Clean chit to Modi in 2002 riots premature: Rahul

March 17, 2014

New Delhi, Mar 17: Hitting out at Narendra Modi, Rahul Gandhi today demanded "legal accountability" for the "clear and inexcusable failure" of governance during the 2002 Gujarat riots and dismissed talk of clean chit to him as "politically expedient" but "far too premature".

Contending that Modi was answerable on moral grounds, the Congress' chief campaigner said, "beyond that there should be a legal accountability for the clear and inexcusable failure of governance under him".rahul_upa

Gandhi was answering a question during an interview on BJP's contention that Modi had been given a clean chit by the Supreme Court-appointed SIT and the courts and, therefore, he had nothing to answer for or apologise for about the post-Godhra riots.

He replied, "As you know, the SIT report had been seriously questioned by a number of credible experts. Grave flaws have been pointed out in the functioning of the SIT. The acceptance of the flawed SIT report by the lowest court has not yet been subjected to judicial scrutiny by higher courts.

"The specific allegation and evidence pointing to Mr Modi's responsibility in the 2002 riots are yet to be adequately probed. Any talk of his having been given a clean chit may be politically expedient, but is far too premature. There are many unanswered questions. There is a lot more the country needs to know," he said.

Gandhi did not see Lok Sabha elections as virtually a presidential-style contest between him and Modi and said, "it is a clash between two ideas of India."

He contended that the Congress represented an idea which "respects the liberty and dignity of everyone of our countrymen by upholding the ideals of humanity and inclusion", whereas the BJP wanted an India "in which there is no place for the poor, no place for those with a different religion or ideology.

The Congress leader said that the BJP seeks to "suppress large numbers of India's ideas" and wanted "an India in which power is centralised in the hands of individuals. It is a clash between these two ideas of India."

The Gandhi-scion added, "The ideas that Mr Modi represents are dangerous for India."

To a question that people appeared to be disappointed with the lacklustre performance of the UPA government and favoured a strong leader like Modi, he said, "yes, I believe that India needs a 'strong' leader but we must have a deeper understanding of what 'strength' means.

"Strength to me, is not brute force or the ability to bulldoze your way through decision making in an autocratic manner... I do believe that an autocratic mindset that believes in dispensing with whatever is inconvenient to its notions is dangerous because such people tend to disregard what is right for what is expedient."

Asked about Modi's campaign and his language such as him being called a "shezada" (prince), Gandhi said that as far as the language used by political leaders were concerned "it is for the people of the country to judge a politician's language and choice of words".

Lashing out at BJP for its record in dealing with corruption, the Congress leader said that BJP had a Karnataka Chief Minister who went to jail on charges of corruption. Convicted and charge-sheeted ministers continued to be in the Gujarat cabinet.

"Their (BJP's) national president was seen taking money and was convicted. The record of the Chhattisgarh and Madhya Pradesh governments on corruption is well known. The money and landscams in Karnataka, absence of a functional Lokayukta in Gujarat for over 10 years, the recruitment scam in Madhya Pradesh, and the allotment of land to industry in a completely non-transparent manner--the record is there for all to see," he said.

Asked if he had any radical ideas to eradicate corruption, the Congress leader said that the way to do that was to speed up the judicial process and punish the guilty. Only by creating an institutional framework to fight corruption can the issue be tackled.

He said that Lokpal Bill and The Whistleblowers Protection Bill had been passed and there were 5 remaining legislations that would have completed this framework.

"Since the BJP took the lead in preventing their passage, I would like to ask them to explain their double speak. They manage to lament corruption and at the same time oppose bills that will fight it," Gandhi said.

New Delhi, Jun 18: Major General-level talks between India and China, held to resolve the issues related to the violent face-off in Ladakh's Galwan area on June 15-16, lasted for more than six hours on Thursday, sources said.

The talks between the Major Generals of the two countries had remained inconclusive on Wednesday.

Sources also said that all Indian Army personnel who were involved in Galwan valley violent face-off on June 15-16 are accounted for and no soldier is missing in action.

At least 20 Indian Army personnel, including a Colonel rank officer, had lost their lives in the violent face-off which happened in the Galwan valley as a result of an attempt by the Chinese troops to unilaterally change the status quo during the de-escalation in eastern Ladakh.

Indian intercepts have revealed that the Chinese side suffered 43 casualties including dead and seriously injured in the violent clash. The commanding officer of the Chinese unit is among those killed, sources confirmed to media persons.

India wants restoration of old status quo along the Line of Actual Control (LAC) prevailing before May 2020 when the first reports of Chinese incursions started appearing.

External Affairs Minister S Jaishankar had on Wednesday conveyed a clear and tough message to his Chinese counterpart Foreign Minister Wang Yi that what happened in Galwan was a "pre-mediated and planned action that was directly responsible for the resulting violence and casualties."

Dhaka, Jan 3: Bangladesh's paramilitary force chief said on Thursday that a total of 445 Bangladeshi nationals returned from India in last two months following the publication of the National Register of Citizens (NRC) by the Indian government.

Border Guard Bangladesh (BGB) Director General Maj Gen Md Shafeenul Islam disclosed the figure during a press briefing here.

"About 1,000 people were arrested in 2019 for illegal border crossings from India to Bangladesh, with 445 of them returning home in November and December," he said.

After verifying their identities through local representatives, BGB came to know that all the intruders are Bangladeshis, Islam said, adding that 253 cases were lodged against them for illegal trespass, while initial investigations found that at least three of them were human traffickers.

The BGB Director said the trespassing did not create any tension between the border forces of Bangladesh and India.

Last week, Islam visited India where he said that the creation of the NRC is completely an "internal affair" of India and the cooperation between the border guarding forces of the two countries is very good.

He said the BGB will continue to do its work of preventing illegal border crossings as per its mandate.

A BGB delegation, led by Islam, was on a bilateral visit to India to hold DG-level border talks with its counterparts, the Border Security Force (BSF).

The talks took place from December 26-29, during which a host of issues related to cross-border smuggling and activities of criminals and others along the 4,096-km-long front were discussed.

Responding to a question, Islam said, "No discussion was held at the conference over the (NRC) issue".

He said during the five-day talks held in New Delhi, the BGB demanded that the BSF should take effective steps to prevent killings of Bangladeshis on frontiers as casualty figures sharply rose in 2019.

"The number of border killings in 2019 was highest in the last four years. As per our calculation, the number of such unexpected deaths was 35," the BGB chief said.

However, the BSF estimate of the casualty figure is much lower than our calculation, he said.

Islam said the BSF is following the policy of maintaining maximum restraint and minimal use of force even after being attacked by "armed border offenders".

A statement issued by the BSF last month in New Delhi after the conclusion of the DG-level talks said, "On the concern of the BGB regarding the death of Bangladeshi nationals on borders, it was informed to them that a non-lethal weapon policy is strictly followed by BSF personnel on borders.

"Firing is resorted to only in self-defence, when BSF patrols are gheraoed and attacked by ‘dah’ (a sharp-edged weapon) etc. It was specified that the BSF does not discriminate between criminals based on nationality," it said.
