'Coal Blocks Were Given Away Like Handkerchief', Says PM, Slamming UPA

April 12, 2015

Paris, Apr 12: In a scathing attack on previous UPA government, Prime Minister Narendra Modi has said that it had allocated coal blocks like one gives away a pen or a handkerchief, resulting in loss of lakhs of crores of rupees.

Coal Blocks"You must have heard about coal (block allocations)...204 coal blocks were given away just like that...Like someone comes to meet you and you give him your pen, or you give your handkerchief... Even if you give your pen to someone, you will think ten times whether you are giving it to the right person," he said, addressing the Indian community in Paris, during his visit to France as part of his tri-nation tour that includes Germany and Canada.

"Later, there was a storm and the Supreme Court cancelled all the allocations...Even the name of a (former) Prime Minister was mentioned. I do not want to go into that or criticise...," he said.

Mr Modi said soon after the NDA government came to power, the Supreme Court said no coal can be mined after March 31, 2015.

"We feared that if there is no coal, power plants will be shut down and people will face problems. So we acted fast and decided to auction the blocks," the Prime Minister said.

"20 coal blocks out of 204 have been auctioned so far and we got more than Rs. 2 lakh crore from them," Mr Modi said, while noting that CAG had estimated the loss of Rs. 1.76 lakh crore on account of allocation of 204 mines.

"Only 10 per cent of the work has been done. If any government does such a thing during the entire term, people will say you rule for 25 years," Mr Modi said.

He said that he decided that the revenue generated from the auction will not be kept in the central government's treasury but be given to states for development and healthcare.

The beneficiary states include Bihar, Jharkhand, West Bengal and Odisha, which have coal mines, he said.

"It is not Gujarat...Had Gujarat been one of such states, I would have been accused of doing all this only for Gujarat," he said.

Mr Modi asserted that on the basis of experience of 10 months as Prime Minister, he could say that "there is no reason why India should remain poor."

He said that all the international agencies like World Bank, IMF are saying India is the fastest growing economy.

"Even Moody's is also saying that India's growth prospect are right," Mr Modi said.

Rating agency Moody's last week raised India's credit outlook to 'positive', while Fitch projected faster growth - raising hopes for an upgrade in its sovereign rating in the next 12-18 months.

Mr Modi said the "hopes and expectations" with which BJP has been voted to power will be fulfilled.

Highlighting his 'Make in India' initiative, he said the country was aiming to reach new heights and his government was determined to ensure robust growth.

Mumbai, Feb 18: A group of citizens on Tuesday demanded a thorough inquiry into the death of special CBI judge Brijgopal Harkishan Loya in 2014.

The group has written a letter to Maharashtra Chief Minister Uddhav Thackeray, seeking a time-bound probe into the death of Loya.

Loya, who was hearing the high-profile Sohrabuddin Sheikh fake encounter case of Gujarat, died of a cardiac arrest in Nagpur on December 1, 2014, when he had gone to attend the wedding of a colleague's daughter.

Social activist Ashok Pai, addressing a press conference on behalf of the group, also demanded proper compensation for the judge's family, saying he was on an "official" tour.

Pai said on Tuesday he met NCP president Sharad Pawar, whose party is a key constituent of the Maha Vikas Aghadi (MVA) government in Maharashtra, and raised these demands with him.

Pawar assured to look into the demands, he said at the press conference at the Mumbai Marathi Patrakar Sangh.

"We have handed over a letter to Maharashtra Assembly speaker Nana Patole and dispatched a copy of the letter to Chief Minister Uddhav Thackeray (seeking a probe into Loya's death)," Pai said.

As the matter relates to "mysterious" death of a sitting judge of the CBI, all facts about it must be made public after a detailed and time-bound probe, Pai said.

The Loya death case had reached the Supreme Court.

The Supreme Court had held that Loya had died of "natural causes" and had rejected PILs seeking an SIT probe into the death, questioning their motive.

The SC had held that petitions were moved by political rivals to settle scores which was a serious attempt to scandalise the judiciary and obstruct the course of justice through a "frontal attack" on its independence.

Jun 13: The Congress on Saturday accused the BJP-led government of burdening the common man with high taxes on petrol and diesel and earning Rs 2.5 lakh crore since March 5.

Congress leader Kapil Sibal said while international crude oil prices have fallen and are at the lowest level in 15 years, yet petrol and diesel prices are skyrocketing and common people continue to suffer under the Modi dispensation.

He said instead of passing the benefit of lower crude prices to consumers, petrol and diesel prices were hiked for the seventh straight day on June 13.

"The government has earned as much as Rs 44,000 crore in the last six days due to hike in petrol, diesel prices. Since March 5, the government has earned as much as Rs 2.5 lakh crore by way of increasing petrol, diesel prices.

"If the government had even the slightest feelings for the common man, instead of benefitting the companies and the government, the prime minister would have helped the common man with reduced fuel prices," Sibal said at an online press conference.

According to a report by Care Ratings, he said the hike effectively meant that the Central government is collecting around 270 per cent taxes on the base price of petrol and 256 per cent in case of diesel.

The former union minister said petrol was selling at Rs 71.41 in Delhi on May 1, 2014, when international crude oil prices were USD 106.85, while on June 12, 2020, the price of petrol was Rs 75.16 when the crude oil was at USD 38.

He said central excise and VAT cumulatively account for 69 per cent of tax on fuel in India which is higher than anywhere else in the world. He said the tax of fuel in the US was 19 per cent, Japan 47 per cent, the UK 62 per cent, France 63 per cent and Germany 65 per cent.

Jammu, Apr 7: Old habits will just no longer do, a Jammu and Kashmir administration employee found to his dismay on Tuesday when he was sent to a quarantine centre for blowing his nose and spitting on the road.

The man, who works as an accountant in the civil secretariat here, had gone to meet a relative in Paloura on the outskirts of the city when he was nabbed, officials said.

The neighbours panicked when they saw him blowing his nose and immediately called the police, which rushed to the spot with a medical team and a magistrate, they said.

He was immediately taken to a quarantine facility set up at the IIT hostel in the Janipur area and his samples taken for a coronavirus test.

Given the high levels of anxiety over the spread of COVID-19, news of his being taken by police started circulating widely. There were also some WhatsApp messages that he was trying to deliberately spread the infection and was arrested by police.

However, police officials said they had not arrested him and merely put him in a quarantine centre. It was not clear how long he would be in the centre.

The employee told police officials he had an itch in his nose and nothing more.

"Be responsible citizens and stop spreading rumours or fake news," an official said, requesting people to be more responsible.
