without the authorities being informed. But somebody telephoned the district magistrate and narrated the whole episode. All close relatives of the deceased, who attended the ceremony, were tested on June 19. Of them 15 tested positive, the officials said.

As a measure to contain the spread of the disease, a special camp was set up at the village where the marriage took place on June 24-26 during which samples of 364 people were collected. Of them, 86 tested positive, the officials added.

The sudden explosion of the dreaded coronavirus has triggered panic in the area. Although most who tested positive were asymptomatic, they have been admitted to isolation centres in Bihta and Phulwarisharif.

Block Development Officer Chiranjeev Pandey said Meetha Kuan, Khagari Mohalla and parts of Paliganj Bazaar have been sealed for thorough sanitisation.

Patna district happens to be the worst-affected in Bihar with 699 confirmed cases till date and five casualties, according to figures provided by the administration. The number of active cases is 372.

On Monday, when the state witnessed its biggest single day spike with 394 cases, Patna district accounted for more than 20 per cent of these. About eighty cases were reported from Paliganj alone.
