Clean chit to Kempaiah in caste certificate case

Bengaluru, Aug 29: The Anti Corruption Bureau (ACB) has given a clean chit to former IPS officer Kempaiah, adviser to the Home Minister, in the fake caste certificate case.

The complainant had filed several certificates, including school certificates, indicating that Kempaiah belonged to Kuruba and not Kadu Kuruba. Kadu Kuruba is an ST community whereas Kuruba is a backward community.

The ACB closed the complaint after receiving a report from the Directorate of Civil Rights Enforcement (DCRE) which certified that Kempaiah belongs to Kadu Kuruba community.

Earlier, in 2016, DCRE had claimed that certain vital documents pertaining to the false caste certificate case were missing. The complaint was filed by activist Dinesh Kallahalli. The ACB had sought a report from DCRE since the complaint was not directly connected to an offence under the Prevention of Corruption Act.

Kallahalli had claimed that DCRE had indicted Kempaiah for submitting a false certificate in 1990. In February 2017, DCRE submitted a report to the ACB stating that though there was a report by then IGP C Dinakar alleging Kempaiah had submitted a false certificate, the Social Welfare Department stated that he belonged to Kadu Kuruba.

The DCRE report also quoted a paragraph from Kempaiah’s letter to the department in February 2017, where he has accused certain activists of unnecessarily dragging the issue for publicity and to hurt him. He also attached a 2010 report submitted by the then Revenue Inspector and approved by the tahsildar.

“In the report, it is stated that the Revenue Inspector had visited Gollahalli village at Kasaba hobli in Kanakapura taluk.

“He had certified that Kempaiah belonged to Kadu Kuruba community.’’ Based on this report, DCRE wrote to ACB confirming the same.

Kallahalli, a resident of Kanakapura taluk, said that neither the ACB nor the DCRE has attempted to verify the certificates submitted by him. “I had submitted documents from the school where he studied. I have no faith in the ACB which is in the control of the state government,’’ he said.

Wuhan, Feb 6: Chinese multinational conglomerate holding company Tencent has allegedly published "real" data on the novel coronavirus deaths, with briefly listing death toll as 24,589 -- way too higher than over 500 deaths China has officially announced to date.

According to Taiwan News, "Tencent... seems to have inadvertently released what is potentially the actual number of infections and deaths, which were astronomically higher than official figures".

Tencent, on its webpage titled "Epidemic Situation Tracker," showed confirmed cases of novel coronavirus (2019-nCoV) in China as standing at 154,023 - over 10 times the official figure given to the world on February 1.

It listed the number of suspected cases as 79,808, four times the official figure.

"The number of cured cases was only 269, well below the official number that day of 300. Most ominously, the death toll listed was 24,589, vastly higher than the 300 officially listed that day".

Once people noticed this, Tencent immediately updated the numbers to reflect the government's "official" numbers.

"Netizens noticed that Tencent has on at least three occasions posted extremely high numbers, only to quickly lower them to government-approved statistics," said the report.

Some people speculated a coding problem may be behind the real "internal" data but others believe that someone is actually trying to reveal the real numbers.

Tencent was yet to officially comment on these reports.

"According to multiple sources in Wuhan, many coronavirus patients are unable to receive treatment and die outside of hospitals."

There have been multiple reports of Wuhan officials cremating deceased coronavirus victims before they could be added to the official death toll.

The Wall Street Journal reported that the coronavirus numbers coming out of China are "fishy".

If the numbers from the alleged Tencent leak are accurate, it would put coronavirus' mortality rate at almost 16 per cent. By comparison, SARS' mortality rate was 9.6 per cent, reports CCN.

Caijing, an independent magazine based in Beijing that covers societal, political, and economic issues, has also claimed that the Communist Party of China (CCP) is underreporting the extent of the coronavirus outbreak.

Caijing's article on Coronavirus that detailed how Wuhan officials are not reporting real figures was censored in China.

As of Thursday, the official death toll in China rose to 563, with 28,018 confirmed cases.

Mangaluru, Jan 8: Dakshina Kannada District In-Charge Minister Kota Srinivas Poojary, on Wednesday announced that the District Administration will organise the Karavali Utsava from January 10-19 at Karavali Utsava Maidaan here in the city.

The minister was addressing a press conference on Wednesday morning at the Deputy Commissioner’s office. He informed that a rally will march from Nehru Maidaan to Karavali Utsava Maidaan on January 10 to officially mark the inauguration of the utsava. 
The rally will be flagged off by Minister Kota Srinivas Poojary.

Beach Utsava and Kite Festival will be organised at the Panambur beach on January 17, 18 and 19 as a part of Karavali Utsava.

Bengaluru, Aug 7: Amid the rising number of COVID-19 cases in Karnataka, the state's health department issued fresh guidelines for the disposal of bodies of COVID patients.

"Although an increased risk of COVID infection from a dead body to health workers or family members who follow standard precautions while handling the body is unlikely, the lack of scientific data requires the utmost care to avoid the inadvertent spread of COVID-19 during these times," the statement from the health department's press release read, emphasising on the dignity of the dead and the religious and cultural tradition.

The 23-page press release elaborated on guidelines regarding testing, handling of dead bodies and other specificities in relation to the management of COVID-19 bodies.

"Testing should not be insisted in every case of death, but only when they have a recorded history of influenza-like symptoms. The body should be handed over to the family members/ relatives in a dignified manner immediately after swab collection and hospitals should provide handouts with a list of dos and don'ts in English and Kannada laying down relevant information," the statement said.

It added, "At the mortuary, health care workers, mortuary staff and the family of the deceased body shall not come in direct contact with the dead body and must wear full personal protective equipment (PPE). If the family or relative are for any reason unable to cremate or bury the body, the local health authority shall arrange for the dignified last rites as per the religious traditions of the family."

Regarding autopsies (post mortem) on COVID-19 bodies, the state department said that they should be avoided, except in necessary circumstances.

The statement also gave detailed guidelines regarding the appropriate recording of COVID-19 deaths in line with the Indian Council of Medical Research (ICMR) guidelines.

Additionally, the health department made a statement about the admission procedure for COVID positive patients referred by other district administrations saying, "It is now mandatory for all the referrals from the BBMP admission and discharge of COVID positive patients to be done through the online COVID Hospital Bed Management System (CHBMS)."

The state's count of coronavirus cases was 1,51,449 in the past 24 hours.

So far, a total of 2,804 people have died due to COVID-19 in the state, while the average recovery rate in Karnataka is 49.3 per cent.
