CJI promises to act on complaint by woman judge

R M LodhaNew Delhi, Aug 5: Chief Justice of India R M Lodha on Monday promised to look into the complaint of a woman judge, who quit as additional district and sessions judge of Gwalior, levelling sexual harassment charges against a sitting judge of the Madhya Pradesh High Court.

The woman judge accused the administrative judge of the HC of demanding sexual favours. She alleged that he wanted her to “dance to an item number” after showing “more than normal interest” in her work.

The accused judge, however, rejected the charges and offered to face death penalty if the allegations were found to be true. Justice Lodha told PTI, “It is a very serious issue. All versions will have to be taken into account. Let me go through it.”

An email making the allegations has been received by the SC registry, and was being dealt with appropriately, sources said. The CJI said he would deal with the issue appropriately when the papers are placed before him as “the matter cannot be left like this”.

In her nine-page representation to the CJI, the woman judge, who herself headed a sexual harassment committee set up under the Vishakha guidelines at the district level, stated that the HC judge had some months ago started showing undue interest in her work and had gradually started making “coloured remarks” about her.

Her complaint narrated an incident in February this year at the marriage ceremony of a judicial officer where the high court judge had allegedly told her, in the presence of her 16-year-old daughter, that her work was excellent but “you are more beautiful than your work”.

In December last year, the wife of a senior judicial officer had telephoned her to tell her that the judge was eager to see her perform a dance to an item song at his marriage anniversary, she said.

As she refused to give in to “malicious aspirations” of the HC judge, she claimed that she was transferred from Gwalior to Sidhi in the middle of her daughter’s academic career.

According to her complaint, she made a representation against her transfer but her plea was not heard.

Thus, she resigned on July 15, “in compelling, humiliating and disgraceful circumstances to save my dignity, womanhood, self-esteem and career of my daughter.” Responding to the woman judge’s allegations, the high court judge wrote to the Chief Justice of the Madhya Pradesh High Court describing the allegations as “totally false” and expressing his willingness to face a probe by the CBI or any other agency.

“If any allegation is proved I am ready even to face death penalty,” the judge said.The accused judge’s letter has been forwarded to the CJI by the Chief Justice of the MP High Court.

In Jabalpur, the Madhya Pradesh High Court described as “distorted version”, reports that the complainant woman judicial officer had sought an appointment with the High Court Chief Justice to apprise him about the factual position and it was declined.

“The lady ex-Judicial Officer, who was posted at Gwalior since August 2011, was transferred in July 2014 to Sidhi on administratve grounds. Her two representations seeking cancellation of the transfer on the ground of her daughter’s education were duly considered and rejected by the Administrative Committee of the High Court. She has not represented about alleged misbehaviour or harassment caused to her by anyone,” it added.

In a related development, a PIL was filed in the Supreme Court by advocate M L Sharma, seeking judicial inquiry into allegations of the woman judge and prosecution of the accused judge.

Kanpur, Feb 20: Inspector general, Kanpur range, has ordered a probe into a woman's allegation that the cops misbehaved with her at Raipurwa police station when she went there with her father to lodge a complaint of harassment and eve-teasing.

The woman posted her complaint on the Twitter handle of Kanpur police.

The woman, 21, alleged that instead of listening to her complaint, Raipurwa cops asked her, "Zyada padh gayi ho, itna advance kisne bana dia hai, tumhare Papa ne?" (You are too educated. Who made you so advanced - your father?)

She further said that instead of taking necessary action on her complaint, the police forced her father to compromise with the accused, the son of her landlord, who harassed her on Monday.

The woman also stated that there were no female cops at the police station and she had to wait for several hours.

"Throughout my presence at the police station, I had to interact with male cops," she tweeted.

Inspector, Raipurwa, Sunil Kumar, however, has denied allegations.

"Her allegations are not true. Both the parties settled the dispute on their own," he said.

IG Range, Mohit Agarwal, meanwhile, said, "I have asked the SSP to initiate a probe in this regard and take action against guilty cops."

New Delhi, Mar 9: The Centre and the Delhi government are working in close coordination to deal with coronavirus, Chief Minister Arvind Kejriwal said here on Monday.

Talking to reporters after a review meeting with Union Health Minister Harsh Vardhan on the preparedness for COVID-19, the chief minister said people arriving from foreign countries are being screened at airports.

A campaign will be run to make people aware of the preventive measures to contain the spread of the disease, Kejriwal said.

Health Minister Harsh Vardhan said the government is prepared to deal with novel coronavirus and his ministry is sending directives, including guidelines, to states in all the languages on ways to contain it.

"We are sending detailed guidelines to all states on ways to contain coronavirus. Have asked states to strengthen laboratories and manpower to effectively deal with coronavirus and form early rapid action teams," Vardhan told reporters adding, that the government is prepared to deal with the infection.

Vardhan stressed on a coordinated action between all concerned departments and agencies for activities such as contact tracing, community surveillance, hospital management, identification of isolation wards, ensuring adequate personal protection equipment and masks and risk communication for mass awareness.

New Delhi, Mar 12: TMC MP Saugata Roy said Home Minister Amit Shah should resign for "failing" to control the riots in Delhi and demanded a judicial inquiry by a sitting Supreme Court judge.

Participating in a discussion on the violence in Delhi in Lok Sabha, Roy said the Delhi riots happened 72 years after Mahatma Gandhi was killed by a Hindu fanatic.

"Gandhiji has been murdered again in Delhi by, you know who," Roy said while addressing the Chair.

Taking on BJP MP Meenakshi Lekhi for defending BJP leaders for their controversial remarks, which he claimed instigated the violence, Roy said he has seldom heard such a communal speech ever.

Dubbing the BJP MP as "Devil's Advocate", Roy said, "She spent five minutes defending the most hated man. May I quote (William) Shakespeare and call her the Devil's Advocate?...She is the best Devil's Advocate possible. She has also been an advocate for the Delhi Police which has shown total inaction and ineptness in this whole riot in Delhi."

Thereafter Roy trained his gun at Shah, who was present in the house while the TMC MP was speaking.

He said that when the riots started on February 24, Home Minister Shah was sitting in the front row at Motera Stadium (in Gujarat) welcoming US President Donald Trump.

"When Mr. Shah should have been in Delhi Police control room, he was welcoming Mr. Trump at Motera. There was no order to the police. Then on 25th, things went out of control. Armed mobs fought with each other on the streets of Delhi," Roy said.

Demanding resignation of Shah, Roy raised questions on NSA Ajit Doval's visit to the riots-affected areas on February 26 and asked what was the Home Minister doing.

"Is it NSA's business to control ordinary law and order situation? Why was the Home Minister absent in action? There is no explanation for the same," he said.

The TMC leader said he feels bad standing face-to-face with Shah.

"He is still young, he has a good future. He should acknowledge responsibility for his failure to control or stop Delhi riots and bring peace in three days. In the name of God, go and do not stay in the Home Minister's position," Roy said, adding he is the man who could not prevent riots in Delhi, at a place 10 kilometres away from the Home Ministry.

Roy demanded a judicial inquiry into the riots by a sitting Supreme Court judge and complete rehabilitation for all the riot victims.
